Chapter I General
In order to strengthen and regulate the management of national archives, to promote the development of the archives, to fully play the role of the archives in economic and social development, and to develop this approach in the light of the People's Republic of China Archives Act and relevant laws, regulations and regulations.
Article 2 Planning, construction, management and application of the methodology for the planning, construction and management of national archives in the province's administration.
Article III of this approach refers to national archives, including the Integrated Archives and specialized Archives.
The Integrated Archives are responsible for collecting and managing the archives of the various types of national and social preservation that are directly generated by activities such as political, military, economic, scientific, technical, cultural, religious and other activities, as well as the provision of archives to society.
The specialized archives are responsible for the collection and management of archives in a particular professional area or a particular form of body, and the provision of archives to society.
The National Archives of Article IV are public service institutions that perform the functions of keeping historical records, providing archives, conducting social education and promoting public information.
Article 5 National Archives should fully collect archives, reflect historical realities, ensure the integrity, accuracy and security of the archives, facilitate the use of society and fulfil their confidentiality obligations under the law.
The Government of the people at the district level should strengthen its leadership in the work of the National Archives, integrate the archives into national economic and social development plans, guarantee the requirements for the development of the archives and include the annual budget.
Article 7. The provincial Archives Administration is responsible for the Archives of the province and provides integrated planning, coordination, oversight guidance for the work of the National Archives of the province.
The Chief of the Archives of the Archives of the City, the District and the District is responsible for the conduct of oversight over the work of the National Archives in this administrative area.
Chapter II
Article 8. Governments of more people at the district level should set up national archives in accordance with the principles of integrated planning, rationalization, sub-management and the requirements of the provincial office of the relevant archives network.
Integrated Archives are established in the provinces, municipalities in the districts, districts (markets, districts). The provinces, the municipalities in the area may be required to establish specialized archives or be co-organized with the Integrated Archives. The establishment of the Urban Archives is governed by the relevant regulations and regulations.
The National Archives must be established in accordance with the conditions laid down by the State and the provincial authorities, which are approved by the Government of the current people, with the consent of the same-ranking archives administration. The specific conditions and procedures for the establishment of the National Archives are developed by the relevant departments of the Provincial Archives Administration and implemented after the approval of the Government of the Provincial People.
The National Archives of Article 9 shall, in accordance with their responsibilities, develop the specific scope of the collection of archival information and be implemented after approval by the same-ranking archives administration.
Article 10 The Integrated Archives shall determine the scope of units transferred to the House in accordance with the relevant provisions of the State. The relevant units should be transferred to the Integrated Archives Architecture to the archives of various types and patterns with long-serving values, as required. The law, legislation and regulations provide otherwise, from their provisions.
The national archives should receive the archives in accordance with the prescribed deadlines. As a result of special circumstances, advance or receipt of the archives is required to be carried out in accordance with the relevant provisions of the State and the province.
Article 12 Integrated archives should provide social services such as access to existing documents, in accordance with the relevant provisions of public information. The relevant documents and information should be transferred to the Integrated Archives established by the Government of the People at all levels, in accordance with the provisions.
Article 13 More people at the district level should incorporate the information of the archives, the building of networks into e-government and information planning.
The National Archives should strengthen the receipt of electronic documents, expedite the digitalization of traditional automated files, achieve information and networking of archives.
Article 14. The Integrated Archives shall establish an electronic archival centre in the current administrative area. The units transferred to the Integrated Archives and the specialized archives should be sent to the Integrated Archives on a regular basis.
The criteria for the form of electronic archives are developed by the provincial archives administrations in accordance with e-government requirements and norms.
Article 15. All files of non-State States, which have important preservation values for the State and society, encourage the owners of the archives to do so to do so to do so or to accept the donation of the National Archives, shall be issued to the donor and may give certain incentives.
There should be increased cooperation and exchange between national archives and museums, memorials, libraries and the sharing of information resources.

Chapter III
The archives of the National Archives shall be open to society, with the exception of State secrets, commercial secrets, personal privacy and inadmissibility under national regulations:
(i) Previously established archives;
(ii) The archives that have emerged after the construction of the State have reached 30 years;
(iii) Archives of public information;
(iv) Archives of activities such as economic, scientific, technological, cultural and other activities;
(v) Major activity files, which have reached six months.
The National Archives are open to an individual-donor file with the consent of the donor.
The opening of the archives of the National Archives shall be open to the identification of the proposed open archives by the identification team; the identification is in accordance with the conditions of openness and the approval of the same-level archives administration.
The National Archives of Article 19 should take a variety of ways, such as the establishment of access rooms, archives sites, to provide social access to open archives, documentation search services.
Article 20 allows civil and social organizations to have legal documents such as identity cards, work cards, and access, reproduction or excerpt from the published archives, documents and other relevant information.
Article 21 states that citizens and social organizations are required to make use of the national archives without the opening of the archives and that written requests should be submitted to the National Archives, which should be made within two working days for the written replies to the use of them; that, within the time frame, no response may be provided, the length of time may be extended as appropriate, but not more than seven working days, and the reasons for the extension shall be communicated to the applicant in writing.
The National Archives are provided with archives without charge; however, the reproduction of archives, the reproduction of mail files and other operating expenses may be charged as prescribed.
Article 23. Any unit, personal use or publication of the national archives deposit files shall be subject to the laws, regulations, regulations and regulations relating to the protection of intellectual property and shall not undermine the national interests and the legitimate rights of others.
Citizens and social organizations use the National Archives without the opening of the archives, without the consent of the National Archives, without any form of public dissemination.
Article 24 of the National Archives should strengthen the exploitation of archival information resources, organize archival exhibitions, conduct social awareness education and provide all forms of archival information services, in accordance with social needs.
Chapter IV Safeguards and management
Article 25 Governments of more people at the district level should include national archives in the overall planning of urban construction and cultural infrastructure, with priority being given to the establishment of national archives.
The construction design and scale of the National Archives are determined in accordance with the relevant provisions of the State and the province.
The construction design programme of the National Archives should seek the views of the provincial archives administration before planning.
The National Archives of Article 26 should be equipped with professional technology and managers that are adapted to their scale and operational management, in accordance with their functional requirements. The head of the operation of the National Archives shall have higher-level technical qualifications or the level of culture above the university section.
The National Archives should establish a scientific management system that would strengthen the protection and management of the archives by establishing the appropriate equipment facilities.
No units or individuals shall be in possession or damage to the national archives buildings and their facilities and shall not be allowed to change the functions and purposes of the national archives.
Article 28 of the National Archives Archives' Archives (NL) is subject to a hierarchy of protection and management in accordance with the relevant provisions of the State.
The National Archives should conduct regular inspections of the archives and strengthen the protection and management of precious and focused archives, and rehabilitate and replicate the archives that have broken down and bleached.
The informationization of the National Archives should be consistent with the relevant provisions of the State to ensure the security of archival information.
Article 33 uses the national archives depository archives and should be used as much as possible; the original of the archives must not be borrowed, and must be approved by the Chief of the House and strictly procedures for the transfer and return of the bank.
Article 31 of the National Archives should establish an annual reporting system to submit the previous annual report to the same-level archives administration in the first quarter of each year. The annual report should include the following:
(i) Implementation of laws, regulations and regulations;
(ii) Institutional, personnel, facilities;
(iii) Number, management, informationization of archives;
(iv) The opening, use and service of the archives of the store.
Chapter V Legal responsibility
Article 32 violates this approach by providing that the law, legislation and regulations have legal responsibilities.
In violation of this approach, there are one of the following acts, which are being restructured by the administrative order of the archives; in serious circumstances, administrative or disciplinary measures are granted to the competent and other direct responsible personnel directly responsible:
(i) The establishment of specialized archives does not meet the provisions of this approach;
(ii) Not to submit a directory of electronic archives to the Integrated Archives, as prescribed by this approach;
(iii) To send to the Government public documents and other relevant information, as provided for in this approach;
(iv) In violation of this approach, the National Archives collect the costs of services;
(v) The use of services in the archives of the National Archives does not meet the requirements;
(vi) The National Archives do not provide for the opening of the archives in accordance with this approach;
(vii) The National Archives do not submit their annual reports to the Archives' Administration in accordance with this approach.
Article 34 Civil, legal or other organizations consider that the national archives are not carried out by law, may provide advice to the national archives and may also lodge complaints to the top-level archival administration or to sectors such as inspection, the rule of law.
Annex VI
Article 55 of this approach was implemented effective 1 April 2007. The Regulation of the Archives of the Zangi Province (No. 3 of the Order of the Provincial Government) was repealed on 19 October 1990.
