Article 1 encourages and attracts social funding for the construction of new water resources, in line with the People's Republic of China Water Act, the State Department's decision on investment institutional reform, to develop this approach in the light of the actual province.
Article 2 refers to social funding as a result of non-governmental inputs, including funds raised by businesses, social organizations and individuals.
This approach refers to projects that plan new constructions to urban water, industrial water and agricultural water in the administrative areas of the province.
Article 3. The Government of the people at the district level should incorporate the construction of new water resources in the overall planning of socio-economic development in the region.
The management and supervision of the Ministry of Water Administration at the district level for the construction of new water resources. Article IV

The elements of the protection of flood safety, water resource allocation and water construction should be validated by the provincial Government's water administration authorities and assessed the financial, technical and managerial capacities of the investors.
The provincial administration projects were approved by provincial investment authorities; the projects in the area of urban, district management rivers were approved by the municipal investment authorities.
Article 13, Investment in Social Funds, is not part of a new water-related construction project within the Government-approved portfolio of investment projects, and is in place.
The investors do not carry out new water resources construction at the work stage, and the water administration authorities at the district level are responsible for their remedial measures, with the duration of the period. Article 15 project legal persons are responsible for the management, operation and maintenance of the works and shall not undermine the legitimate rights and interests of water users and other consumers.
The operation of the new water source works should be governed by the flood control movement control and the movement of water resources by water administration authorities.
Article 16
Article 17 Governments of more people at the district level should provide adequate compensation for the public good benefits generated by new water projects. The provision for the rehabilitation of water banks constructed by social funds should be subsidized by the current Government; the Government's movement response, drought resistance and ecological water should be compensated by the current Government for project operators by the agricultural irrigation water price.
The price of water for new water resources works in Article 18 consists of water production costs, costs, profits and taxes.

The price of new water resources works in Article 19 is based on the principle of cost of compensation, reasonable benefits, good prices, fair burdens, and is adjusted in due course, in accordance with the changes in water costs, costs and market supplies.
The price of water for new water supplies constructed by social funds should result in the ability of water operators to compensate for costs, costs and repayments during the operation period, the ability to pay bonds and profitable. The period of operation has been determined on average in accordance with the length of the depreciation provided by the national financial authorities.
The price of water for new water resources works is governed by government guidance and different prices for different uses of water.
The price of water in the provincial and cross-construction areas is governed by the provincial price authorities in the same level of finance, water administration.
The price of water for new water supply works in urban and trans-zonal areas (markets, zones) is approved by the municipal price authorities in the area and by the water administration authorities.

Article 21, when the water operators apply for the development and adaptation of water prices, they should provide the price authorities with information on the operation and cost of water production, as well as relevant books, documents and other relevant information.

Article 2: The electricity sector should arrange for the sale of the new hydroelectric power plants attached to the work of the water source, which are approved by the price authorities in accordance with the prescribed procedures.
Article 23. Administrative organs and their staff do not carry out their duties in accordance with the law, abuse of their functions, impartiality, damage to the legitimate rights and interests of investors, are governed by the law by the superior authority or by the administrative inspectorate, which constitutes a crime, and are criminally criminalized by law.
