Article 1 protects the physical health and life of the people, strengthens the building of ecological civilization and enhances sustainable development capacities, in accordance with the relevant laws, regulations and regulations, such as the National People's Republic of China Administrative Punishment Act.
Article 2: Authorization for the implementation of administrative sanctions related to the protection of the water resources environment within the framework of the administration of the city's Red Lake, hundreds of lakes, Aharqour (hereinafter referred to as the two lakes).
Article 3. The scope of the management of the two lakes referred to in this Article refers to the largest water line of the lake, the top water line of the 100 lake lake and the area of water source I, the secondary protected area (in the administrative area of the Honduran) and the area of protected areas at the highest water line in the Lake Aharqoy and the water source level.
The scope of the management of the former can be properly adjusted on the basis of developments and work needs.
Article IV is entrusted by the authorities of the municipalities, districts (communities) in relation to the management of the two lakes to implement administrative sanctions related to the protection of the water resources environment.
Article 5 Scope of administrative penalties related to the protection of the water resources environment in the context of the management of the two lakes:
(i) Administrative penalties imposed by law by environmental protection administrative authorities;
(ii) Administrative penalties imposed by the planning authority under the law;
(iii) Administrative penalties imposed by law by the construction of administrative authorities;
(iv) Administrative penalties imposed by law by the agricultural administrative authorities;
(v) Administrative penalties imposed by the water administration authorities in accordance with the law;
(vi) Administrative penalties imposed by law by the forest green administration authorities;
(vii) Administrative penalties imposed by the health administration authorities in accordance with the law;
(viii) Administrative penalties imposed by the transport administration authorities in accordance with the law;
(ix) Administrative penalties imposed by the urban administration authorities in accordance with the law;
(x) Administrative penalties imposed by law by the tourism administration authorities;
(xi) Other administrative penalties approved by the Government of the city.
The law, legislation and regulations have authorized the relevant organizations to implement administrative penalties or are subject to the approval of the law to a relatively centralized administrative sanction.
Article 6. Administrative penalties entrust a written manner in which the contract is delegated, and the content of the contract shall include the commissioning of administrative authorities, the commissioning organization, the commissioning matter and the terms of reference, the time frame for commissioning, the responsibility.
Article 7 entrusts the administrative authorities with the authorization of administrative penalties for the two lakes of the city of Honour and the legal responsibility for the consequences of the act.
Article 8
Article 9 imposes administrative penalties and must comply with the statutory procedures. Administrative penalties are null and void in violation of the statutory procedures.
Article 10 Law enforcement officials play a role in depriving, punishing violations that should be stopped and punished, causing the legitimate rights, public interest and social order of citizens, legal persons or other organizations to be harmed by the direct responsible person and other persons directly responsible for the administration of justice.
Article 11 provides for implementation effective 1 January 2008.
