Article I, in order to regulate and strengthen the work of local logs, produces a comprehensive, objective and systematic articulation, develops a scientific, rational and local logic to play a role in promoting economic and social development, and develops this approach in accordance with the local work regulations published by the Department of State (hereinafter referred to as the Regulations).
Article 2
Article 3. Governments of more than veterans at the district level should strengthen their leadership in the work of the local logs, focus on the building of local institutions, the workforce, infrastructure, and integrate local work into the overall planning of national economic and social development, and include financial budgets.
Article 4
Sectors such as finance, personnel, confidentiality, archives and archives should be able to work on local logs.
Article 5 enjoys the rights of organs, groups, enterprise units, other organizations and individuals to make use of local logs, and should fulfil their obligations with regard to local work.
Article 6. The self-government zone, municipalities, districts (markets, zones) have established local committees for review of local logs.

The day-to-day work of the local Checking Committee is vested by the local community.
Article VII. In addition to the functions to be performed under article 5, paragraph 2, of the Regulations, the local logic shall be as follows:
(i) Advocacy, implementation of laws, regulations, regulations and relevant policies relating to local work;
(ii) Organizing review receipts and requests for local logs;
(iii) Training of magistrate staff;
(iv) To guide the operational work of the lower-level local logs and the codification of industry logs, professional logs, industrial Yearbooks;
(v) Work elsewhere.
Article 8. The local logs of the self-government zone are responsible for the development of local councils in the current administrative region to compile overall work planning and to organize implementation after the approval of the Government of the people of the autonomous region.
The local authorities of the municipalities, districts (markets, districts) should prepare local work plans based on the overall work planning of local works in the self-government area, with the approval of the Government of the people at this level, to report back to the local logs of the self-government area.
The development of local logs planning should seek the views and recommendations of the various communities of society and, if necessary, expert panels or hearings.
Article 9 Terrestrial institutions should involve experts, scholars, nationalities, religious persons and practitioners.
The heads of local institutions and other specialized codifyings should have corresponding qualifications and expertise.
The local logic institutions in the self-government area should strengthen the training appraisal of local authors.
Article 10 Agencies, social groups, State-owned enterprise units should send information on local logs to counterparts. The types and duration of the information sent are provided by the self-government organization's local logs.
Civil camps, private business units are encouraged to provide information on local logs to local constituencies.
Article 11. The local community should establish a system for the collection, collection, classification, collation of information on a regular basis and prepare for the renewal of the new round.
Local work agencies should pay attention to the collection of oral material.
Article 12. The compilation of the local log shall be in accordance with the following criteria:
(i) In conformity with the provisions of laws, regulations, such as the Constitution and confidentiality, archives;
(ii) A comprehensive and objective reflection of the history and status of natural, political, economic, cultural and social conditions in the current administrative region;
(iii) In line with the logic format;
(iv) Expressing accurate, concise;
(v) Use norms, standards and standards for text, mark symbols, measurement units and figures;
(vi) Other criteria set forth in national and autonomous areas.
The compilations and processes of local logs should be made public.
The local community should hear the views of citizens, legal persons or other organizations with regard to the codification of the local log, recommend that citizens, legal persons or other organizations receive reports of local codification.
The top-level local logic institutions should strengthen operational guidance for the lower-level local constituencies to study in a timely manner the important issues of local codification.

Article 15. After the completion of the local logs, a review of the receipts by the local Chart Review Committee, which is qualified for the review, may be published publicly.
Article 16 examines the receipt according to the following provisions:
(i) A local book name of the administrative region of the self-government area, which is reviewed by the Committee of the District of Autonomous Region.
(ii) The local book name of the municipal administration in the area of the establishment, followed by the first instance of the Committee on the Integration of the local logs in the self-government area.
(iii) The local directory of the executive district name of the district (market, area) is the first instance of the local polarization Commission at this level and is presented for review by the Committee of the local logs of the establishment area.
(iv) A comprehensive Yearbook of the name of the executive region of the autonomous areas, municipalities, districts (markets, areas) is reviewed by the same local logs Committee.
(v) To report to the Committee on the Review of the Appraisal of Local Expressions after the completion of the industrial authorities concerned.
Article 17, when local logs are sent to review the receipts, copies of paper media and their electronic papers and other relevant information should be submitted. The directory of the trial is drawn up by the self-government community's local logic agencies.

Article 21 encourages units and individuals to codify other books and local literature that contribute to economic and social development. There are conditional townships and villages that can organize the book. Local work agencies should provide operational guidance on the codification activities and be ready to work.
Article 22 Governments and relevant sectors of the population at the district level should incorporate the work of local logs into the performance objective of this sector in the region and provide recognition and incentives for units and individuals that have been highlighted in local grams.
Article 23 provides an information day for the work of the local logs in the self-government area on 18 May each year.
Article 24, in violation of the provisions of this approach, provides that information on the type and duration of the required local log shall not be communicated to the Government of the people at the district level for the period of time to be changed; and that it will be criticized by the delay.
Article 25, in violation of the present approach, provides that the publication of a local book of names of local names at district level and a local integrated Yearbook is prepared and is made available to the Government of the people at this level.
Article 26, in violation of the present approach, provides that the publication of the local book is not reviewed, approved, or that there is a violation of the provisions of the Constitution, laws, regulations and regulations by the Government of the High-level People or the Government of the people at this level to take appropriate measures to remedy them and to hold accountable the relevant units and individuals in the circumstances; that constitutes a crime, and that criminal responsibility is lawful.
