Article 1, in order to strengthen community firefighting, prevent and reduce fire hazards, protect the physical and property security of citizens, create a well-established community fire safety environment, which is based on laws, regulations and regulations such as the People's Republic of China Fire Act, the Blackon River Fire Regulations, and in the light of the actual practice of the city.

Article 10. The Street Office shall perform the following fire safety responsibilities:
(i) The inclusion of community firefighting efforts in the context of a comprehensive governance appraisal of social security and conduct regular evaluation;
(ii) To organize dedicated governance for fire safety and to organize the elimination of the hidden fire;
(iii) Conduct regular fire safety education for community fire safety and functional management within the jurisdiction, and deploy community fire awareness;
(iv) Other responsibilities under laws, regulations.
Article 11
(i) Develop residential fire prevention conventions;
(ii) Establishment of an obligation firefighting unit;
(iii) Organizing fire safety inspections;
(iv) Conduct fire safety education for the community's residents, individuals and businessmen, and conduct fire safety campaigns on a regular basis;
(v) Establish community firefighting files;
(vi) Other responsibilities under law, regulations.
Article 12
(i) Develop and implement fire safety regulations and operational protocols;
(ii) Conduct fire safety inspections;
(iii) To provide for the provision and maintenance of public fire facilities, equipment and equipment in the community to ensure their effectiveness;
(iv) Assistance to the Community Commission for fire safety advocacy;
(v) Other responsibilities under the laws, regulations, regulations and contracts for the services of the industry.
Article 13 Community firefighting files should include the following key elements:

Article 14. The following fire safety inspections shall be carried out on a daily basis by the Community Commission and the Property Agency:

(iv) Management, use and use of hazardous items that can be fuelled;

Local Governments, public safety firefighting agencies and public security stations should support and help the host communities to carry out firefighting.
Article 23 provides for interpretation by the Government of the city.
