Chapter I General
Article 1, in order to strengthen the management of fire safety monitoring in construction works, to guarantee the lives and property security of the people, to develop this approach in the light of the relevant laws, regulations, such as the People's Republic of China Fire Act, the People's Republic of China Security Production Act, the construction of the Safety Production Regulations.
Article 2 fire safety management activities in construction construction sites, such as construction, alteration, expansion, etc., in the administrative area of the city, should be subject to this approach.
The construction work described in this approach refers to the construction of ground works, construction works, route pipeline works and engineering.
Article 3. The public security authority is the administrative authority for the construction of fire safety in the city. The public safety firefighting agencies are specifically responsible for the day-to-day supervision of the construction of fire safety on the ground.
The executive branch, such as construction, safety and production supervision, should be responsible for the construction of the relevant work on fire safety monitoring, in accordance with their respective statutory responsibilities.
Article IV. Construction units, design units, construction units, engineering units and other units related to the construction of ground fire safety must be subject to fire safety laws, regulations and regulations guaranteeing the safety of fire construction works and assume responsibility for the safety of fire safety on the ground under the law.
Chapter II Liability for fire safety in construction, design, engineering units
Article 5 Construction units should clarify the responsibility of both parties in the area of fire safety management in the construction contract and the letter of responsibility.
Article 6. The construction units shall not impose requirements for units such as design, construction, engineering and engineering administration that are not in compliance with fire safety laws, regulations and mandatory standards and shall not expressly or imply the purchase, lease, use of security protective equipment, mechanical equipment, construction machines and spare parts, facilities and equipment that are not in compliance with fire safety requirements.
Article 7. The construction units shall pay in full and on time the cost of construction safety operations and security construction measures, including requirements for fire safety construction measures.
Article 8 is in line with the construction work of the Emphasis on Fire Safety in the Province of Susang Province, which should ensure that the construction units perform the duties of the fire safety focus unit in accordance with the law and the fire safety responsibilities, fire safety managers are reported to local public safety fire safety firefighting agencies; and the public safety firefighting agencies should be urged to perform the fire safety focus unit.
Article 9 provides for construction of new structures, new materials, new processes and special structures, covering fire safety, and design units should propose measures to prevent fire safety accidents during the construction process.
The design cell shall, at the time of the roll-out of the construction map, provide detailed information on the fire safety and security measures in the construction units, construction units and be confirmed by the parties in accordance with the characteristics of the work.
Article 10 shall be carried out by the engineering inspectorate in accordance with the mandatory standards established by law, regulations and engineering, and the construction units shall be responsible for the safety of the construction site fire safety.
Chapter III Liability for fire safety in construction units
Article 11. Fire safety at construction sites is the responsibility of the construction unit. The construction works are carried out by the overall contractor unit, which should be subject to the overall contractor's fire safety management of the construction site and not subject to management leading to fire safety accidents, with the primary responsibility of the subcontractor.
Article 12 Construction units should develop safety and security programmes for construction on-site fires and include them in construction organization design or construction programmes. The construction fire safety and security programme is supported by the technical staffing of the construction unit and the construction unit is reviewed by the head of the security production.
The implementation of the treasury project should clarify the responsibilities of the parties in implementing the construction of the safety and security programme in the field, and the construction safety and security programme should be confirmed by the PAE. Article 13. The construction of the safety and security programme on the ground should include the following:
(i) Construction of a safety management system for fire safety on the ground;
(ii) The construction of temporary firefighting corridors, outdoor firewater, indoor fire water and safety evacuation safeguards;
(iii) Concrete construction programmes for temporary buildings such as construction sites, living houses;
(iv) The management system for flammable chemical dangerous products;
(v) The extinguishment of fire, emergency evacuations;
(vi) Training plans for fire safety education;
(vii) Other provisions of the law, regulations.
Article 14. The construction units should establish a robust safety responsibility for fire safety at a level-by-step fire safety and a variety of fire safety management systems, operating protocols, organize regular fire safety inspections of construction works undertaken and track records.
The fire safety management system includes, inter alia, the construction of fire safety management, fire safety inspections, the use of fire clearances on the construction site, the training of fire brigades, material warehouses, charcoal, air conditioners, ITU, edwellers, paints, staff accommodations, fire protection management, etc.
The project manager of the construction unit is specifically responsible for fire safety work on the construction site, the implementation of fire safety responsibilities, fire safety management systems and operational protocols, the elimination of fire safety accidents and the timely and factual reporting of fire safety accidents.
Article 16 Technicians responsible for project management, and prior to construction work, the safety and production technologies for fire safety elements should be included in detail to the construction operation team, operational personnel.

In the temporary building on the construction site (other than in the living area) the use of electrical heaters and fuel-uses should be in line with fire safety requirements.

Article 27 provides that safety nets, peripheral networks and subsistence materials used on the construction site should be in compliance with fire safety requirements and non-use of fuel materials.

Article 29 stores of hazardous items that are vulnerable to fuel explosions should be subject to a dedicated pool of stores in their nature, which should not be stored in construction.
In the course of construction, fire safety measures should be put in place when they use hazardous items that could be fuelled. It is not possible to load and reproduce in operating places, and the use of flammable hazardous items that have been abandoned should be removed in a timely manner.
The use of liquid gas is prohibited in construction works.
Chapter IV Corporal punishment
In violation of this approach, the construction unit failed to guarantee the safe evacuation of the temporary firefighting route and fire safety corridors or that the construction site was not provided with fire-required lighting and fire extinguishing, and was converted by a public safety fire safety fire agency to a fine of up to 2,000.
In violation of this approach, the construction unit consists of one of the following acts, a period of time being converted by a public safety fire agency, a fine of up to two thousand yen:

(iv) The safety nets used on the construction site, the peripheral network and the saving materials are not in compliance with fire safety requirements or the use of fuel materials;
(v) No fuelable construction material has been stored in accordance with the requirements for fire safety management in the warehouse.
In violation of this approach, there are one of the following acts, which are being converted by the establishment of an administrative authority and may impose a fine of up to two thousand dollars in the unit:
(i) The design units involved fire safety in construction designs using new structures, new materials, new processes and special structures, and do not recommend measures to prevent production safety accidents, including fire safety elements;
(ii) The engineering inspectorate and the custodian do not perform the functions of the Fire Safety Service;
(iii) Technicians responsible for project management are not required to provide fire safety requirements to the construction operation team, operating personnel;
(iv) The accommodation, management and use of office areas installed on the construction site, living areas and operating areas and temporary buildings are not in compliance with fire safety requirements.
Article 33, in violation of the provisions of this approach, provides for sanctions under the laws, regulations and regulations of the People's Republic of China Fire Act, the People's Republic of China Act on Security Production, the construction of the Safety of Engineering and Production Regulations.
Article 34 staff members who have oversight responsibility for the safety of the construction site fire safety, have abuses of their functions, omissions, provocative fraud and administrative disposition by their units or superior authorities; constitutes an offence punishable by law.
Chapter V
Article XV does not apply to the safe management of fire safety in the construction of low-scale homes by farmers.
Article 36 Safety management of fire safety at the military construction work site is carried out in accordance with the relevant provisions of the Central Military Commission.
Article 37 of this approach was implemented effective 1 March 2008.
