Chapter I General
Article 1 strengthens the development of digit urban management information systems, integrates urban management resources, regulates urban management practices, enhances the effectiveness of urban management, and develops this approach in line with national legislation, regulations and regulations.
The area under which urbanization is managed in the urban areas of Démocratiques should be included in the area of digitization of urban management.
Article 3. The digitization of urban management, as described in this approach, refers to the use of modern information technology, quantification of urban management components, standards of events, detailed management practices, and the development of a complete system of closures to identify, dispose and monitor urban management issues.
Article IV.
Article 5
The municipal administration authorities are responsible for the planning, organization of implementation, command coordination and monitoring of nuclear work throughout urban digitization.
The Governments of the various districts (including the Economic Development Zone of Démocratiques, the Regional Commission for the Synthetics of Lake Synthesoon, Détachement), are responsible for the implementation of the organizational structure of the digitization of urban management in the Territory.
Relevant administrations such as informationization, construction, planning, public safety, urban law enforcement, civil defence and finance should be synergized in accordance with their respective responsibilities.
Article 6 The primary responsibility is:
(i) Empowering urban management information systems;
(ii) To coordinate the receipt, identification and transfer of information such as urban management components, events;
(iii) To track and monitor information collection and disposal of urban management components, incidents;
(iv) An analysis and evaluation of the treatment of the subject matter of responsibility;
(v) Public complaints, reporting, coordination, follow-up and supervision of urban construction issues.
Article 7 consists of a coordinated urban management platform (hereinafter referred to as the municipal coordination platform), which is responsible for the classification of cross-cutting issues, dispatching, coordinating and supervising offices based on urban management components, incident standards. In the city, the city, the Jangangi, the Kyi, the People's Democratic Republic of the Western Lakes Region and the Regional Commission for the Synthetic Landscape of the Lake Synthesis (hereinafter referred to as a synergistic platform), are responsible for dispatching, coordinating and supervising work within the Territory.

Chapter II Planning and construction
Article 9. Article 11. People's governments and their relevant sectors, business units related to urban management, should be shared with the interconnection and information resources of the digitized urban management information system in accordance with integrated planning, technical norms.
The municipal information management authorities develop the use and exchange of information resources for the implementation of all levels of people's governments and their sectors of urban management for monitoring management.
Article 12. The digitization of urban management information systems includes, inter alia, the digitization of urban management operational information systems; the GIS of urban management; the digitization of urban management components, events and local networks; the digitization of urban management evaluation systems; the digitization of urban management synergistic work network systems; the cross-cutting platform for digitization of urban management and information systems; and the reception platform for urban management hotlines.
The development of the digitized urban management information system should be carried out in a timely manner, in accordance with the requirements of the digitization of urban management planning and the relevant provisions of e-government-building, and gradually expanding its scope and updating functions.
The development of the digitized urban management information system should be consistent with the legal regulations and relevant norms, standards requirements, and should be used by eligible parties for experience.
Article 13
Regional digitized urban management information platforms can be established in the Croang region, the Depression of Mountains, the remaining areas and the State's economic development area, independent implementation of information collection, reception, dispatch and verification, but the interconnection, information sharing should be achieved with the city-level digitized urban management information platform and integrated into the analysis, evaluation of urban management information platforms.
Chapter III Data collection
Article 14.

Chapter IV Acceptance of verification of dispatch and disposal
Article 20 recognizes the information collected on the basis of this approach and urban management components, events standards, consistent with the conditions to be transferred to a coordinated platform.
Article 21, the information transferred by the Coordinated Platform to urban digitization implementation agencies should be sent directly to counterparts in accordance with urban management components, incident standards.
Article 22, after receiving information from a coordinated platform, the responsible units should organize the disposal of the corresponding personnel by a specified time frame and feedback on the outcome of the disposal to a coordination platform.
Article 23: The urban digitization of urban management implementing agencies should direct information-gathering units to verify in a timely manner, based on feedback from the Coordinated Platform. (c) The digitization of urban management implementing institutions should be sent back to the coordination platform.
Article 24 does not have a clear responsibility for urban management components and events, coordinated by the people's governments of the region and explicitly addresses the responsibilities. The issue of cross-regional, municipal-level-related sectoral responsibilities and the fact that it is not possible to deal with it in coordination with the people of the region can be coordinated by the municipal coordination platform.
There is a need for strict implementation of the relevant sectors and units to reach agreement on coordination.
Article 25 is not coordinated to determine the subject of the disposal of the responsible person, which can be restructured by the relevant units of the people's government of the region; the issue of the treatment of a professional nature may be replaced by the designation of professional units by the urban management authorities.
Article 26 Regional institutions for urban management of digitization, disposal verification and synergistic urban management within the scope of their jurisdiction should be carried out in accordance with the procedures set out in this chapter, in the implementation of the procedures set out in this chapter.
Chapter V
Article 27 of the Urban Management Administration's issues related to the report of the urban population and the complaint should be communicated in a timely manner to the reporting person, the complainant.

Chapter VI Legal responsibility
The issues identified in the digitization of urban management relate to violations of the relevant laws, regulations, regulations and regulations, and should be transferred to the relevant administrative law enforcement agencies to investigate them.
Article 31 does not collect information according to a contract agreement and is dealt with by the entrusting unit in accordance with the contract. The information-gathering units should stop their information-gathering activities.

Chapter VII
The meaning of the following wording in this approach:
(i) Digitalization of urban management components (including underground networks) means municipalities with clear titles or management units, road traffic, urban congestion of sanitation, garden greenification, housing, etc., to include relevant facilities for digital urban management.
(ii) digitization of urban management events (including public utility services) means that people or natural factors lead to changes in or damage to urban management components.
Article 34 quantification of urban management in areas other than urban urbanization management can be implemented in the light of this approach.
The digitization of urban management in the districts (markets) may be implemented in the light of this approach.
Article 55 of this approach was implemented effective 1 October 2008.
