Electrical facilities and electricity conservation measures in the city of Western Asia

(It was considered at the 71st ordinary meeting of the People's Government of Western Andi, on 23 February 2009, through the publication of Decree No. 84 of 24 March 2009 of the People's Government Order No. 84 of 24 March 2009, effective 1 May 2009)

Chapter I General

Article 1, in order to guarantee the smooth production and construction of electricity, to maintain a normal electricity order, to protect the legitimate rights and interests of electricity investors, operators and users, to develop this approach in line with the relevant laws, regulations such as the People's Republic of China Electricity Act, the State Agency's Ordinance on the Protection of Power Facilities and the Electricity Protection Regulations in the Province of the Republic of Korea.

Article 2

Article 3. The municipal electricity administration sector is the Authority responsible for the conservation of electricity facilities and electricity in this city, with the power administration inspectorate responsible for the protection of electricity facilities and electricity within the city's administration.

The long-safety zone, the Tinks, the tetanus and the city-mandated electricity facilities and electricity conservation administration are responsible for the management of electricity facilities and electricity in this administrative area.

Article IV provides for the protection of electricity facilities and electricity, in accordance with their respective responsibilities, in the administrations such as public safety, planning, construction, municipal, land-use resources, forestry, municipal parking forests, business, quality technical supervision and urban law enforcement.

Any units and individuals have the obligation to protect electricity facilities and electricity, and to report to the electricity administration or public safety authorities on acts that endanger electricity facilities and electricity.

Chapter II Protection of electricity facilities

Article 6. The relevant sectors of the city, the people's government should develop and rehabilitate the construction of electricity facilities in accordance with urban electricity networks, without approval of construction projects that impede the safety of electricity facilities in the transmission line corridors and cables.

The following Article 7 facilities are protected by electricity facilities:

(i) Facilities in plants such as power plants, transforming stations, switching stations, opening stations;

(ii) Specialized pipelines for power plants, transforming power stations (sects), plumnes, water wells, pumps, refrigeration of water, dams, railways, roads, bridges, fuel loading facilities, avoidance of mines, firefighting facilities and related support facilities;

(iii) Air, ground, water floor, cable and cables, cables, cable tunnels, cables, cables, cables, cables, cables, cables, cables, cables, cables, credits, and associated support facilities;

(iv) Disorders in electricity lines, electrical containers, electrical resistance, routers, sequestrations, avoiders, intersensors, smelers, meteries, electrical units, boxes and their supporting facilities;

(v) Electrical movement control locations, electricity movement control communications facilities, automated power movement control facilities, and electrical network operating control facilities;

(vi) Laws, regulations stipulate other facilities requiring protection.

Article 8. The electricity facility and the power-protecting administration sector should establish and maintain the protective and safety warning signs of electricity facilities, in accordance with the relevant provisions of the State and the province.

In the area of electricity facilities and their surrounding production operations, the possibility that electricity facilities endanger the security of others is likely to be created by the manufacturer.

Any unit or individual shall not undermine the logic of destruction, movement and destruction of electricity facilities and safety alerts.

No unit or individual may commit the following acts:

(i) Removal of items that may endanger electricity facilities within the limits of power plants, transformative uses or other hazardous chemical items;

(ii) Be vertical in the area of long-lasting power lines protection, or in the area of 300 metres on the two sides of the air power line;

(iii) Search, drilling, drilling, exhumation or burning of objects within the framework of quasi-power lines established by law and regulations;

(iv) Increase the buildings, construction of a high level of material across the air power line or the storage of objects under the air-conditional power line and the cultivation of plants that may endanger the security of electricity facilities, resulting in inadequate security distances;

(v) To destroy, for example, water, drainage, electricity, heating and access facilities related to the operation of electricity production;

(vi) Self-governance of electricity, tandem facilities, or extra-constitutional devices such as air power pouchers, buoys, advertisements;

(vii) Extent cables in cables;

(viii) Other acts that are prohibited by law, regulations.

Any units and individuals in this city's monument forest area, the new urban area, the Shelter area, the treasury area, the area of no central banks and the administrative area of the settlement area shall develop security measures and shall be approved by the municipal electricity facility and the electricity conservation administration sector:

(i) To carry out basic construction works in farmland water conservation areas, as well as drilling, drilling and excavation;

(ii) Any head of the heavy machinery enters into the area of the protection of air power lines;

(iii) A safe distance between a small and medium-sized electricity line and a cross-cutting object, through a space-based electricity route area;

(iv) operate in the area of electrical cable protection.

Any unit and person shall be authorized by the Authority in other parts of the city other than the preceding paragraph.

Article 11. Electricity lines and communication lines and other lines are not mutually hindered. When new construction lines, pipelines are paralleled or cross-border, the new construction units should consult with the original lines and the management units of pipelines in accordance with the relevant provisions of the State and conclude agreements.

The new air-conditioning power route shall not exceed the areas of the buildings and storage of flammable and futile items. In particular, when there is a need to cross homes, electricity-building enterprises should take security measures and reach agreement with the relevant units or individuals.

Article 12 may endanger the safety of electricity facilities after the natural life of the plant in the area of electricity facilities, and the owner or the manager shall regularly update them.

Electrical enterprises should strengthen the safe conduct of electricity lines by finding that there is insufficient safety distances for plants within the framework of electricity facility protected areas, which should be communicated to all persons or administrators within 10 days; the owner or the manager refuses to do so within 10 days, and the electricity industry can carry out a clipping. At the time of the construction of the post-planning plantation plant in the electricity facility, the electricity industry did not pay the related costs.

In relation to the trees of Guang Mai, implementation should be carried out in accordance with the relevant laws, regulations.

Article 13. The sale and acquisition of obsolete electricity facilities should be consistent with the relevant provisions. The power administration enforcement inspectorate may conduct inspections with the executive branch, such as public security, trade and trade, of the old material recovery units within the jurisdiction.

Chapter III

Article 14. Electrical enterprises and users should comply with the provision of electricity facilities and electricity to protect the orderly power of the administration and guarantee the safety of the network.

In the event of sudden public events, such as natural disasters, electricity enterprises and users should be subject to electricity facilities and electricity facilities for the protection of the electricity sector.

Article 15

(i) Removal of electricity types by unauthorized means;

(ii) Orientation of power beyond the contractual agreement;

(iii) The unauthorized use of electricity equipment already in the process of suspension of the use of the electricity facility by the electricity industry, or the unauthorized launch of electricity equipment already placed in the electrical enterprise;

(iv) Removal, reactive or unauthorized access to electricity for electricity enterprises, power-load control devices, electrical facilities and user-owned equipment agreed to be supplied for the movement of electrical enterprises;

(v) In the absence of a licence from an electric enterprise, unauthorized introduction, supplying of electricity or unauthorized access to electricity sources.

Article 16 shall be eligible by the statutory measurement body for the use of electricity companies for settlement fees.

Users have identified failures, damage or loss of electrical measurement devices and should be informed in a timely manner. Electrical enterprises should be processed in a timely manner.

Article 17 prohibits any unit or person from stealing power in any way. Coercion, means, assists others in theft of electricity or the transfer of power methods to others. The production and sale of devices dedicated to theft of electricity is prohibited.

Article 18 provides electrical inspection agents for the use of electricity at the site, which should be stopped and collected, extracted evidence of theft and reported to the electricity administration enforcement agencies.

Article 19 damage to electrical equipment, such as theft of electricity, and the causation of suspension of electrical accidents, should be compensated for loss.

Article 20 Risks by users of electricity, electricity security or disruption of electricity, electricity and electricity, seriously affect electricity security, and the power administration enforcement inspection agencies may request the power industry to suspend the supply of electricity in accordance with the law.

Electrical enterprises may interrupt the use of electricity for theft, but should be in compliance with the conditions set forth in the legislation. The user contests the disruption of electricity and can lodge complaints to the electricity facility and the electricity-protected administration. The electricity facilities and electricity that receive complaints should be addressed in a timely manner and the decision to restore electricity within three days should be taken.

Article 21, in one of the following cases, should restore electricity within 24 hours:

(i) Removal of theft by the users of electricity and the corresponding legal responsibility;

(ii) Responsibilities provided by users who are interrupted for electricity;

(iii) The electricity facility and the electricity conservation administration sector have taken a decision to restore electricity.

Chapter IV Oversight inspection

Article 2 Electrical executive law enforcement officers should be civilized to disclose the commercial secrets of the inspection units known in the inspection.

Article 23, which is operated by a user's electricity facility, must be subject to an examination of qualifications and access to a licence for the work of the network, which may be subject to induction operations.

In the case of units carrying, repairing, pre-empting facilities and electricity facilities, they must be eligible for clearance and obtain (renovating) power facilities permit, the parties may apply to the business administration for a licence.

Article 24 provides that the electricity facility and the electricity conservation administration sector should develop emergency scenarios for electricity facilities and electricity conservation. Relevant sectors and electricity enterprises should be able to work in accordance with the requirements of the emergency advance.

Chapter V Legal responsibility

Article 25

Article 26 may apply for administrative review or administrative proceedings in accordance with the law.

Article 27 provides administrative disposal in accordance with the law by power facilities and electricity facilities to protect the administration sector, as well as by the staff of the Authority's executive enforcement agencies, from abuse of their functions, negligence, infrastructural fraud, which constitutes a crime and is criminally liable by law.
