Modalities for the management of public institutions in the Province of Sustainability

(The 40th ordinary meeting of the People's Government of San Suu Kyi on 13 April 2009 considered the adoption of Decree No. 210 of 17 April 2009 by the People's Government Order No. 210 of 21 April 2009, effective 20 May 2009)

Article 1 promotes energy efficiency in the energy use of public institutions in this province, plays a role in the overall social section and promotes energy-saving for society, in accordance with the People's Republic of China Energy Act and the Public Institutions Sections Regulations.

Article 2 refers to public institutions, which are owned or partially financed by financial resources in the province.

Article 3 agencies working in the management of the Provincial Government are responsible for promoting, guiding, coordinating and overseeing the functioning of public institutions throughout the province, under the leadership of the Ministry's Government's management section.

Agencies working in the municipalities, districts (communes, districts) government management bodies in the districts are guided by sectoral guidance that can work in the same-level management section, responsible for the supervision of the management of this public body section and for the guidance and supervision of the public institutions section at the level.

Article IV institutions working in the management of the provincial government should be structured in conjunction with the relevant departments, in accordance with the planning of economic and social development throughout the province and the planning of festivals of public institutions throughout the province.

Article 7. Article 8. Article 10

Article 11. Public institutions should plan, in accordance with sections of this public body, to develop annual energy efficiency targets and implementation programmes in the light of the characteristics of this unit and the status of the previous year, as well as to report on the institutional desks for the work of the management bodies of the people at this level.

Article 12 Public institutions should establish, implement a sound energy management system and implement a system of operation, implement energy management responsibilities, promote education and job training, with emphasis on systems and the operation of equipment that should be equipped with professional technical personnel.

Article 13. Public institutions should establish a energy consumption measurement system that distinguishes the types of energy consumption, classification, sub-projects, and provides real-time monitoring of energy consumption. Energy consumption measurement and monitoring systems should be designed, constructed, collected and operated in accordance with relevant national, provincial standards and technical requirements.

Article 14. Public institutions should establish a system of energy consumption statistics to designate dedicated persons responsible for energy consumption statistics, such as the real recording of raw data on energy consumption, the establishment of a statistical desk, the development of a report on the state of energy consumption in the previous year by 31 March each year, and the delivery of a body to the management body of the people at this level.

Article 15. Public institutions should establish a system of functional focal points, designate special-person focal points, to collect, collate, communicate important information on this unit's work, coordinate the timely submission of energy resource consumption statistics, analyse developments in energy efficiency and provide ideas and proposals for advancing the work of this unit. The liaison officer should be trained.

Article 16 provides for the purpose and requirements of energy management when public institutions enter into contracts for the services of the material industry. Business-service enterprises should propose specific measures that can be managed, and the completion of their objectives should be an important indicator for the quality evaluation of business services.

Article 17. Public institutions should strengthen the operation of the Unit with systems and equipment, maintenance, inspection, low-cost, cost-effective measures and enhanced management:

(i) The day-to-day office should strengthen the management of electrical equipment, establish a system of inspection, reduce the availability of waiting facilities for electrical equipment such as air conditioning, computers, photocopyers;

(ii) The air conditioning system should be strictly enforced in the country, and the standards governing temperature control in the province, make full use of natural wind, improve operation management and enhance maintenance. The central air conditioning system should be cleaned every two years;

(iii) Concrete buildings for heat should be phased in the application of systems for heat-based measurement and heat charges;

(iv) The ladder system should exercise discretionary control, rationalize the number of ladder openings, and time to strengthen operation regulation and maintenance;

(v) The lighting system should make full use of natural lights, use of efficient energy lighting devices, optimizing the design of light systems, improving the means of electrical control, promoting the application of think-saving devices, strict control over external lighting of buildings, and external dressing lighting;

(vi) Uses such as cyberhouses, meals, open water, stoves, etc. should be subject to focus monitoring, scientific management and effective measures to reduce energy consumption.

Public institutions should actively promote e-government, strengthen internal informationization, networking, implement paperless offices, rationalize control of the volume and size of meetings, and improve systems such as videoconferencing, web video meetings, and improve efficiency in their work, save human resources and reduce energy waste.

Article 19 New buildings and existing construction repairs should be strictly enforced in the State, in the province, in relation to the design, construction, probation, completion inspection, etc., and the installation of heat measurement devices, indoor temperature transfer devices and heating systems management devices, with priority being given to new materials, new products, new processes, the installation and use of renewable energy use systems such as solar, geothermal, and the design and construction of super-efficient buildings, spare parts and green buildings.

Public institutions have both buildings to be renovated, renovated and restructured and must take into account the content of energy improvements, synchronized designs and synchronized construction. Public institutions should strictly manage the use of official vehicles, implement a targeted fuel, targeted maintenance system, implement a system of accounting for single vehicles and regular approval of routing, fuel use, operation cost statistics and publication systems.

Public institutions should actively promote the socialization of services such as buses, reception of buses, and encourage staff to use public transport tools, non-motive transport tools.

Article 21 Public institutions should conduct a energy audit of each two years by this unit or a specialized energy-efficient service provider to undertake technical and economic evaluations of the operation of the unit, the operation of the equipment and the use of energy, taking measures to enhance the efficiency of energy use in accordance with the audit results.

Agencies working in the management of the authorities at the district level should select a number of high-energy public institutions on a regular basis, in accordance with the annual availability of statistical data and oversight inspections reported by the relevant authorities in accordance with this level.

The institutions responsible for the administration of affairs at the district level should work with the relevant authorities to strengthen the oversight inspection of the public body sections at this level. Oversight inspections include:

(i) The development, implementation of the annual energy efficiency goals and programmes;

(ii) Energy consumption measurement, monitoring, statistics and reporting;

(iii) The management of the establishment of regulations;

(iv) Implementation of energy management positions and energy management responsibilities;

(v) Functioning of systems and equipment;

(vi) Implementation of energy consumption;

(vii) Implementation of the energy audit;

(viii) The assessment and review of the section of public institutions construction projects;

(ix) Public service vehicles are equipped and used.

Priority monitoring should be given to public institutions that are not well regulated by the energy-efficient regulations and that are more energy-efficient. Public institutions should cooperate with the supervision of inspections, such as true clarifications, information and data, and should not be denied or hindered.

Article 23. The public institutions have one of the following acts, and institutions working in the management of organs of the people at this level will change the period of time with the relevant sectoral accountability; the imprecise and briefed, and shall be taken into account by the relevant organs in accordance with the law:

(i) No annual energy efficiency targets and implementation programmes have been developed or no annual energy efficiency targets and implementation of the programme reserve are set out in accordance with the provisions;

(iii) The non-implementation of the energy consumption measurement system or the absence of a distinction between the types of energy-efficient, the classification, sub-metering of energy consumption systems and the real-time monitoring of energy consumption;

(iii) Non-established, sound energy consumption statistics system, energy consumption reporting systems and public agency energy networking systems;

(iv) The absence of energy management posts or the absence of specialized technical personnel in focus on systems and equipment operations;

(v) The use of energy in excess of energy consumption, which has not been explained to the agencies involved in the management of the Authority;

(vi) No energy audit is conducted in accordance with the provisions or no measures taken to improve the efficiency of energy use in accordance with the audit findings;

(vii) The construction projects of public institutions that are not assessed and reviewed by section, or the replacement of the extension of office buildings in the name of a renovation and the conduct of an automated repair;

(viii) To deny, block the supervision of inspections.

Article 24 of the public bodies, in violation of the provision of supra-standards, the excessive production of official vehicles or the denial of high-movable, high-pollutant vehicles, dispose of the directly responsible supervisors and other direct responsibilities by law and, in accordance with the relevant provisions, the agencies working in the management organs of the people's administration have taken the recovery, auction and refund of vehicles.

Article 25

Article 26 The staff of the body responsible for the administration of the administration are subject to the control of public institutions, the abuse of their functions, the inadmissibility of negligence, the instigation of private fraud, and the legal prosecution of criminal responsibility.

The Government's financial sector should actively support public institutions. The relevant sectors should strengthen communication, collaboration and rationalize the planning of funding and co-ordinate public institutions.

Article 338 institutions working in the management of the authorities of the people at the district level should be viewed with the care sector, to develop a public body festival to conduct the evaluation, and to establish a public body facility for evaluation. Units and individuals that make significant achievements in the work of public institutions are recognized and rewarded in accordance with the relevant provisions.
