Management approach to the veterans (columnes)

(Adopted by Decree No. 1 of 23 March 2009, by the Standing Committee of the People's Government of Hygiene on 2 March 2009)

Article I, in order to strengthen the construction and management of parking sites, improve road traffic conditions and secure safe access to transport, develop this approach in line with the relevant laws, regulations and regulations such as the People's Republic of China Rural and Urban Planning Act, the People's Republic of China Road Traffic Safety Act, the Urban Road Management Regulations.

Article II applies to the planning, construction, use and management of parking parks in the city's administration.

The planning, construction and management of public transport vehicles parking parks, road passenger cargo transport sites, as well as laws, regulations and regulations, are provided.

Article 3. Public security authorities are the supervisory authority of the parking lot (coup) and the public safety management of which is affiliated is specifically responsible for the day-to-day work of the parking lot (coup).

Article 5 encourages units or individuals to build public parks on the basis of earmarked investments (column). The establishment of a specialized parking park (coup) and the use of the underground space construction parking parks (columnes).

The construction and opening of public parks (coupeurs) is guided by the principles of “ Who investments, who benefits”.

The new construction project in Article 6 should be established in accordance with the criteria established.

The alteration, expansion of large-scale public buildings, commercial streets (zone), residential areas, tourist sites must be constructed or renovated in accordance with the prescribed standards.

The construction of parking lots (coup) should be designed in parallel with the work of the main subjects and be constructed simultaneously and used.

Article 7. The parking area (column) design programme (with the relevant subject engineering design programme) shall be reviewed by the planning administration and with the consent of the public safety transport management; and the parking lot (coup) shall be verified by the executive branch, such as planning, public safety. Without verification or verification of non-planned conditions, construction units may not be organized to complete the inspection.

Article 8. Public safety transport management should organize public parking (coup) information systems, such as parking incentives systems, and promote the application of think-friendly, information-based tools for the management of parking sites (columnes).

No unit or individual shall be allowed to change the nature of the use of the parked (coup) already established. There is a need to change, with the consent of the executive branch, such as planning, public safety transport, according to procedures.

Article 10 establishes temporary parks, which shall be authorized by law to the public security transport administration.

There is strict control over the occupation of temporary parks on urban roads. There is a need for urban roads to be occupied as temporary parks, and, in accordance with the principle that transport safety is not compromised, there is a rational programme for the administration, such as public security, urban management, planning, etc., following approval by the Government of the city, the people of the county and the social announcement.

Article 11. Article 13 Operational parks should be conducted in accordance with the law to the public safety transport, business, goods and services.

To encourage specialized parking sites (banks) and units in line with vehicle parking conditions, to carry out social vehicle parking operations, and to incorporate public parking space management, as required, into the public safety transport, business, prices, etc.

Article 14. The administrative services charged administrative expenses to parking sites (coupeurs) must strictly implement the relevant provisions of the State and shall not be involved in the operational distribution of parking sites (coupeur).

The garage (coup) operator shall collect the cost of motor vehicle parking services in accordance with the fees approved by the price sector.

The temporary parking lots (points) occupied by urban roads are subject to subsections and time-consuming charges.

Article 15. The garage (coup) operator should establish a sound management system and secure preventive facility with the corresponding management, secure the parking order and security of vehicles in the treasury area, and be aware of the supervision, inspection, etc. of the administrative sector, such as public safety, town management, business, tax, prices.

Article 16 The garage (coup) operator shall comply with the following provisions:

(i) To be subject to the management of the transport administration and operate in accordance with the scope specified in the licence;

(ii) The use of parking parking parks (coup) marking and vehicle parking vouchers in the public security transport sector;

(iii) Acquisary management system, supervision of telephones, business licences and price administrative authorities' licences, fees standards, at the parking site (coup);

(v) The identification, registration of vehicles;

(vi) Maintenance of the parking order and order of vehicle parking in the garage;

(viii) The regular inventory of vehicles in the treasury (coup) and the discovery of long-term parking or suspicious vehicles and the timely reporting to public security authorities;

(ix) Maintain the environmental integrity of parking sites (columnes);

(x) No vehicle maintenance operation shall be present in (coup);

(xi) Prohibition of the suspension of vehicles containing hazardous items and garbage, such as fuel, prone, toxic, etc., in the public parking area (coup);

(xii) Other acts to be observed by law, regulations and regulations.

Article 17 enters the parking vehicle (coup) and shall be subject to the relevant management system in the garage (coupeur), with a designated parking service and, as required, the payment of the royalty service.

Article 2 violates one of the following acts, which is being corrected by a public safety transport authority and punished in accordance with the following provisions:

(i) The unauthorized establishment of temporary parking spaces with a fine of up to $20,000 in 2000; the unauthorized imposition of temporary parks without operation; and a fine of $10 million.

(ii) In violation of the provisions of article 16, subparagraphs (i) to (xi), of this approach, warnings and fines of up to 5,000 dollars.

(iii) In violation of article 18 of this scheme, the penalty of up to $3000 is imposed.

Article 23 violates the provisions of this approach and violates other laws, regulations and regulations, which are punishable by the relevant authorities in accordance with the relevant laws, regulations.
