Modalities for the implementation of local works regulations in the Nigong self-government area

(Summit 7th ordinary meeting of the People's Government of the New Boyangur Self-Autonomous Region, 23 March 2009, to consider the adoption of Decree No. 162 of 7 April 2009 by the People's Government Order No. 162 of 7 April 2009, effective 1 June 2009)

Article I, in order to strengthen the codification of local logs in the self-government area, develops the scientific and reasonable use of local logs to play a role in promoting economic and social development in the self-government area, and develops this approach in the light of the State Department's local work regulations and relevant laws, regulations and regulations.

Article 2 of this approach refers to local logs, including the local directory of names at district level and the local integrated Yearbook.

Article 3 applies to local logging, management and development in administrative areas of the self-government area.

Article IV. Governments of more people at the district level should strengthen the leadership of local logs in the current administration area, integrate local efforts into national economic and social development planning, strengthen local work infrastructure and information-building, and build up local treasury, local grams and local grams, and play a role in local logs, history, child-raising.

Requirements for local work are included in the current financial budget.

Article 5

(i) Organization, guidance, promotion and inspection of local logs;

Article 6. The local logs of the self-government zone are responsible for the development of the overall work planning for the local logs of the self-government area, organized by the Government of the people of the self-government, and for the preparation of the National Territorial Steering Body.

In the State, the municipality (territory), the district (community) local log agencies should compile overall work planning in accordance with the local logs of the self-government area, develop local logs planning in the current administrative region, organize and report back to the approval of the Government of the people of the current level, and report back to the top-level local work agency.

Article 7

Article 8 provides for financial and material security, in accordance with the relevant organs, social groups, business units and other social organizations that undertake the task of codification in accordance with the codification programme (hereinafter referred to as the subsidiaries), and shall be established to complete the codification mandate in accordance with the required time and quality requirements.

Article 9. Special-time staff should be trained in professional positions with corresponding expertise.

The codification of local values should involve experts, scholars and relevant ethnic minorities.

Article 10

Local work agencies can access information, extract and replicate, except in cases where State secrets, commercial secrets and personal privacy are not in accordance with the conditions for the opening of the archives.

Article 11. Removal and consolidation by organs, social groups, business units and other organizations should be transferred to the relevant authorities. The Archives Act also provides for its provisions.

Prior to the transfer of information, any unit or individual shall not destroy, give or be dismissed.

Article 12. The compilation of the local log shall be in compliance with the following requirements:

(i) In conformity with the provisions of laws, regulations, such as the Constitution, confidentiality, archives;

(ii) A comprehensive and objective reflection of the history and status of natural, political, economic, cultural and social conditions in the current administrative region;

(iii) In line with the physical format of the local log;

(iv) Terminal, adaptive wording;

(v) Standard symbols, standards for the use of measurement units and figures;

(vi) Printing is consistent with publishing requirements.

Article 13

(i) The local logs of the self-government area, which are codified by the sub-unitions to the first instance of the Committee, review the receipt by the local commissions of the self-government zone;

(ii) The State, the city (territory) local logs, which are codified by the local logs at this level, to review the receipt by the local authorities of the self-government area;

(iii) The local book of the District (market, district) is reviewed by the local logic at this level by the first instance of the Commission, the local logic review body at the highest level.

Article 14.

(i) Integral Yearbooks in the self-government area, which are reviewed by the Commission at the local level of the self-government zone;

(ii) Integral Yearbooks in the State, city (territory), which are codified by local logs at the first instance of the Commission, and are validated by the local logs of the self-government area;

(iii) Integral Yearbook of the District (communes, districts) by the local logic at this level, the first instance of the Commission, the State, the city (territorial) local works agency.

Article 15 is subject to review of the local directory at the district level above, which can be published in public; the local consolidated Yearbook of the name of the directory at the district level has been validated, which is submitted to the Government of the people at the present level or approved by its designated departments.

Reservations should be made available to national libraries, Chinese libraries and the press publishing sector after the publication of the local book.

The relevant national language versions should be translated and published after the publication of the native book.

Article 16 is generally updated every 20 years in the name of the local directory at the district level and is edited on a year-by-year basis in the local consolidated Yearbook of the name of the directory at the district level above.

Article 17

The local authorities of the Government of more than 18 per cent should strengthen the exploitation of local resources, broaden the scope of the logs, make public information available to the community and facilitate citizens, legal persons and other organizations that need to search for the content of local logs.

More than 19 years of the population at the district level have given recognition and incentives to units and individuals that have made a difference in the work of local councils.

Article 20 makes false statements by local dignitaries in local grams, disposed of by their units; the relevant units or individuals expressly or implied that local authors make false statements in the local grams, and the local logs of the Government of the communes have been brought to the attention of the people at this level to the attention of the Government of the people and to the disposal of those directly responsible.

Article 21, which rejects the task of codification or does not meet the required time and quality requirements for the completion of the codification mandate, is subject to an institution responsible for the local logs of the people at the district level and to criticism.

In the course of codification, staff members of the local commissioner abused their functions, favoured private fraud,ys and neglected, disposed of by their units or the relevant authorities; constituted criminal liability by law.

Article 23, in violation of the provisions of this approach, shall be subject to other acts punishable by law, legislation and regulations.
