Information-building management approach in the State

(Summit 7th ordinary meeting of the People's Government of the State of 22 May 2009 to consider the adoption of the Decree No. 183 of 17 June 2009 of the Order of the Government of the Hygiene State, which came into force on 1 July 2009)

Chapter I General

Article 1 provides for the regulation of informationization, the accelerated development of information and the promotion of economic and social development, and the development of this approach in line with the provisions of the Southern Province Informationization Regulations.

Article 2, this approach applies to information-making and related management activities within the city's administration.

This approach refers to activities such as information development planning, information engineering construction, information resource development, information technology diffusion applications, information industry development, information security and safety.

Article III. Information-based management upholds the principles of integrated planning, resource sharing, efficiency and security, and avoids blind investment and duplication.

Article IV, municipalities, districts (markets), the communes should incorporate information-based construction into long-term planning and annual plans for the economic and social development of local nationals, develop improved information-enhancing coordination mechanisms, increase financial inputs for information development, and advance the informationization process through policy orientation and support.

Article 5

Relevant sectors such as development reform, finance, board, science and technology, public safety, confidentiality, archives, radio and television should be jointly developed within their respective responsibilities.

Chapter II Information for development planning

Article 6. Municipal, district (communication), district information authorities should prepare overall information development planning in the region with relevant sectors such as development reform, finance, board, science and technology, and report on the implementation of the same-level people's governments.

The preparation of overall information development planning should be in line with national information development strategies and the requirement for high-level information development planning, and scientific forecasting the real needs of economic and social development in the region, adapting the scale, building levels to the level of economic and social development and aligning them with the relevant planning.

Article 7. Municipal, district (communication), district information authorities should incorporate into urban and rural development planning, with the approval of the same-level people's Government, the development of public information infrastructure planning, such as the regional communications network, computer networks, radio television networks.

Article 8. Relevant administrative authorities should prepare specific planning for the development of information in the region, based on overall planning for the development of information in the region, and report back to the same-tier information authorities.

Intersystems and cross-sectoral information development planning are organized by the relevant administrative authorities, organized by the information-policy authorities, in accordance with the overall planning of information development in the region, to report to the same-level people's governments for implementation.

Chapter III

Article 11. This approach refers to the construction of information networks, information application systems, information resource development, etc., which are the main means of computer technology and communications technology, including e-government works, e-commerce works, public information services platform works, information safety works, urban and community information engineering works, information pool construction works, etc.

Article 12. Information-based construction should be in line with information-based development planning in the region and be responsible for the ownership of the project by law, the engineering system, tendering and quality.

Information-based construction should be consistent with the requirements for technical norms and standards, information security and information resource sharing.

The Government's investment informationization project was developed by the development reform authorities to develop annual plans with the same-level informationization and financial sectors to incorporate government investment plans.

The Government's investment informationization project, which should be evaluated by the development reform authorities prior to the approval or approval of the project, shall be evaluated with the same-level information-management expert. The information-policy authorities should provide advice on the basis of information-based development planning in the region.

All major public-based information-based or information safety works for non-governmental investment should be used, and the construction units should be reported in the city or in the district (market) and district information authorities after the relevant construction process is under law.

Article 15. Units engaged in the design, construction and administration of computer information systems should be matched by national provisions and operate within their qualifications.

Following the completion of the informationization project, construction units should be tested in accordance with national standards or industry standards and organize the receipt in accordance with national and provincial and municipal regulations. Unless experienced receipts or tests are not qualified, they cannot be delivered.

The Government's investment project, in addition to the receipt by the construction units pursuant to the preceding paragraph, should be collected by the information-gathering authorities, financial, auditing organizations, and completed by the development reform authorities' projects.

Chapter IV Integration and use of information resources

Article 17 Cities, counties (markets), the people of the region should integrate existing information resources available to national organs and social public service units in line with the principles of harmonization, harmonization, resource sharing and security.

Article 18 shall establish and improve the public base information base, such as population, corporate units, natural resources and space geography, macroeconomics, in accordance with arrangements with the same level of people's government, and harmonize the building of public information services platforms at this level.

The municipal information management authorities should establish and improve public information resource development standards and catalogue systems with the relevant administrative authorities.

Article 19 States and social public service units should establish systems, operating information pools and application systems in this sector, and provide information to the public information services platform at this level to achieve interconnection and resource sharing.

Article 20 allows State organs to use public information from other State bodies in the inventory of information resources to enhance administrative efficiency. In addition to national secrets, commercial secrets and personal privacy, public information delivery units may not be denied.

Citizens, legal persons and other organizations may use public information in accordance with the relevant provisions of the State and the provinces and municipalities.

Article 21, Municipal, district (community), the people of the region should build and use a unified e-government network.

The operational application system of the relevant State organs should be based on a single e-government network, which is not appropriate to be achieved through the Internet. A dedicated network that has been developed should be adapted to the entire city-wide network of e-governments, in line with planning and standards.

The building of the system by State agencies and social public service units, the sector's business system, should take full advantage of existing networks and resources and should not duplicate construction.

Section II should use public information services platforms to provide information services relevant to mass life in a timely and comprehensive manner.

Article 23 heads of information networks and information systems, or operating units, should be established in accordance with national and provincial, municipal relevant provisions, to establish sound information security responsibilities, to develop information networks and information security emergency preparedness cases and to ensure information safety.

Chapter V Promotion and security

Article 24. Investment in information-making is complemented by government inputs, corporate inputs and other inputs.

The municipalities, districts (communes) and the people of the region should establish specific funding for the development and channelling of information. The management and use of earmarked funds is developed by the information-policy authorities with sectors such as finance, development reform, and implemented by the same-level people's governments.

Encourage, support social units and individual investment information development.

Article 25 encourages the development and introduction of information-policy talents, the strengthening of information literacy and skills and the enhancement of information technology applications.

Civil, legal and other organizations are encouraged to engage in activities such as information-related scientific research, extension of applications and services.

Article 26 The municipalities, districts (markets), the people of the region should develop preferential policies and measures to promote innovation in modern information technology and promote the application of information technology with autonomous intellectual property through activities such as government procurement, education, training of archaeological applications.

Article 27 municipalities, districts (communities), the people of the region should take measures to promote e-commerce and e-information production, software development, information services.

Article 28 does not use networks and information systems to endanger national security, undermine the legitimate rights and interests of national interests, public interests and citizens, legal persons or other organizations, endanger information networks and information systems and disseminate activities such as violations and harmful information.

Public security authorities, information-policy authorities should use networks and information systems for criminal activities in violation of the law and protect information networks and information systems safety.

Article 29, municipalities, districts (markets), district information authorities should strengthen monitoring of the implementation of the annual information development planning and government investment project, and organize performance appraisals for the development of information among national authorities.

Municipal, district (communication) and the relevant executive authorities of the communes should be able to monitor the construction of information based on the division of duties.

The relevant industry authorities of the municipalities, districts (markets), the communes should organize inspections and assessments of the level of information services for the social service units in the industry and make the results available to society.
