Management approach to the seambow

(Summit No. 66th ordinary meeting of the Government of the Shanghai City of 4 January 2010 to consider the adoption of the Ordinance No. 25 of 6 January 2010 on the date of publication of People's Government Order No. 25 of 6 January 2010)

Article 1

In order to strengthen the management of the Shanghai Tinbow Bridge and to promote the development and construction of the Shanghai Tinbow commercial area, this approach is based on laws, regulations and national policies, in line with this city's practice.

Article 2 (Regional)

The scope of the seambow Bridge commercial area (hereinafter referred to as the Binbow Bridge commercial area): the east Highway (S20), the upper seaway (G15), the north of Beijing-Health Highway (G2), South-West-Health Highway (G50); the scope of the main area of operation of the Tinbow area (hereinafter referred to as the main functional area). Oriental Highway (S20), south-west to the current railway line, northern route, south to the Shanghai Highway (G50).

Article 3

In accordance with the requirements for national economic and social development planning and the overall planning of the city, the inbowm commercial area should be based on the Integrated Transport hub of the Tobow Bridge (hereinafter referred to as the Rainbow Bridge), the establishment of a new platform for the construction of the Shanghai International Trade Centre (ITC) to bring together domestic and foreign enterprise headquarters and trade institutions to serve the long-term triangle area, the long-lasting watersheds, and the high-end business centre for the country.

It was encouraged to build a low-carbon business region through low-carbon economic development.

Article IV

The city has established the Shanghaibow Business Sector Management Committee (hereinafter referred to as the Committee). The Commission is a sending agency to the Government of the city and performs the following duties in accordance with the provisions of this approach:

(i) Participation in the preparation of regional planning for the inbow commercial sector, the organization of industrial policies for the inbowm area and the coordination of the implementation of the relevant sector's government, municipal administration and management units;

(ii) Organizing the coordination of the management of transport facilities in the Rainbow Bridge hub and the interface, assembly and conversion of different modes of transport, and coordinating the implementation of emergency security;

(iii) Organizing regional development to develop a land reserve plan, programme to guide relevant units in the implementation of land development and infrastructure construction;

(iv) To guide the development of regional business functions, to promote improved investment environment and public services, attract investment and promote development in modern services;

(v) Integrated arrangements for specific development funds in the Binbow commercial area;

(vi) Provide guidance and services to enterprises in accordance with the provisions governing the administration sector, or participate in the relevant administrative clearances in the area of operations in the Abow Bridge;

(vii) To guide the coordination of the implementation of the administrative responsibilities of the people's government and management units in the area of the Binbow commercial area and to monitor, inspect the implementation of the work.

The Governments of the peoples of the affected areas should be responsible for the management of the public affairs in the area of market regulation, social management, urban infrastructure operation, in accordance with their respective responsibilities, and assist the Committee in its work.

In accordance with their respective responsibilities, the relevant administration and management units in the city cooperate with the relevant work in the inbowm commercial area.

Article 5 (Working mechanism)

The following working mechanisms were established in the inbowm commercial area:

(i) Coordination mechanisms for communication and major issues, led by the Committee, with the participation of the people of the region concerned, the relevant municipal administration and management units, to communicate regularly on important cases, to coordinate and coordinate the important issues in a timely manner and to clarify the measures and the responsibilities of the parties;

(ii) Significantly approving a mechanism for the approval of key administrative clearances involving the development, construction and management of the Quinbow commercial sector, by the Government of the people of the region concerned, the relevant municipal administration and management units, and by the Committee for the Coordination of Oversight;

(iii) A briefing mechanism on major matters affecting the development, construction and management of the inbowm area may be communicated within the respective context.

Article 6

The city has established a dedicated development fund for the Quinbow commercial area to support the development, construction and management of the inbowm. The use, management approach of earmarked development funds was developed by the Urban Development Reform, the Finance Department, together with the Commission, to report to the Government of the city on its approval.

Article 7

The Commission shall develop and publish the industrial development orientations in the Quinbow sector in conjunction with the relevant municipal administration sector, the peoples of the affected areas, in accordance with the guidance catalogues and relevant policies on industrial restructuring of the country and the city.

Article 8 (planning)

Planning in the Binbowm Business Zone is prepared by the Urban Planning Administration Office in conjunction with the Commission and the relevant People's Government and is submitted in accordance with the statutory procedures.

The Commission may organize construction detailed planning based on the implementation needs of detailed planning in the main functional areas.

Specific planning for civilian airports, railways, orbital traffic in the inbowm commercial area is based on relevant laws, regulations.

Article 9

Land development and project construction in the Binbow Bridge commercial area should be in line with the approved control detailed planning requirements. The nature of land, house use in the inbowm commercial area cannot be altered without statutory procedures.

Article 10

The land reserve plans and programmes in the main functional area are presented by the Board with the municipal land reserve agencies and are reported in accordance with the relevant provisions of the State and the city.

The land reserve plans and programmes in other regions except the main functional area of the owbow Bridge (hereinafter referred to as other regions of the commercial area) are presented by the Commission in conjunction with the relevant land reserve institutions and are submitted in accordance with the relevant national and present municipal provisions.

The Government of the people of the region is responsible for the collection of land and house demolitions, in accordance with the provisions of the State and the city.

Article 11.

The Board accepts the authorization of the municipal, district-related administration sector and implements the following administrative clearances in the area of the Binbow Business:

(i) The establishment of the approval of an external investment enterprise commissioned by the business administration;

(ii) Approval and documentation of enterprise investment projects commissioned by investment management.

Article 12

The Board accepts the authorization of the municipal, district-related administration sector and implements the following administrative clearances in the main functional areas:

(i) Planning management-mandated construction project selections, approval of planning design requirements, construction of user planning licences, construction of engineering planning design programmes, approval of construction engineering planning licences and construction of engineering planning tests;

(ii) The transfer of State land-use rights entrusted by land management, the transfer of construction projects such as concessions, for prequalification purposes, except for the collective conversion of farmers to the building of land, agricultural land, and the unused land for construction projects;

(iii) Approval of construction projects commissioned by the construction management and construction work permits;

(iv) Approval of external advertising facilities commissioned by the municipal authorities.

The Exclusive Secreation Facilities in the main functional area are established by the Board and the municipal administration, in accordance with the position of the post-advertent facility in this city, as a basis for the approval of the external advertising facility established by the statutory procedures.

Article 13

This approach determines the specific elements of the administrative approval matters entrusted to it, which are cleared by the Commission's signing of a letter of commission with the relevant administration. Article 14

Prior to the approval of the following administrative clearances in the other regions of the Binbowm commercial area, the Board shall be consulted:

(i) Approval of the construction project selection and construction planning licences for the management responsible;

(ii) The transfer of State land-use rights in charge of land management, the transfer of construction projects such as concessions, for local clearance, except for the collective conversion of farmland land, farmland to building land, construction projects that do not take advantage of land;

(iii) Approval of external advertising facilities in charge of the city administration.

The relevant administrative services should be sent to the Committee on a regular basis or to the directory of the administrative approval matters listed in the previous year.

The construction units shall be informed of the participation of the Commission when the construction work is completed in other areas of the owe sector.

Article 15.

The people of the region concerned should be managed in accordance with their respective responsibilities. The relevant municipal administration and management units should be responsible, in accordance with their respective responsibilities, for the administration of civilian airfields, railways, roads, urban roads, magnetic buoys, orbital traffic, public vouchers, and rental vehicles.

There are cross-cutting management responsibilities across all sectors and the management of regional uncertainty, coordinated by the Committee.

Article 16

The Committee shall organize a plan for the construction of transport facilities in the main functional areas, in accordance with the requirements of integrated transport development planning in this city, and shall be responsible for the coordination of major transport facilities construction projects in other regions of the Quinbow commercial area.

The operation of the civilian airport, railway, roads, urban roads, electromagnetic buoys, orbital traffic, public vehicular vehicles, rental vehicles, etc., is governed by the relevant laws, regulations, regulations and regulations. Article 17

Article 18

The Commission should guide the coordination of the Government of the people of the region concerned in strengthening the management of public affairs in the area of the Binbowm, and promote the work of the relevant sectors in tax, business, public safety, roads, transport, labour guarantees, culture, education, health, urban instigation, urban administration, water administration, civil affairs, and administration.

Article 19

To encourage the introduction of industrial development-oriented businesses and good talents in the rainbow commercial area. The introduction of talents can be carried out in accordance with the relevant provisions of this city or the Shanghai City residence certificate.

The market-related preferential policies in the development area can be based on the application of the inbowm commercial area. The Commission may establish other preferential policies with the relevant municipal administrations, which are followed by the approval of the Government of the city.

Article 20

The Board shall, at the request of the public administration, make public statements on the basis, content, conditions, procedures, deadlines and the full material required to be submitted, on office premises and on the Government website, and provide advisory services free of charge to citizens, legal persons and other organizations.

The Commission shall establish a body to facilitate the processing of relevant procedures such as administrative approval by citizens, legal persons and other organizations.

Article 21 (Definition)

This approach refers to a large integrated transport hub, consisting of civilian airfields, railways, roads, urban roads, magnetic buoys, orbital traffic, public vouchers, rental vehicles, and transport facilities such as motor vehicles.
