(Act No. 145 of the People's Government Order No. 145 of 29 December 2009, issued as of 1 February 2010)

Article 1 provides incentives for citizens and organizations that make a prominent contribution in science and technology progress activities, mobilizes the active and creative nature of scientific and technological workers, enhances autonomous innovation capacities, promote economic and social development, and develops this approach in line with the National Science and Technology Awards.

Article II applies to activities such as the advice, evaluation and award of scientific and technical awards in the province.

Article 3. The Government of the Provincial People has established the Science and Technology Award in the Province Province (hereinafter referred to as the Provincial Science and Technology Award). The provincial science and technology awards are divided into the top Achievement Awards and I awards, two awards and three awards.

Provincial science and technology awards are evaluated and rewarded once a year.

Article IV recommended, evaluated and awarded provincial science and technology awards, followed by respect for labour, respect for knowledge, respect for talent, and respect for the creation of a methodology, guided by the principles of openness, equity, justice, the application of a system of evaluation of science, free from illegal interference by any organization or individual.

The provincial science and technology administration is responsible for the organization and management of the provincial science and technology award evaluation.

Article 6

(i) To make a prominent contribution in science and technology innovation, the transformation of scientific and technological outcomes and the industrialization of high-technical technologies, and to create enormous economic benefits and social benefits for this province;

(ii) A major breakthrough on science and technology, which has contributed to the development of science and technology, has a significant impact at the international level.

The highest science and technology performance awards in the province are granted at no more than two times a year and can be vacant.

Article 7 awards such as the Provincial Science and Technology Award, the two awards, and the three awards awarded to the following citizens and organizations:

(i) In the implementation of technology invention projects, the use of scientific and technological knowledge for products, processes, materials and systems, the creation of technology invention and the possession of intellectual property such as patents, and the creation of significant economic benefits or social benefits;

(ii) The completion of major scientific and technological innovation, the transformation of scientific and technological outcomes and the industrialization of high-technical technologies, and the creation of significant economic benefits and social benefits;

(iii) In the implementation of technology promotion projects, the use of advanced and sophisticated science and technology outcomes will be widely promoted and innovative and the creation of significant economic benefits and social benefits;

(iv) In the implementation of social good projects, long-term scientific and technical work on the basis of science and technology and the socio-public science and technology cause has been tested in practice to create significant social benefits;

(v) In basic research and application basic projects, articulating natural phenomena, characteristics and regulations and achieving significant scientific discoveries.

The provincial science and technology awards, such as the two awards, the three awards, do not exceed 260 per year.

Article 8. Foreigners or foreign organizations that have made a prominent contribution to the development of science and technology in the province are awarded to the provincial International Prize for Scientific Cooperation.

Article 9 Candidates for provincial science and technology awards, candidate projects are recommended by the following units or individuals:

(i) Government of the urban population in the area;

(ii) The Ministry of the People's Government concerned the constituent sectors, the immediate institutions;

(iii) The Department of State presence at the headquarters unit;

(iv) The highest national science and technology award recipients, the Chinese Academy of Sciences, the Chinese Academy of Engineering, the Chinese Academy of Engineering, and the provincial Science and Technology Achievement Award;

(v) Other units determined by the provincial science and technology administration to meet the required qualifications.

Article 10 recommended units or individuals should recommend candidates and projects for provincial science and technology awards in accordance with the prescribed limits, complete proposals for a unified format, provide authentic and reliable evaluation and proof materials, and make recommendations for incentives.

Article 11. The same technical content has been received from the National Science and Technology Award or other provincial, ministerial science and technology awards.

Article 12 The Provincial Committee on Science and Technology Awards consists of expert scholars and heads of relevant departments of the provincial government. The Director of the Provincial Committee on Science and Technology Awards is headed by the main heads of the provincial science and technology administration.

The main responsibilities of the Provincial Committee on Science and Technology Awards:

(i) The hiring of relevant experts, scholarly organizations for evaluation;

(ii) Accreditation of professional evaluation findings;

(iii) Provide policy advice and proposals for the improvement of science and technology incentives;

(iv) To study other important issues in the evaluation of provincial science and technology awards.

The provincial science and technology incentive committees have established provincial science and technology awards offices responsible for everyday work. The provincial STI office is based in the provincial science and technology administration.

Article 13 Evaluations are based on the need for a number of professional evaluation teams, which are responsible for the evaluation of provincial science and technology awards within this professional context.

Candidates recommended for provincial science and technology awards and stakeholders must not be evaluated.

Article 14. Units and individuals involved in the recommendations, evaluation activities should be kept confidential to the technical content and evaluation aspects involved, without in any way disclosing the technical content and evaluation of their technical results.

Following the professional evaluation, the provincial office for scientific and technical incentives will recommend to the award project to be published in the media, to seek an objection and receive social oversight.

Any unit or person who has contested the declared project, the completion unit and the completion of the person shall object within 30 days of the date of the announcement to the Office of the Provincial Scientific and Technical Accreditation and complete the list of objections and submit the necessary documentation.

Article 16 states that the Office for the Promotion of Science and Technology shall complete the process of the objection within 30 days of the date of the objection. In exceptional cases, the Provincial Committee on Science and Technology Awards approved that the extension period should not exceed 30 days.

The level of incentives is not covered by the objection.

In accordance with the results of the professional evaluation and the dissenting process, the Office of the Provincial Science and Technology Awards are submitting to the Provincial Committee for Science and Technology Awards, projects and incentives.

Article 18 Provincial Committee on Science and Technology Awards were validated and proposed awards were made. The Ministry of Science and Technology was approved by the Government of the Provincial People.

Article 19 of the Supreme Achievement Award for Science and Technology in the Province was invited to sign and award certificates and awards. The awards amounted to 1 million dollars, of which 200,000 were paid to the individual and 800,000 were for scientific research grants for the awardor.

The provincial science and technology awards, such as the two awards, the three awards were awarded by the Provincial Government. The award of $60,000, the award of $30,000, and the award of $1 million.

The provincial honour for international scientific technical cooperation was awarded by the Government of the province.

Article 20 Grants for provincial science and technology awards are financed by provincial finances.

Article 21 awards for provincial science and technology awards do not serve as a direct basis for determining the right to scientific and technological results.

Article 2: Theft, inventation and other scientific and technological outcomes of others, or other unjustifiable means of decepting provincial science and technology awards, with the approval of the Ministry's Government of Science and Technology.

Article 23 of the provincial science and technology awards recommended units and individuals provide false data, materials to assist others in decepting provincial science and technology awards, which are criticized by the provincial science and technology executive branch; severe circumstances, suspension or removal of their recommended qualifications; and administrative disposition by law for competent and other direct responsibilities with direct responsibility.

Article 24 Persons involved in the evaluation of science and technology awards in the province and the related work were given administrative penalties under the law in the evaluation exercise.

Article 25 Social forces set up social-oriented science and technology awards in my province to be implemented in accordance with the Social Power's Science and Technology Award Management Scheme.

Article 26 The “Science of Science and Technology Awards in the Province” was repealed on 11 January 2002.
