Pre-school education management provisions in Shen positive

(Adopted by the 31st ordinary meeting of the People's Government of Shenung on 25 December 2009)

Article 1, in order to strengthen preschool education management, promote the development of preschool education, guarantee the healthy growth of preschool children and develop this provision in line with the relevant provisions of the Education Act of the People's Republic of China, the People's Republic of China Education Promotion Act.

Article 2

This provision refers to preschool education for preschool children.

The preschool educational institution referred to in this provision refers to the full-time, time-consuming, residential care and education institutions for kindergartens and other preschool children.

Article 3 encourages social organizations and citizens to organize preschool educational institutions in accordance with the law.

Organizations and individuals in the country are encouraged to support the development of preschool education in the form of donations.

Article IV should strengthen the leadership of preschool education, the development of integrated preschool education, and the integration of preschool education into national economic and social development plans in the region.

Article 5 is responsible for preschool education in this city and for integrated planning and management of preschool education.

The Education Administration is responsible for the management of preschool education in the current administration and oversees various preschool educational institutions.

In the sectors such as switches, finance, business, prices, construction, planning, civil affairs, health, population counting, disability and gynaecological education, in line with the division of duties.

Article 6. Places of preschool educational institutions, construction design, size, staffing, facilities and equipment must be in compliance with national standards of safety, health.

Article 7.

The pre-school educational institution of the Civil Service should, with the approval of the education administration, process the registration of legal persons in the civil service.

Changes in registration or suspension of preschool educational establishments should be carried out by the organizer in advance of one month to the original approval body for changes or suspension.

Article 8. Preschool institutions should not be connected with the environment such as trade markets, public recreation sites, hospitals, garbage and sewerage stations. The Early Education Steering Centre cannot select sites such as the office building, the business site and the supermarket.

The pre-school education advisory services are organized by pre-school education training institutions, which should apply to the education administration to conduct a licence.

Article 9. Units or pre-school educational institutions shall provide the education administration with the following materials:

(i) Applications and programmes for preschool education institutions;

(ii) Consistency certificates for persons and legal persons;

(iii) The statute of preschool educational institutions and the list of the Council (or the Board);

(iv) qualification certificates and health certificates for teaching staff;

(v) A certificate of property and premises and a financial certificate;

(vi) Fire safety certificates from the firefighting sector, community or street offices;

(vii) Licence of catering services;

(viii) Relevant documents for other needs.

The joint organization of preschool educational institutions should also be submitted to the IGO.

Article 10 Preschool institutions are subject to targeted management in accordance with facilities, levels of management and quality of care. The level of preschool educational institutions is developed by the municipal education administration and the municipal health administration.

Article 11. Preschool institutions should establish a system of security protection, health care and security responsibilities to prevent the occurrence of food poisoning and infectious diseases and to guarantee the safety and health of children. When food poisons, epidemics, accidental accidents and child failures occur, the relevant sectors such as health, public safety, education, etc., should be reported in a timely manner and emergency response measures should be taken immediately.

Article 12

Article 13 Preschool educational institutions should select the contents and methods of care, education in accordance with the State's provisions and should be guided by the essential activities.

Teachers and other staff members of preschool educational institutions should respect, care for preschool children without discrimination, stigma, abuse, intimidation, corporal punishment or recidivism of preschool children.

Article 14. Care, education, medical and other staff in preschool institutions shall be in accordance with the following conditions:

(i) The heads of preschool educational institutions, teachers should be able to graduate schools of young teachers, including those of secondary vocational schools for early childhood education, and to obtain qualifications for teachers;

(ii) Health doctors should have a certificate of eligibility for health-care personnel in nurseries;

(iii) The child-career shall have higher education and be trained in the skills of the child and young child care;

(iv) The cooker should have the corresponding vocational skills training to obtain the corresponding vocational qualifications certificate;

(v) Staff members of preschool educational institutions should have access to physical health certificates. Staff of preschool educational institutions should conduct a physical health check every year.

Chronic communicable diseases, persons with mental illnesses may not engage in preschool education.

Article 15. The primary responsibility of preschool educational institutions is:

(i) Sustain the right course of conduct;

(ii) Presidence care and education of preschool educational institutions;

(iii) To follow up on national preschool education curriculum standards and promote the physical and psychological development of children;

(iv) Promote the right idea of education and scientific childcare knowledge;

(v) Other management matters.

Article 16 Governments at all levels should strengthen preschool education management and increase funding for education. Any organization or person shall not be diverted, expropriated and vested in education.

Article 17 should be rationalized in urban planning to determine the location and place of preschool education places, and in the process of urban rehabilitation and urban small-zoning construction, pre-school education places that are adapted to the population. Preschool facilities for construction and rehabilitation in the new area are integrated by government planning and resource arrangements.

No unit or person shall be intrusive of the premises and facilities of preschool educational institutions and shall not be able to establish dangerous and contaminated buildings and facilities around preschool educational institutions without disrupting the normal work order of preschool educational institutions.

The preschool educational institution shall, in accordance with the provision of a fee licence, be charged against the fee.

Article 20 introduces a preschool education supervisory system. The executive heads of education in the municipalities, districts, districts and districts (markets) are inspected to the implementation of the preschool education development plan, financial inputs and use, the quality of care, the management level, the treatment of teachers.

Article 21 contains units and individuals with one of the following conditions, which are recognized by all levels of government or by the education administration:

(i) Improvement of the conditions of preschool educational institutions;

(ii) Significant achievements in child care and education;

(iii) Significant achievements in the management of preschool educational institutions.

Article 22 provides one of the following cases for preschool educational institutions, either by the education administration or with the relevant sector responsible for the duration of the period of time or by the cessation of school attendance and parking:

(i) To organize preschool educational institutions without registration;

(ii) Parks, facilities are not in accordance with national health standards and safety standards;

(iii) Educational content and methods undermine the physical and mental health of children.

Article 23 is one of the following cases, either by the education administration or by the relevant authorities, to impose administrative penalties on the directly responsible person in accordance with the relevant provisions; or recommends that the relevant authorities give administrative treatment to the responsible person:

(i) Injuring pre-school children due to negligence;

(ii) To corporal punishment or to destitute preschool children;

(iii) The provision for preschool education;

(iv) Expropriation, destruction of houses and facilities in preschool institutions;

(v) disrupt the normal working order of preschool educational institutions;

(vi) The establishment of hazardous, contaminated buildings and facilities around preschool educational institutions;

(vii) No charges and fees;

(viii) Other cases provided for in laws, regulations and regulations.
