Decision of the Government of the State of the State to amend part of the protection of cultural landscapes in the Lake Slejane State

(Adopted by the 51st ordinary meeting of the People's Government of the State of Alejane on 25 December 2009, No. 259 of 30 December 2009, on the date of publication from publication)

After consideration by the Government of the city at its 51st ordinary meeting, it was decided to amend part of the protection of cultural landscapes in Lake Sleung-West, as follows:

Article 2, paragraph 2.

Article 3 amends to read: “The protection of cultural landscapes in the Great Lakes Region shall be aimed at preserving and perpetuating historical information and the full values of the heritage, in a true and comprehensive manner, by upholding the protection of the ownership, first, reasonable use, enhanced management approach, consistent with the requirements of the Inequality Documents and the Chinese Guidelines for the Protection of Cultural Expressions to ensure the integrity and integrity of the heritage”.

In Articles 6, 11, 12, 15 and 20, the “Space protected areas for cultural landscapes in the Great Lakes Region” was replaced with “Sctural area for cultural landscapes in the West Lake”.

In Articles 6, 11, 12, 13 and 15, “Regional Plan for the Conservation of Cultural landscapes in Lake Sylvie Province” was replaced with “the Plan for the Protection of the Management of Cultural landscapes in Lake Sultan Province”.

V. Article 7 amends as follows: “The protection of the cultural landscape in the Lake Sey Lake is focused on the landscapes that highlight the general value of the heritage, including the evolution of the natural mountains of the Lake West Lake in the Stang cultural landscape area, the geospatial features of the three Yumyi town, the polar landscape of the two legs, the landscape of the lakes, the feature of a representative cultural landscape, the archaeological landscape and the values of the United States:

“(i) The natural mountains of Lake West Lake are composed of lakes, poles and natural ecosystems. The waters of the West Lake include hannes of shores such as Lake Tunci, Lake Suri, Lake mini-South Lake, Lake Chua and North Lake; the veterans of the South mountain series, ventilation, jeopardy, mountainous mountains, the Greater Tunciation of the mountains, the Greater Mountains of the Mountains, the Great Mountains and the Shelters, the Greatlands of the mountains, the Greater Mountains, the Shelters, the Shelters, the Greatlands of the mountains, the Great Mountains, the Great Mountains and the Greater.

Article 8 amends as follows: “The protection of the cultural landscape in the Lake West Lake is subject to the classification of protection in accordance with the constituent elements and is subject to protection in accordance with the Inequity Document of the Neevan; the preservation of the heritage elements of the property building in accordance with the People's Republic of China Act on the Protection of Cultural Objects; and the protection of the cultural heritage elements of the natural nature in accordance with the relevant legal provisions such as the Survantages Regulations.

“The protection of the cultural landscape in the Lake West Lake is subject to the following requirements:

“(i) The natural mountains of Lake Sey Lake should maintain the trueness and integrity of the shoreline of the waters of the south-west Lake, the northern mountain series and the top-up; maintain the humid temperate and small climate specific to the western lake basin and its vegetation from forests (Atropical Green Elin) to the wetlands; protect the trees such as telecommunications;

“(ii) The geospatial environment in Triang Yumyi, which should maintain the constituent elements of the south, west and north to natural mountains, the authenticity and integrity of the space environment and the size of history, maintain a harmonious relationship between the end of the lake landscape and natural mountains, and strengthen the planning control of the urban construction patterns in the south-east of the Lake (with high, colour and size), and ensure the transition to coordination with the throne, gynaecology and creats;

“(iii) The overall patterns of the three dams should be maintained in their historical location and in the traditional form in order to protect the integrity of their constituent elements, space environment and historical size;

“(iv) The historical characteristics of the lake Xoon landscape, which should maintain historical geospatial space and adjudication features, maintain their visual recognition themes, insights, vegetation features, landscape elements and entities, observation functions, and protect the authenticity, integrity of the elements of appreciation, landscape space, landscape size, historical patterns and historical legacy (including monuments, historical buildings, relevant remains and historical environments);

“(v) A representative cultural monument that should protect the physical and integrity of the relevant remains and its historical environment;

“(vi) Sites and scales of traditional images of the four seasonal flowers should be maintained; the maintenance of the western lakes, the traditional landscapes of the shores; and the protection of the traditional landscapes of the Torono River, including traditional species, planting patterns, the size of the geomorphology, environmental climate and tea gardens, which are specific to the distributions;

“(vii) The spiritual values and the characteristics of the United States should be preserved and the value function of the thronety and spiritual habitat in the mountains of the West Lake, the cultural heritage of the topical landscape, the interaction of the human person and the natural nature of the trial.

Article 9 has been amended to read: “The Plan of Planning for the Conservation of Cultural landscapes in the Lake Slejan Province” is the basis for the protection, management and utilization of cultural landscapes in the Lake S.

“The Plan of Planning for the Protection of Cultural landscapes in the Lake Sichuan Province should be based on the protection requirements of the world cultural heritage by delineating protected areas for the overall and priority protection elements, by establishing appropriate protection and management-specific measures; by limiting the negative impact of urban development on the heritage, by identifying the reasonable environmental capacity in the area of cultural landscapes in the Lake Subregional Lake, controlling the scale of reception, limiting the scale of land use intensity and construction, rationalizing and improving local transport organizations, providing for urban use. In order to effectively protect the authenticity and integrity of the heritage, the harmonious relationship between good inheritance protection and urban development is addressed.

“The Plan of Planning for the Protection of Cultural landscapes in the Lake Slumbing State shall be in line with the overall planning of cities in the State of Alejana, the Plan for the Protection of the Historical Culture of the State, the overall planning of land use in the city of Délejan, and the overall planning of the Synthetics of the Synthetics of the State.”

Article 10 was amended to read: “The Management Committee of the Sichuan Syung San Suu Kyi State shall organize the preparation of the Plan for the Conservation of Cultural landscapes in the State Slejan Lake, which is published by the Government.

Article 9, paragraph 1, was amended to read: “The preservation and rehabilitation of the two axes, lakes, representative cultural monuments, featured plant landscapes and natural mountains in the Lake West should be guided by the principles of authenticity, integrity and the full preservation of their historical characteristics”.

Paragraph 3 should be amended to read: “The other monuments in the Scampang cultural landscape area, historical remains, winds, natural landscapes and natural mountain conservation and rehabilitation shall be implemented in accordance with the laws and regulations of the People's Republic of China Law on the Protection of Cultural Objects, the Landscape Zone Regulations”.

Article 16 was amended to read: “The quality of the water environment in the area of cultural landscapes in the Lake West Lake shall be met with the standard of functional areas established by the State.

“Establishment of business services in the area of cultural landscapes in the south-west Lake, resulting wastewater, dehydration, waste saving should be in line with national emission standards, without direct environmental emissions and the progressive application of a total of pollutant emissions”.

This decision is implemented since the date of publication.

The cultural landscape management approach in the Lake Slejand State was released in accordance with this decision.

Annex: A culture landscape protection management approach in Western Lake (Amendment 2009)

(Act No. 246 of 30 November 2008 of the Order of the People's Government of the State of War, dated 30 December 2009, was issued in accordance with the amendment to the provisions of the Decision of the Government of the State of the State of the State of 30 December 2009 on the revision of the protection of cultural landscapes in the Great Lakes region)

Article 1 provides for the development of this approach in accordance with the requirements of the Convention on the Protection of the World Cultural and Natural Heritage, in order to strengthen the protection and management of the cultural landscape of Lake Sylvie (hereinafter referred to as the cultural landscape of the Lake Synthetic Province) and in accordance with legal provisions such as the People's Republic of China Act on the Protection of Cultural and Natural Heritage.

Article II applies to the protection and management of the cultural landscape of the Lake Scampong, which is included in the Preparatory List of World Cultural Heritage in China.

Article III. The preservation of cultural landscapes in the south-west should be based on real and comprehensive preservation and continuation of historical information and the full value of the heritage, insisting on the protection of the first, reasonable use and enhanced management approach, in line with the requirements of the Integrity Documents and the China Guidelines for the Protection of Cultural Expressions to ensure the integrity and integrity of the heritage.

Article IV. The Government of the city should strengthen its leadership in the management of the cultural landscape in the Lake West Lake.

The High-level Committee on the Management of Syphoons in the Western Province is responsible for the protection, management and utilization of the cultural landscape in the Lake.

The relevant administrative authorities, such as planning, building, national land resources, finance, religious, material, parking, housing, agriculture, transport, business and culture, should work in coordination with the conservation management of the cultural landscape in the Lake Sci.

Article 5

To encourage the mobilization of the SLM for the conservation of the cultural landscape in the Lake West Lake through multiple channels such as social donations and international assistance.

Article 6 WAS, the scope of the buffer zone, in accordance with the Plan of Planning for the Conservation of Cultural landscapes in Lake Sylvie, is made public by the Government of the State.

Article 7. The protection of the cultural landscape of the Lake West Lake is focused on the landscapes that highlight the general value of the heritage, including the geospatial features of the natural mountains of the Lake West Lake, which have evolved since the poles of the cultural landscape of the Lake Sangko, the geospatial characteristics of the landscape, the landscape of the two dams, the landscape of “Scigaret III”, the topic of “Scitlands”, a range of representative cultural monuments, geomorphological landscapes and the values of the heritage:

(i) The natural mountains of Lake West Lake are composed of lakes, poles and natural ecosystems. The waters of the West Lake include hannes of shores such as Lake Tunci, Lake Suri, Lake mini-South Lake, Lake Chua and North Lake; the veterans of the South mountain series, ventilation, jeopardy, mountainous mountains, the Greater Tunciation of the mountains, the Greater Mountains of the Mountains, the Great Mountains and the Shelters, the Greatlands of the mountains, the Greater Mountains, the Shelters, the Shelters, the Greatlands of the mountains, the Great Mountains, the Great Mountains and the Greater.

The protection of the cultural landscape in the south-west Lake is subject to the following requirements:

(i) The natural mountains of the Lake West Lake should be maintained in the real and southern shoreline of the shoreline of the waters of the Lake, the integrity of the North mountain series and the top-up; the maintenance of the humid temperate and small climate specific to the western lake basin and their vegetation from forests (Atropical Green Eeforestry); and the protection of the trees such as telecommunications;

(ii) The space environment of the “three-size-fits-all cities” should be maintained in the south, west and north to natural mountains, the authenticity and integrity of the space environment and the size of history, the preservation of the harmonious relationship between the lake landscape and natural mountains in the east of the city; and the strengthening of the planning control of the urban construction patterns in the south-east of Lake (with high, colour and size) to ensure the transition to coordination with hannes, rocks on the inter-Earth es;

(iii) The overall pattern of “two blends” should preserve the authenticity of their historical sites and traditional forms and protect the integrity of their constituent elements, space environment and historical size;

(vii) The value of spiritual values and the characteristics of the United States of America should be preserved, and the value of the thronety and spiritual habitat in China, which is located in the western lake landscape, the cultural heritage of the subjective landscape, the interaction of the human person and the natural interaction with the United States.

Article 9. The Plan for the Protection of Cultural landscapes in the Lake Slejan Province is the basis for the protection, management and utilization of the cultural landscape in the Lake Sci.

The Plan of Planning for the Protection of Cultural Background in the Lake Sichuan Province should, in accordance with the protection requirements of the world cultural heritage, define protected areas for the overall and priority protection elements, develop appropriate protection and management-specific measures, define the negative impact of urban development on the heritage, determine the reasonable environmental capacity within the SLM area, control the scale of reception, limit the scale of land use intensity and construction, rationalize the adaptation and improvement of local transport organizations, and provide for urban use. In order to effectively protect the authenticity and integrity of the heritage, the harmonious relationship between good inheritance protection and urban development is addressed.

The Plan for the Conservation of Cultural Background in the Lake Slejan State should be in line with the overall planning of the cities of the Démocracies, the preservation of historical culture in the State, the overall planning of land use in the State, and the overall planning of the Lake Synthetic region.

Article 10. The High-level Committee on the Management of Syphoons in the Western Province shall organize a plan for the management of cultural landscapes in the Lake Sichuan Province, which is published by the Government of the city.

After the publication of the Plan of Planning for the Protection of Cultural Background in the Lake Sichuan Province, it should be strictly implemented without undue change. Changes are required and should be submitted in accordance with the original approval process.

Article 11 prohibits violations of the Plan of Planning for the Conservation of Cultural landscapes in the Lake Slejan State, and undertakes any construction activities in the area of cultural landscapes in the Lake West Lake.

The existing construction projects, facilities are not in line with the Plan of Planning for the Protection of Cultural landscapes in the Lake Slejan Province, and should be dismantled, moved or rehabilitated on a time-bound basis.

Article 12 Controls of various construction activities and facilities in the SLM area, in strict compliance with the Plan of Planning for the Protection of Cultural landscapes in the Lake Slejand-West Region and the relevant legal regulations.

Projects that are needed to be constructed in the SLM area should be coordinated with the surrounding landscape and the environment. After a review of their selection sites by the High Contracting State's Southern Syphoon Management Committee, the parties may, in accordance with the law, deal with the relevant procedures.

In conducting a legal review of their selection sites by the High-level Committee for the Management of the Syphoon Lyung-West Lakes Region, the feasibility assessment should be organized and an expert advisory evidence system.

The construction units, construction units, construction units, construction units should develop pollution control and water conservation programmes prior to construction, organize evidence of the programme by the relevant departments and experts, and report back to the Management Committee of the Great Lakes Syphoon Landscape.

In organizing detailed urban control planning, commune planning or village planning in the area of the cultural landscape in the Lake West Lake, the authorities of the town should seek the views of the Committee on the Management of the Syphoon Lyung State.

Article XIV should be guided by the principles of authenticity, integrity and completeness, in order to fully maintain its historical identity by the maintenance and repair of the two dams, the western lakes, representative cultural monuments, stereotypes and natural mountains of the Lake.

The rehabilitation of cultural landscapes should be based on the remaining, valuable footprints and solid literature, followed by procedures such as archaeological, research, survey, mapping, analysis, logic and approval for the previous period, as well as the establishment of detailed records files and milestones in the years.

Other material monuments in the Western Lake cultural landscape area, historical remains, landscapes, natural landscapes and natural mountain conservation and rehabilitation should be implemented in accordance with the laws and regulations of the People's Republic of China Act on the Protection of Cultural Objects, the Survantage Zone Regulations.

Article 15. The High-level Committee on Management of the Stockpiles of the Lake Sichuan Province shall strictly control the environmental capacity and the scale of the reception, as called for in the Plan for the Conservation of Cultural landscapes in the Lake Synthetic landscape.

The total number of vessels, motor vehicles that are transported or pushed into the cultural landscape of the Lake West Lake is strictly controlled.

The Government of the city may impose restrictions on vessels, motor vehicles that are entering the area of cultural landscapes in the Lake West Lake, in accordance with the need to protect the landscape environment and maintain a cruise order.

The quality of the water environment and the quality of air in the area of cultural landscapes in the Lake West Lakes region should be met with the standard of functional areas established by the State.

The production of business services in the SLM area should result in wastewater, dehydration, waste residues that are consistent with national emission standards, without direct environmental emissions and the gradual application of emission reductions.

Article 17: The Committee on the Management of the Great Lakes Lyung-West Region should strengthen the day-to-day monitoring of the cultural landscape in the Lake Syltane, form the record, maintain and report on the day-to-day monitoring report and report on the provincial administration.

The interpretation and presentation of the cultural landscape in the West Lake should be guided by the principles conducive to proximity and understanding, a basis for maintaining values, guaranteeing authenticity, maintaining sustainability, inclusiveness and broadness, upholding the principles of continuous research and training.

Article 20 units and individuals entering the SLM area in the Lake West Lake should be in compliance with the relevant provisions to protect cultural landscape resources in the Lake West Lake and to maintain public order and sanitation.

Article 21, any unit and individual have the obligation to protect the cultural landscape of the Lake West Lake and have the right to stop and report acts that undermine the cultural landscape of the Lake Sci.

Inclusively encourage the participation of units and individuals in cultural landscape protection activities in Lake S.

The units and individuals that have made a prominent contribution to the protection of the cultural landscape in the Lake Sey Lake are recognized and rewarded by the Government of the city or by the Regional Committee for the Management of the Great Lakes Lyu.

In violation of the provisions of this approach, other laws, regulations or regulations have been penalized, with penalties imposed by the State's Highlands Management Committee or other relevant administrative authorities in accordance with the relevant laws, regulations or regulations.
