(Summit of Hygiene 12 April 2010 to consider the adoption of Decree No. 10 of 22 April 2010 by the Government of the Hygiene People, effective 1 June 2010)

Chapter I General

Article 1 promotes the integration of science and technology and the economy, accelerates the development of science and technology in this city, in line with the relevant provisions of the National Science and Technology Approval Regulations, and develops this approach in the light of the actuality of the city.

Article II. The Government of the city has established the Metropolitan Science and Technology Award, including the City's High Science and Technology Innovation Award, the Urban Science and Technology Progress Award, and the Urban Science and Technology Achievement Award.

Article 3 of this approach refers to the award established by the Government of the city to encourage scientific and technical activities within the city's administration to contribute to the scientific and technological development of the city.

Article IV evaluates the Metropolitan Science and Technology Awards, awards of principles of openness, equity and justice without interference by any organization or individual.

Article 5 Administrative authorities of the city are responsible for the management of the organization of the evaluation of the Metropolitan Science and Technology Awards and for the recommended work of the provincial science and technology awards, and the relevant branches of the Government of the city should work in collaboration with the municipal science and technology incentives within their respective responsibilities.

Article 6 establishes a municipal science and technology award evaluation committee composed of experts, scholars responsible for the evaluation of the Metropolitan Science and Technology Award. The office of the Evaluation Committee is established in municipal science and technology administration authorities responsible for the daily work of the evaluation of science and technology awards.

The Urban Science and Technology Award Evaluation Commission, which is composed of candidates from the municipal science and technology administration authorities, was approved by the Government of the city.

Article 7. Municipal science and technology incentives are subject to the supervision of society as a whole, with an indicative and dissenting system.

Article 8. The establishment of a science and technology award for all regions of the city should be registered in the municipal science and technology administration, in accordance with the relevant provisions of the State and the provincial science and technology administration.

Chapter II

Article 9. The city's supreme science and technology innovation prize is awarded to scientific and technical practitioners or organizations that meet one of the following conditions.

(i) Special economic benefits and social benefits in science and technology innovation and in the industrialization of scientific and technological results;

(ii) Significant breakthroughs in contemporary science and technology, or major contributions in science and technology development, have a significant impact within and outside provinces.

The city's highest science and technology innovation awards are awarded annually.

Article 10

(i) The use of scientific and technological knowledge to make significant technological inventions in products, processes, materials and systems;

(ii) To clarify natural phenomena, characteristics and regulations in basic research and application basic studies and to make significant scientific discoveries or innovative approaches;

(iii) The completion of major scientific and technological innovations in the implementation of technology development projects and the transformation of science and technology outcomes;

(iv) In the implementation of major engineering projects, its technical and institutional management has been more innovative, with the aim of achieving a high level of economic efficiency or social benefits within the province;

(v) Considerable social benefits in the implementation of social good projects by making important contributions to science and technology basic work and socio-public science and technology.

The fourth major engineering award in the previous paragraph was only granted to the organization.

The Urban Science and Technology Progress Award is divided into three levels of awards, two awards and three awards each year, with a total incentive not exceeding 40 per cent.

Article 11. The municipal science and technology results transfer awards to citizens and organizations that carry out science and technology outcomes in the city, promote, apply, achieve significant economic benefits, social benefits, ecological benefits.

The municipal science and technology results conversion awards are divided into one such award and two awards. The total annual awards do not exceed 10 per cent.

Chapter III Recommendations, evaluation and award

Article 12

Article 13

(i) Regional, municipal and district government science and technology administration authorities;

(ii) Relevant sectors at the municipal level;

(iii) Units or scientific and technical experts who are recommended by the municipal science and technology administration authorities.

Article 14. The recommended unit or individual shall recommend municipal science and technology awards in accordance with the principle of merit, be completed by the recommended unit and provide complete, real and effective information.

Article 15. Municipal science and technology awards are evaluated by the municipal science and technology administration authorities, approved by the Government of the city and made available in the media.

The Municipal Science and Technology Award was awarded by the Government of the city with honour certificates and awards. The city's highest science and technology innovation awards amounted to 500,000 dollars; the city's Science and Technology Progress Award amounted to US$ 100,000, US$ 5 million, and US$ 3 million, and the city's science and technology results conversion awards amounted to US$ 60,000 and US$ 4 million.

Article 16 provides for municipal science and technology incentives, and awards are included in sectoral budgets.

Article 17: Municipal science and technology awards are recorded in their own archives as one of the important grounds for evaluating the professional technical functions.

Chapter IV Corporal punishment

Article 18 isolate, expropriating the scientific and technological outcomes of others, or by other unjustifiable means of decepting the award of science and technology, which is revoked by the municipality's scientific and technical authorities following the approval of the Government of the people of the city, the payment of the certificate, the payment of compensation, and the criminal liability.

Article 19 Recommended units or individuals provide false data, materials to assist others in decepting the Metropolitan Science and Technology Awards, which are criticized by the municipal science and technology administration authorities, and administrative disposal is given to the competent and other direct responsibilities that are directly responsible.

Article 20

Chapter V

Article 21 does not duplicate awards for scientific and technical incentives that have already been obtained.

Article 2

Article 23 of this approach is implemented effective 1 June 2010. The Hygiene Science and Technology Award, issued on 13 June 2003, was also repealed.
