Modalities for the implementation of the Code on the Control of Bloods in the province of Zanganang

Chapter I General

In order to strengthen the management of foams, to ensure the quality of the foam products and to guarantee the safety and physical health of the people, this approach is developed in the light of the provisions of the Department of State's Plan for the Management of Blookers and other relevant laws, regulations.

Article 2, this approach applies to foaming in the territorial administration and the processing, sale, storage, transport activities and their supervision. Individuals in rural areas do not apply to food spoilers.

Article 3 imposes targeted smugglers and a centralized quarantine system.

Less population, inadequate transport, the difficulty of establishing rural and sea islands (grounds) of diametery dying plants can be limited to the supply of small-scale foams to local markets.

Article IV. Governments of more people at the district level should strengthen leadership in the management of foams, implement the relevant work responsibilities and incorporate the requirements for the management and smugglers into the same-tier financial budget.

Article 5 More than the business authorities at the district level should clarify the management of the body and the personnel responsible for the dying of foams.

Relevant sectors such as agriculture, health, business administration, quality technical supervision, food drug surveillance management, finance, housing and rural and urban development (planning), environmental protection, prices, public safety, land resources, etc. should be managed in accordance with their respective responsibilities.

The Government of the commune (communes) is responsible for the day-to-day inspection of the operation of pyrethroids and foam products within the jurisdiction and is guided by the relevant administrative authorities at the district level.

Article 6 provides for the introduction of a sub-sector management system in this province of a pyrethroid-storage plant.

It was encouraged to renovate technology and technological innovation to steer, scale and standardized direction. Chapter II

Article 7. The provincial business authorities should prepare planning for the whole provincial pyrethroid slide plant (grounds) in accordance with the principles of rational B, adequate concentration, profitability and accessibility (hereinafter referred to as provincial planning), with the relevant sectors such as agriculture, environmental protection, and following the approval of the Provincial People's Government.

The establishment of a slogan (ground) (including new construction, relocation, alteration, expansion) should be in line with provincial planning.

Article 8. Article 9. The establishment of a gynaecological slaughter (ground) shall be in accordance with the following conditions:

(i) Water conditions that are adapted to the scale of dying and that water quality is in line with national standards for drinking water;

(ii) Distinguished, interlinkages, spousals, slamings, emergency spies, as well as manoeuvres and transport tools consistent with health requirements and relevant national provisions;

(iii) Scillary technicians that are adapted to the scale of dying;

(iv) There are provincial commercial authorities that are suited to the scale of dying to conduct pre-qualified physical tests;

(v) There are testing equipment and poisoning facilities consistent with the requirements of the hijacking process and the pyrethroid tests, as well as pollutant treatment facilities consistent with national environmental protection standards;

(vi) There are facilities for the safe handling of vectors and pyrethroid products that are in line with the regulations on biosafety handling of diseases and diseases;

(vii) There are protective and quarantine conditions consistent with the provisions of animal protection laws, regulations and regulations, and are eligible under the law for animal protection.

Article 10. The establishment of a gynaecological slaughter (ground) shall submit written requests and relevant information to the commune government in the area.

Upon receipt of the request by the communes of the communes, the relevant sectors such as business, agriculture, health, land resources, housing and rural and urban construction (planning), business administration, environmental protection, etc., should be organized, and the views of the provincial business authorities and the local government. In line with the conditions laid down in this approach and the planning of provinces, the Government of the communes in the area was approved.

Article 11. The applicant has been granted by the Municipal People's Government in the establishment area and, in accordance with the law, has access to the project to build the relevant administrative licence procedures for the construction of the slogan (grounds).

Article 12. After the construction of the slogan (grounds), the relevant sectors of the city's government organizations in the area have been identified, qualified for the collection and, according to a certificate of a dying site, the issuance of the slogan certificate of dying and the slogan.

The applicants of the veterans (grounds) should be registered in the business administration sector with a stereotype slogan certificate and a sanitary condition certificate.

Chapter III Establishment of small-scale foams

The municipal business authorities in the area under Article 13 should prepare, as required by provincial planning, a small-scale pyrethroid hijacking programme in the city, after approval by the Government of the current people, and report back to the provincial commercial authorities.

The establishment of small-scale pyrethroids should be in line with the mini-hydro hijacking programme in the city, which should be based on local rural and urban planning and overall land-use planning, rationalizing the size of the land, excluding or occupied land.

Article 14. The establishment of a small pyrethroid dying point shall be in accordance with the following conditions:

(i) Water quality is in accordance with the national standard of living for drinking water;

(ii) To be dominated, smugglers and basic facilities to ensure the quality of physical goods are not intrusible on the ground;

(iii) Trainers must hold a health certificate from the preventive health medical examination body established by the health authorities at the district level, with knowledge of smugglers and basic meat tests and trained by the location's business authorities;

(iv) There is a need for counter-narcotics tools;

(v) Access to wastewater emissions and to environmentally sound treatment measures;

(vi) Accreditation of conditions of animal protection under the law.

Article 15. Establishment of a small pyrethroid slaughter should submit written requests and relevant information to the communes.

Upon receipt of the request by the PAH, the relevant sectors such as business, agriculture, health, land resources, housing and rural and urban construction (planning), business administration, environmental protection, and the written request for the views of the communes and the communes (communes). In accordance with the conditions set out in this approach and with the programme of the small-scale pyrethroid hijacking site in the city, it was approved by the Government of the county level.

The applicants for small-scale pyrethroids should have a small-scale poster certificate and analytic condition certificate to register the business administration.

Chapter IV

Article 17

The cereals (grounds) should be declared in accordance with the Act of the People's Republic of China for the Conservation of Animals and the relevant provisions of the State, by animal health monitoring bodies to implement pre-introcine and post-aline epidemics under the law on the slamation sites; and by small-scale pyrethroid station sites, the time-frame system for reporting to animal health monitoring bodies.

Before dying of pyrethroids, there is a need to carry out the detection of prohibited substances such as salt acid kronto (at wasting meat) without detection or detection of inadmissibility and sabotage. The cereals (grounds) and small-scale foams should be responsible for their safety in the quality of their dying, processing and sale.

Article 21, the veterine and evenings of the dying plant (grounds) and small-scale pyrethroids, should be added to the special chapters of the pyrethroids to facilitate identification.

Article 2 is subject to quarantine, testing of non-qualified pyrethroids and foam products, and shall be dealt with under the supervision of the quarantine, inspectorate, in accordance with the Act of the People's Republic of China on Animal Control and the relevant national provisions.

Article 23: The veterans (grounds) and small-scale pyrethroids should be recorded as such as the real recording of the origins of pyrethroids and the influenza products. The time limit for the storage of paints and foam products is not less than two years.

The veterans (grounds) and small-scale pyrethroid slaughters should be established. The existence of quality safety in foam products may cause damage to human health and life safety, which should be called back in accordance with the State's provisions on foods.

Article 24 of the veterans (grounds) and small-scale pyrethroids were charged with cereal processing fees and must implement the standards approved by the price authorities. The fee criterion should be posted as an express.

In addition to national and provincial provisions, no unit or individual shall be charged to the veterans (grounds), small-scale pyrethroids, as well as to all persons of foams and salesers.

The veterans (grounds) and small-scale foams may not be refused to provide dying services for foams.

Article 25

No unit or person of article 26 shall be allowed to sell a stereotyped product.

The hotels, guests, collective meals units, process units and individuals should establish a system for the procurement of meat and accompany the physical quarantine and the testing of qualified effective certificates. There should be no procurement of pyrethroid products that are not targeted.

Article 27, unit and personal processing, sale of foam products, should be strictly operated in accordance with the relevant regulations, to guarantee physical hygiene and to prevent contamination of meat. Cyclones and dividing biomass are encouraged to be sold.

No unit or person shall be able to process and sell foam products that are incompatible with quality and safety standards.

Article 28 should be used for the transport of pyrethroid products, with physical quarantine and qualification valid proof. Of these, the transport of cereals must be withdrawn; there is a requirement for temperatures to use the corresponding refrigeration or collateral transport equipment.

Article 29 encourages operators engaged in the sale of pyrethroid products to enter into agreements with the veterans (grounds) for the introduction of the “coaching” and the uniform distribution system.

The supply area for small-scale pyrethroid slaughter sites is determined by the local-level people's governments and cannot be sold across regions.

Article 31 shall not limit access to local markets to pyrethroid products that are qualified by quarantine and meat quality tests.

In order to enhance the quality of meat management, market availability is guaranteed and a management system for producers of pyrethroid products that are distributed across the area is put in place. The relevant producer operators should conduct the reporting process to the municipal business authorities in the establishment area. The specific case-by-case approach was developed by the provincial commercial authorities.

Any unit of article 32, a person who violates the provisions of the Code and this approach shall be entitled to report to the business authorities.

Business authorities at all levels should establish a reporting system, publish the telephone, and the reports received should be dealt with by law.

Chapter V Legal responsibility

Article 33 violates the provisions of this approach, and the laws, regulations and regulations such as the Act on Animal Protection of the People's Republic of China and the Code on the Control of Bloods have legal responsibilities.

Article 338 In one of the following cases in the management of pyrethroids, the Government of the people at the district level and its business authorities and other relevant departments are treated by the competent authority in accordance with the management authority:

(i) No licence decision in accordance with the prescribed procedures and time frames for matters to be licensed by law:

(ii) Matters that are not permitted under the law;

(iii) Execution of administrative penalties and supervision inspections in violation;

(iv) Inadequate spoilers in some parts of the region, owing to the non-compliance with the law;

(v) There are other abuses of authority, omissions, provocative fraud.

Article 39, in violation of this approach, constitutes an offence and is criminalized by law.

Annex VI

Article 40 The designation of cattle, sheep creativity plants (grounds) is the responsibility of the district-level people's governments to report the case of municipal business authorities in the area.

Other animal dying needs to be carried out in the light of this approach or in the pilot targeted hidings, by the provincial business authorities, followed by the approval of the Provincial Government.

Article 40 The approach to the implementation of the Code for the Control of Bloods was also repealed by the People's Government of the province on 14 January 1999.
