Article 20 was amended to read: “Every type of water should be managed in a targeted manner, with the application of higher prices for excess water. Specific criteria are approved by the provincial price sector with the water administration authorities.”

Article 31 was amended to read: “The approach was implemented since the date of publication. The Northern Province's Government of the Northern Province of the River on 3 May 1990 issued the Water Engineering Costs Management Provisions of the River Province, which were also abolished.”
