There is no provision for the management of animal sanitary areas in Hindu province

Chapter I General

In order to strengthen the construction and management of the unprotected areas (hereinafter referred to as no-infected zones), effectively prevent, control and combat animal diseases, promote livestock development, protect human health, develop this approach in line with the laws, regulations and regulations of the People's Republic of China's Animal Prevention Act, the Niin Province Plant Conservation Regulations.

Article 2 units and individuals involved in activities such as animal feeding, slamation, operation, isolation, transport, animal product production, operation, processing, storage, transport and the construction and management of the sanctuary area in my province's administration should be subject to this approach.

Article 3 states that there is no sanitary area referred to in this approach, which means that there are natural barriers or artificial measures that have occurred within a certain period of time, with high-savian influenza, cooking, new cities, or a number of countries providing for animal diseases, and receive qualified areas by the State.

Article IV

Article 5 The administrative region of my province is integrated into the management of the Native Zone.

Article 6. Provincial, municipal, district (including district, sub-regional, sub-unitive) livestock veterinary authorities are responsible for the construction and management of sanitary areas in the current administration.

Animal health monitoring body is responsible for monitoring law enforcement of the quarantine of animal, animal products and other associated animal protection. Animal disease prevention control body is responsible for monitoring, detection, diagnosis, epidemiological surveys, epidemic reports and other technical work such as prevention, control.

The sectors such as finance, development reform, public safety, transport, business, health, services, forestry, entry and testing have been established under the law in accordance with their respective responsibilities.

Chapter II

Article 7

The municipal, veterinary veterinary veterinary authorities should develop planning in the region, in line with local realities, with the approval of the Government of the current people, and report back-up to the provincial veterinary medical authorities.

Article 8

(i) The absence of a provision for animal morbidity within the prescribed period;

(vi) Immunodeficiency immunization effect has reached national standards;

(vii) Immunization certificate rates, rate of piniumization of livestock, sanitary rate, slamation rate, vacation rate of sanctuary and quantification of animal and animal products to meet national standards;

(viii) Other criteria established by the veterinary administrative authorities of the State.

Article 9 allows buffer zones to be established outside the sanctuary area, to strengthen immunization, monitoring and the circulation of animal, animal products, and to prevent the transmission of epidemics into the sanctuary area. Where necessary, a monitoring area may be established in the Native Zone to strengthen control over the monitoring and circulation of animal and animal products providing for animal diseases.

The buffer zone and the monitoring area are specifically developed by provincial livestock veterinary authorities, which are made public to the community after the approval of the provincial people's Government.

Article 10. The buffer zone shall establish an animal separate area. The provincial livestock veterinary veterinary authorities have integrated the planning of animal segregation sites, which have been established by the territorial Government.

The specific management approach of the fauna sequestration sites was developed by the provincial livestock veterinary authorities.

Article 11, in accordance with the development and management needs of the Native Zone, may, with the approval of the Government of the Provincial People's Government, establish an enabling corridor allowing for the entry into my province of explanatory animals, animal products, and the establishment of an animal health surveillance checkpoint in places such as transport, ports, airports, vehicle stations, etc. in my province.

Chapter III

Article 14.

Article 17 shall monitor the occurrence, prevalence, etc. of animal diseases, in accordance with the animal disease surveillance plan; units and individuals engaged in activities such as animal feeding, dying, operation, isolation, transport and the production, operation, processing, storage, etc.

Article 18 Incompatible with the State's standard of health, it is addressed in accordance with the relevant national provisions.

Article 19 Production, operation, use of feeding, feeding and feeding should be in line with national standards. Animal feeds should be used in accordance with the relevant national regulations.

The treatment of sanitary animals and their levies, or of unaccounted animal bodies, sanitary or ill-structured animal products should be reported to the local district animal health monitoring bodies and, under their supervision, be dealt with in accordance with the relevant national provisions, while poisoning or environmentally sound treatment of contaminated sites, goods.

Article 21 Governments of municipalities and counties should establish environmentally sound treatment plants, identify environmentally sound disposal sites and be equipped with facilities such as closed transport vehicles to effectively address sanitary and animal products.

Chapter IV provides for the control and extortion of animal diseases

In accordance with the actual situation in the region, the provincial, municipal, district and veterinary medical authorities should prepare a provision for the control of emergency preparedness in the current administrative area, with the approval of the Royal People's Government. Governments of the urban, district and ethnic communities should provide for the control of emergency preparedness cases for animal diseases and report back to the Government.

Article 23 stipulates that emergency pre-empts for the control of animal diseases should include the following:

(i) Emergency response to the composition of the command and the functions of the relevant sectors;

(ii) Monitoring, early warning and notification systems of epidemics;

(iii) Levels of epidemics, emergency treatment techniques and work programmes;

(iv) Persons, technology, material, financial security, etc., in emergency response.

Article 24 units and individuals engaged in activities such as animal sanitary surveillance, testing, sanitary research and treatment, and animal feeding, dying, operation, separation, transport, etc., found that animal sanitary or suspected sanitary conditions should be reported immediately to local livestock veterinary authorities, animal health monitoring bodies or animal vector control agencies, and measures such as segregation to prevent the spread of animal epidemics. Other units and individuals have found animal sanitary or suspected sanitary conditions and should be reported in a timely manner.

The units receiving an animal epidemic report should take the necessary control measures in a timely manner and be reported in accordance with national procedures.

No unit or individual may conceal reports, false reports, late reports or prevent others from reporting on animal epidemics.

Article 25 states that, in the event of the provision of an animal epidemic, the provincial, municipal and district governments shall initiate the appropriate provision for the control of emergency preparedness in accordance with the sanitary level.

The veterinary authorities should send patients immediately to collect the disease and investigate the sanitary sources, delineation of sanitary sites, sanitary zones, threatened areas, and in a timely manner request the Government of the people to decide to impose the embargo on sanitary sites, sanitary areas.

Article 26 states, municipalities and district governments that have issued embargo orders should organize the following control and extinguishment measures in the relevant sectors of the epidemic, the epidemic area:

(i) The establishment of quarantine spraying points for the transport roads in the area of access to the epidemic, and the use of poisoning and other restrictive measures against accessees, transport tools and related items;

(ii) Prohibition of transactions involving animal and animal products related to the epidemic;

(iii) Prohibition of the flow of sanitary, suspected sanitary and related sensible animal products, prohibiting the entry of animals outside the sanctuary area and limiting the use of animals in the epidemic area;

(iv) Urgent immunization, sanitary surveillance of the relevant sensitivities, as provided by the State concerned, and mandatory measures such as diarrhoea and suspected diarrhoea, death and ill-treatment;

(v) Intoxication or environmentally sound treatment of sanitary sites, animal feeds, sites, delivery tools, contaminated items, etc.

Article 27, after extinguishment, is in accordance with the State's request for the recovery of the free-infected area, and after the initial assessment of qualifications by the provincial livestock veterinary authorities.

Chapter V Quarantine of animal and animal products

Article 28 slaming, selling, transporting or transporting animal products should be qualified by an official veterinary sanitary surveillance body at the location and subject to the Epidemiological Licenity certificate.

In implementing the quarantine, it should be accompanied by the screening of animal disease surveillance reports, untested or unqualified, and the non-applicability of the Animal Qualification certificate.

Article 29: Animals such as humiliation, operation, transport, pigs, cattle, sheep, etc. should be accompanied by the Epidemiological Ecology and the Peres of Acultiation; the operation and transport of animal products should be accompanied by the Animal Qualification certificate, plus the quantification.

Article 33 entered into the relevant sensitivities and animal products to my province, which should be declared to my provincial animal health monitoring bodies by three days prior to the arrival of the following materials:

(i) Quarant declaration;

(ii) The Epidemiological Licence certificate from the Epidemic Health Monitoring Agency of the Exporting Lands.

Animal input should also be made available to receive a certificate of separation from the fauna of my province. Animal products should be imported at designated locations, and provincial animal health monitoring bodies should inform the Quarantor's quarantine sites within 24 hours from the date of receipt of the animal product declaration.

Article 31 entered me in the provinces of breasts, species of animals and their melters, foetus, eggs, eggs, and eggs, and should apply for approval procedures to I provincial animal health monitoring bodies.

Article 33 Entry into the relevant sensitivities in my province shall be subject to the application of the veterinary therapy at the designated location of the provincial animal health monitoring body. Access is granted to quarantine sanitary qualification certificates.

Article 34 prohibits the use of animal products without quarantine for feeding, slaming, transport, operation of quarantine animals and production, operation, processing, storage, transport, and sequestration.

Chapter VI Oversight management

The units and individuals involved in activities such as animal feeding, dying, operation, isolation, transport and animal product production, operation, processing, storage, transport, etc. should receive and cooperate with the animal health oversight body in accordance with the law.

Article XVI entered the relevant sensitivities, animal products in the Natives, buffer zones and transit areas in my province, and should be accessed through the designated corridor and monitored by the hygienic surveillance checkpoint.

Relevant sensitivities, animal products for transactions in the buffer zone, post-trading or transit free zones should be implemented in accordance with the relevant provisions of this approach.

Article 33 is subject to rail, roads, waterways, air transport of animal and animal products, and the delivery process shall be carried out by the shipper in accordance with the Animal Qualification certificate. The carrier shall not be transported without a certificate of eligibility for the animal quarantine. The Epidemiology Licence certificate should be accompanied by the pupil.

Chapter VII Legal responsibility

Article 39, in violation of article 14 of this approach, provides that there is no room for raising or customization, a warning by an animal health monitoring body that is responsible for reordering, and a refusal to correct the fine of up to $50 million.

Article 40 is one of the following acts, which is fined by more than 500,000 dollars of the Agency's Health Monitor:

Article 40 veterinary authorities and their staff members violate the provisions of this approach, with one of the following acts, being rectified by the Royal People's Government or by the superior authorities to inform criticism; administrative disposition of the direct responsible person and other directly responsible persons in accordance with the law; and criminal liability under the law:

(i) To conceal reports, false reports, late reports or prevent others from reporting the epidemic;

(ii) Advantages of the Qualification of Animal Qualifications for unsanitary or quaranted animal products, plus quantifications;

(iii) The occurrence of sanitary conditions does not trigger a corresponding contingency advance as prescribed or the inadequacy of the implementation of emergency pre-referral measures has resulted in the proliferation of epidemics;

(iv) Other abuse of authority, provocative fraud, and sterilization.

Chapter VIII
