In order to ensure the achievement of the objectives of the Socialist Legal System of China in 2010, the harmonization of the State's socialist rule, in accordance with the unified deployment of the State Department and the Government of the province, the Office of the Government of the Republic of the Rule of Law will fully clear the existing 175 regulations and 226 normative documents developed by the provincial authorities as at the end of April 2010. Based on the results of the clean-up, the Government of the province decided:

Amendments to the provisions of the following regulations and normative documents that clearly do not meet the economic and social development requirements of the socialist market

In paragraph 1 of Article 1 of the Yumnan People's Government's provisions concerning the non-recognition of the distance from the seat of the assembly marches (No. [1990]166), the “Kinster, that, el, servo, jeopardy, jeopardy, jeopardy airport, the Klight, the north-west of the Kyi, the arfying of the railways, the traqwashing of the east” were amended to “at the airport, fire stations in the administrative area of the province, and to the provinces”.

Delete article 26 of the Provisional Provisions for Security and Safety in the Province of Yunnan (No. [1992]138).

Delete article 11, paragraph 2, of the Modalities for the Dispersion of Cement in the Province of Yunnan (No. 61 of the People's Government Order No. 61).

Replace article 6, paragraph 1, of the Yumnang Act on the Priorities of Persons with Disabilities (No. 107 of the People's Government Order No. 107) with the following: “The poor persons with disabilities in rural areas shall be exempt from the payment of their own land contracts.”

Article 12 of the Retirement Army in the town of Yunnan was amended to read as follows: “The Town decommissioned soldiers are self-employed in the form of a new agricultural business and enjoy the preferential policy established by the State and the province.”

Amendments to the provisions on “relevant use” in the following regulations and normative documents

(i) Removal of “approperation” in the following regulations and normative documents shall be replaced with the following:

Article 10 of the Greening Regulation of the Road in the Province of Yunnan (No. 34)

Amendments to article 8 of the Rules for the Implementation of the Interim Regulations on Housing Taxation of the People's Republic of China (No. [1986] 155) to the “Provisional Regulations on the Tax Collection of the People's Republic of China” and the Modalities for the Implementation of the Provisional Regulations on the Tax Collection of the People's Republic of China” were made to “the Law on the Management of Tax Accounts of the People's Republic of China”.

Amendments to the National People's Republic of China Fire Safety Regulations in article 22 of the Yunnan Park Management Scheme (No. [1988]111) are “The People's Republic of China Fire Safety Act”.

Amendments to article 9, 10 and 11 of the Confidentiality Act in article 9 of the Act on the Application of the Concidential Law of the People's Republic of China (No. Dec. [1991]81) to “Articles 10, 11 and 12 of the Confidentiality Act”; in article 11, “Article 16 of the Confidentiality Act” as “Article 19 of the Confidentiality Act”; and in article 58, “Provisional provisions for the review of State secret technology exports”.

Amendments to the National People's Republic of China Fire Regulations and their Rules of Implementation in Article 3, paragraph (c), of the Regulations on the Safety and Security of the hotel industry in the province of Yunnan (No.

Amendments to the Regulations on the Implementation of the Fire Regulations of the People's Republic of China in article 1 of the “Guidelines for the Implementation of the National People's Fire Regulations” to “laws, regulations and regulations relating to fire firefighting”; and in article III and article 36, “The Rules for the Implementation of the Fire Regulations of the People's Republic of China” were amended to read “The People's Republic of China Fire Law”.

Amendments to the Regulations and Rules in article 23 of the People's Government of the State of Yumnang concerning the procedures for the enactment of regulations (No. 1 of the People's Government Order No. 1 of the Yumn Province) were made to the Regulations and Rules Regulations.

Amendments to the Regulations on Administrative Review in Article 15 of the Ordinance on Administrative Review of the State of the People's Republic of Yumnang (No. 10 of the Order No. 10) were made to the “Administrative Review Act of the People's Republic of China”.

Amendments to the Administrative Review Regulations in article 23 of the Act on Administrative Review of the People's Republic of China on the Protection of the Environment of the Ray Tyungi Receive Region (No. 14 of the People's Government Order No. 14) were made to the National People's Republic of China.

Amendments to the Regulations on the Management of Religious Affairs in Yangan province (No. 53 of the People's Government Order No. 53) in article 15, paragraph 2, read “Regulations on the management of religious activities” as “Regulations on religious affairs”; and “The registration of places of religious activity” as “the establishment of a review and registration approach in places of religious activity”.

Amendments to Article 3, paragraph 2, of the “Provisional Regulations on the Safety of Restructors” to “Security Monitoring of Special Equipment Regulations” are made to the “Security Monitoring Regulations”.

34. In article 14, paragraph 2, of the National Compensation Act (article 13 of the National Compensation Act) reads as “Article 14 of the National Compensation Act”.

Amendments to the Regulations on earthquake monitoring facilities and the Environmental Protection of earthquake Observances in Article 13 of the earthquake-focused surveillance defence zone (No. 110 of the People's Government Order No. 110 of the Yumn Province) were made to the Regulations on earthquake monitoring and management.

Amendments to the “Provisional Regulations for National Civil Servants” in article 1 of the “National Civil Service Order No. 111” of the “National Civil Servants Order”, in article 7 (i), to article 288 of the provisional National Civil Servants Regulations” were made “Article 49 of the Civil Service Act of the People's Republic of China”; and “Article 3 of the provisional National Civil Service Awards” as amending article 5 of the Civil Service Award (Timemployment).

Amendments to the Regulations on the Management of Civil Explosive Goods in article 33, paragraph (ii), of the Safety of Civilian Explosive Goods in the Province of Yunnan (Treaty) to the “Strategical Conditions for the Safety of Civilian Explosive Goods Regulations” are “Strategical Regulations for the Safety of Civilian Explosive Goods”.

Amendments to the following regulations that are incompatible with the primacy law

Delete Article 6 of the provisional regulations on tax maintenance in the city of Yunnan (No. [1985]49).

In article VII of the provisional provision for the approval and review of work in the province of Yunnan (No. [1991] 209), “to be held in accordance with the provisions of several questions relating to the implementation of the law in the case of correctional, correctional and criminal conduct of correctional personnel” was amended to read “the legal accountability under the law”.

Delete article 5 of the Modalities for the implementation of the provisions of the Business Management of Employment Services (No.

Amendments to Article 3 of the provisional regulations for the management of land value-added taxes in the province of Yunnan (No. 22 of the People's Government Order No. 22) read: “To comply with the provisions of Article 11 of the Implementing Rules and to meet the following conditions as a general standard home:

(i) The size rate of construction in the residential area is more than 1.0;

(ii) A single building area is below 144 square meters;

(iii) The actual turning price is less than 1.4 times the average housing transaction rate at the same level.”

Article 4, subparagraph (b), reads as follows: “The taxpayer's income from the transfer of real estate prior to the completion of the project shall not be able to calculate the value-added tax on the land by reason of cost determination or other reasons, subject to the project's completion of the value-added tax liquidation conditions for the land.”

The management of the earthquake safety evaluation of construction sites in the province of Yunnan (No. 58 of the People's Government Order No. 58) has been amended to read “Recruitment of orders” with a fine of more than 100,000 dollars of dollars” as “Central change of the duration of the period of time, unprocessarily corrected and a fine of up to 300,000 dollars”.
