Shenzhen's 26th World Student Summer Campaign for Preparing and Organizing Radio Management Provisions

(Act dated 19 February 2011 from the date of publication No. 227 of the People's Government Order No. 227 of 19 February 2011)

Chapter I General

Article 1 ensures the regular operation of radio launch equipment, the maintenance of the air power order, in accordance with the provisions of the Radio Management Regulations of the People's Republic of China, the Radio Management Regulations of the Shenzhen Economic Zone and the Radio Management Regulations of the Shenzhentic Region, and the development of this provision in the light of the actual situation of the Shenzhen High Games.

Article II During the preparation and organization of the Shenzhen Janghen Games, this provision applies to the establishment, use of radio stations ( stations), the use of non-radio equipment using radioisotopes, the use of radio stations, and the use of radio-washing radioisotopes.

The special control area referred to in this provision is determined by the security sector of the Shenzhen Jang Olympics.

Article 3 states that the preparatory period of the Zhenh Olympics is from the date of operation of this provision until 11 August 2011. The period was held from 12 August 2011 to 23 August 2011.

Article IV establishes the Leading Group for Radio Safety and Security of the Shenzhen Olympics to coordinate decision-making on major matters related to the safety and security of Radio Shens and to organize the work on the safety and security of Radio Shens.

The office of the Radio Safety and Security Leading Team of the Shenzhen Station (hereinafter referred to as the Protection Office) is responsible for the day-to-day work on the safety and security of the Radio of the Shenzhen Station.

Article 5 Governments, the Executive Board, the Radio Authority, the Public Security Agency, the Emergency Response Office, the Shenzhen Customs, the Shenzhen Police Reserve should assist with the safety and security of the Radio of the Shenzhen High Games in accordance with their respective responsibilities.

Chapter II

Article 6 In the Shenzhens event, users of radio stations ( stations) should submit requests for radio frequency by 30 June 2011 through the official website of the Shenzhen Games (http://www.sz 2011.org) or the designated window of the municipal administration service hall.

The frequency of the radio provided for in the previous paragraph is requested by the Municipal Radio Authority to harmonize the receipt and uniform notification of the licence results.

Article 7. Upon confirmation by the Executive Board of the CEO, the Office shall transfer radio frequency requests to the Municipal Radio Administration, and the Municipal Radio Administration shall take administrative licence decisions in accordance with the relevant radio management provisions. The administrative licence decision shall be communicated to the applicant within five working days of the date on which the Office has been confirmed by the user.

Article 8 Radio frequency requests for approval, and the applicant may receive a licence for the frequency of radio use at the 26th World Students' Summer Games in Shenzhen; or a copy directly on the official website of the Shenzhens Second World Students' Summer Campaign.

Chapter III Radio equipment management

Article 9 users of the Janzhen 26 World Summer Campaign for Radio Frequency Use, which should be sent to designated detection sites prior to the use of radio stations and radio launch equipment.

The location of the test is established by the Office in accordance with the principles of service facilitation and is published on the official website of the Shenzhens.

Article 10 establishes and uses radio stations ( stations), radio launch equipment, which are qualified and labelled on a special basis in the event of the Shenzhens.

The radio launch equipment provided in article 13, paragraph 2, of this provision shall be used after a special label, in the preparation and organization of the Shenzhen Jang Jang Ji Jarti competition and special control areas.

Article 11. Specific labels are divided into yellow, blue and green.

During the preparation and organization of the Shenzhens Olympics, the arsenal and radio stations used outside the region of special control were used.

The Blue Line is applicable to the preparatory period of the Shenzhens Olympic Games (including the testing period) during which radio launch equipment is being used in the Shens Olympics contest and in special control areas.

Green labels were applicable to the Shenzhen Jhens, during which radio launch equipment was used in the Zhenhens competition and special control areas.

A dedicated label was compiled by the Municipal Radio Administration.

Article 12 Radio stations with special labels, radio launch equipment can be used at the time specified by the specialized label, in the region in accordance with the relevant technical indicators and operational norms.

Article 13 takes over the end of the public mobile communications network in the medium and home country, the intrusion of wireless computers, the launch power of a vehicle radio remote control key and photography devices under 1mW, and the use of a special control area in the Zhenhenh competition booth and the area of special control, without having to be labelled.

In addition to the equipment provided in the previous paragraph, no linear ventilation, wireless telephones, radio remote controlys, public radio launch equipment, such as a minipower rate, shall be exempted from the preparation and organization of the Shenzhen Grand Olympic Games and from the use of the Shens competition station and special control areas.

Chapter IV

Article 14. The Safeguards Office shall transmit the relevant information on the frequency of use of licences at the 26th World Students' Summer Games to customs in a timely manner.

Article 15 participates in the activities of the Shenzhen Janghen Games and the use of radio launch equipment from outside of the country, and shall present to the Customs the Radio Frequencies of the 26th World Students' Summer Campaign and other documents requested by the Customs.

Article 16 participates in the activities of the Shenzhen Games and the temporary import of radio launch equipment, which should be presented to customs to the Customs for the frequency of radio use permits at the 26th World Students' Summer Campaign and other documents requested by the Customs and exited in accordance with customs-related regulations.

Chapter V

Article 17 participates in the activities of the Shenzhen Jhens, when the establishment, use of radio stations, radio launch equipment is disrupted, the user can lodge a complaint to the Safeguards Office, and the Safeguarding office should be transferred to the City Radio Authority in a timely manner, and the user may also lodge a complaint directly to the Municipal Radio Administration, and the municipal radio administration should be investigated after the complaint is received.

The Municipal Radio Administration should receive prompt feedback from the security office or the complainant.

Article 18 users or all persons who have disrupted radio stations, radio launch equipment, the use of radio-washing non-radio equipment should take effective measures to eliminate harmful interference.

Article 19 When a radio management inspection is carried out by the Municipal Radio Administration, the following measures may be taken by law:

(i) Conduct on-site inspections, surveys and evidence;

(ii) To request the inspected units and individuals to provide information and documentation;

(iii) Implement the necessary technical measures to stop the illicit launch of radio;

(iv) The closure, seizure, suspension or possession of radio stations ( stations), radio equipment or radioisotope.

Article 20 should establish emergency scenarios with the relevant departments. Significant disruptions in the air power order should be launched immediately, urgent measures should be taken to secure radio safety during the preparation and organization of the Shenzhen Games.

In the context of the emergency response, units and individuals using radio launch equipment, radioisotope non-radio equipment should be subject to the arrangements of the Safeguards Office without delay or refusal to implement it.

Chapter VI Legal responsibility

Article 21, in violation of this provision, has one of the following acts, which are held by the Municipal Radio Administration in accordance with the relevant provisions of the Shenzhen economic Radio Management Regulations:

(i) The frequent use of radio without authorization;

(ii) The unauthorized installation and use of radio stations without authorization;

(iii) The approved project for the unauthorized change of radio stations;

(iv) Transfer of radio frequency and rent;

(v) The creation of harmful interference with the denial of use;

(vi) Illegal radio monitoring.

In violation of this provision, there are one of the following acts, which are being restructured by the Municipal Radio Administration, and five thousand fines:

(i) The absence of a dedicated label, the installation, use of radio stations ( stations) and radio launch equipment in the Guhenhens competition site and special control areas;

(ii) The absence of a blue-specific label, and the preparatory period of the Shenzhen Grand Olympics (including the testing period) was established in the Shenzhenti competition site and in the area of special control, the use of radio stations ( stations), radio launch equipment;

(iii) No green-marked labels have been obtained, and the Shenzhen Jarguar competition site and special control over the establishment, use of radio stations, radio launch equipment.

Article 23 Abuses by the Municipal Radio Authority and other relevant administrative departments, insecure and provoking private fraud, are governed by the law by the inspectorate or other competent authorities; and the transfer of suspected crimes to the judiciary.

Article 24 does not correspond to the specific administrative actions of the parties in respect of the relevant sectors, which can be applied by law for administrative review or administrative proceedings.
