Responsibilities for road traffic safety in the city of Zanzi

(Adopted at the 62th ordinary meeting of the Government of the Overseas Territories, held on 17 December 2010, by Decree No. 32 of 5 January 2011, published from 1 March 2011)

Article 1 provides for the effective control of traffic offences and traffic accidents and guarantees the safety of the people's life and property, in accordance with the relevant provisions of the law, legislation and regulations, in the light of the prevailing circumstances in the city.

Article 2

Article III of this provision states the responsibility for road safety prevention (hereinafter referred to as a security responsibility), which means the system of promoting the implementation of the responsibility for road traffic safety by convening a conference on road traffic safety, signing a letter of responsibility for the management of road traffic safety objectives, sequestration, control of road traffic offences and road traffic accident indicators, inspection, inspection, nuclear evaluation, communication, awards and punishment.

Article IV. The Government of the urban and district communities has established the Committee on Road Traffic Safety to perform the following main duties:

(i) Develop a programme for the implementation of road traffic safety in the region of the administration, organize regular, study of the hidden security of road traffic, propose governance measures, identify the responsible sector and complete the time frame and sign a letter of responsibility for the management of road traffic safety objectives by grade;

(ii) Provide annual road traffic violations and road traffic accident control indicators (hereinafter referred to as control indicators) and quantify them;

(iii) Formulating the overall planning of the current administrative regional road to identify areas where transport is easily congested and transport accidents have been dispersed, and to organize priority governance in the relevant sectors;

(iv) Conduct regular inspections of road safety prevention in the current administrative region, a quarterly overview of inspections and briefings;

(v) A review, appraisal and integration of the next level of the people's Government in the implementation of road safety prevention.

The Office under the Road Traffic Safety Committee is responsible for the day-to-day work of the Committee on Road Traffic Safety, which is based in the transport management of the same level of public security authorities.

Article 5

(i) Oversight, inspection of the implementation of the unit's safety responsibilities and the implementation of the control indicators;

(ii) To deal with non-compliance with safety responsibilities;

(iii) Accountability for the heads of units responsible for road traffic accidents.

Article 6

The commune Government, the street offices should regularly educate villagers, community residents on road safety and raise awareness of road traffic among villagers and residents.

Article 7 Education administration, schools should incorporate road safety education into the rule of law.

Schools and kindergartens should take a variety of forms to educate students on the theme of road traffic safety so that students have basic transport rules and codes of conduct.

Article 8. All units, using motor vehicles, are integrated into the security responsibility management of the unit by a dedicated driver and other affiliated personnel, and other drivers are covered by the Villagers' Commission, the driver's brokering service.

Article 9

The unit should fulfil the following responsibility for road safety prevention:

(i) Registration of the basic conditions of motor vehicles, dedicated drivers and other persons included in the security responsibility management of this unit;

(ii) Seriously follow up on the laws, regulations, regulations and related provisions of road safety management for road traffic safety education, vetting awards and motor vehicle use, maintenance, maintenance, inspection, etc., and carrying out a variety of forms of traffic safety campaigns to control road traffic offences and the number of road traffic accidents;

(iii) The establishment of a road traffic safety organization's management structure or post, the establishment of a dedicated or part-time officer-in-chief of road traffic safety, road traffic safety education, and the provision of free training by the transport management of the road safety service and the provision of a copy of the transport management of the territorial district public security authorities;

(iv) A letter of responsibility for the management of road safety objectives, based on annual control indicators;

(v) A monitoring inspection of the transport management of the public security authorities should be adapted in a timely manner to the identified security shocks.

Article 10 units should establish road traffic safety education files and register content, form and participation.

The units should regularly check the situation of road traffic offences and road traffic accidents involving a full-time driver of the unit, with a dedicated driver of the records of road traffic violations in a cyclical cycle, a dedicated driver who is responsible for road traffic accidents with equal (equivalent) responsibility, and a special education within this cycle.

Article 11

(i) In the case of a motor vehicle driver, verification of his or her driving qualifications shall be carried out without reference to the corresponding eligibility requirements;

(ii) Training, vetting, establishment of archives and referrals to the local public security authorities in the area where the vehicle driver is registered for road safety education and related road safety knowledge;

(iii) The creation of a security information file for motor vehicles, regular screening and analysis of the situation of pedagogical information and the implementation of safety prevention measures.

Article 12. Specialized drivers and other personnel shall be subject to the management of the unit's security responsibilities and to the organization's road safety education.

The unit's dedicated driver has the same (equal) responsibility to participate in a centralized study organized by the transport management agencies of the public security authorities, in the event of a road traffic accident that is in breach of a sub-cyclical cycle of 6 sub-criters, or where the road traffic accident is applied.

Road traffic violations and road traffic accidents involving other personnel of the unit are not included in the annual control indicators of the unit.

Article 13. Villagers' committees should register the basic situation of the driver in the management of security responsibilities and conduct road traffic safety education and establish educational records for identification.

Article 14. The driver's intermediary service is the responsibility unit for the safety of transport and should be registered with the driver of the actual management of the person and conduct road traffic safety education and establish educational records for identification.

The driver's intermediary service agencies should conduct free road traffic safety education for the drivers that are integrated into the management of security responsibilities through mailing, telephone, short-confidence.

Article 15. Transport management of public security authorities should regularly check the implementation of the security responsibility system by the units and report the results to the same road safety committees.

The production units for specialized transport units and other specialized transport vehicles should be subject to a monthly inspection; more than 500 units with employees should be checked every quarter.

Article 16 of the Municipal Committee on Road Traffic Safety conducts an examination of the implementation of the security responsibilities in district districts, and critics are given to archipelags that are not eligible.

The District Committee on Road Traffic Safety conducts a review of the implementation of the commune security responsibility and criticized the archaeological town.

The units and individuals highlighted in the implementation of the security responsibilities have been recognized or rewarded by the Government of the People of the District; achievements are particularly highlighted by the Government of the city.

Article 17 units violate the provisions of Articles 9, 10 and 11 of the present article and are subject to a change in the period of time for the transport management of the district public security authorities, with no change in order to maintain a non-qualified unit of responsibility for road safety and a fine of 1000.

In violation of article 9, paragraph 2 (i), subparagraph (iv), article 11, paragraph (ii), remains unchanged after the processing of the territorial public security authorities' transport management under the preceding paragraph, and the transport management of the municipal public security authorities may prohibit the road of their motor vehicles for 10 days.

Article 18 Drivers brokering services, in violation of article 14, paragraph 1, of the present article, are issued by the transport management of the district public security agencies with a letter of limitation, which is responsible for the relapse of the time limit, and a fine of up to 3,000 dollars over the period of time.

The transport management of the district public security authorities should provide written statements to the people of the district and the transport management of the municipal public security authorities, and make corrections; the responsibility of the district public security authorities in the transport administration, which is criticized by the territorial Government or by the transport management of the public security authorities, and the legal disposition of the responsible persons.

The transport management of the public security agencies should help units to carry out safety responsibilities and deliver services.

Article 20 The responsibilities for road safety in the city of Zanzi, published on 28 October 2006, were repealed at the same time (No. 106 of the Government of the city of 2006).
