Local logs in Southern Province

(Adopted by the 85th Standing Committee of the People's Government of Southern Province, on 28 April 2011, No. 140 of the Order of the Government of the Southern Province of the River, dated 12 May 2011, for publication, effective 1 July 2011)

Article 1, in order to regulate the codification, management and development of local logs, plays the role of local logs in the service and promotion of economic and social development, and, in accordance with the State Department's Local Work Regulations, develop this provision in conjunction with this province.

Article 2

Article 3 refers to local logs, which are codified by provincial, provincial and district (communes, areas) and local integrated Yearbooks.

The local book refers to the comprehensive system of information literature on the history and status of natural, political, economic, cultural and social regions of the administration.

The local integrated Yearbook refers to the annual information literature on the physical, political, economic, cultural and social aspects of the present administrative region.

Article IV. Governments of more people at the district level should strengthen their leadership in the work of local logs, the institutions of sound work, guarantee working conditions, integrate local work into national economic and social development planning, and include requirements in the current financial budget.

Article 5

The Office of the local History Codification Commission is based in the local logic of the people's Government and assumes the daily work of the Commission.

Under the leadership of the Committee for the Development of Local Expresss of the People's Government at the district level, the local directory of this administrative region is responsible for the following functions:

(i) To follow up on the laws, regulations, regulations and relevant policies relating to the work of local logs, and to develop operational protocols for the codification of local logs;

(ii) Organization, guidance, promotion and inspection of local logs;

(iii) The development of local logs planning and codification programmes for the administration;

(iv) Organizing the compilation of the local logs of the current administrative region and the local consolidated Yearbook, and organizing expert reviews of the local logs that have been compiled;

(v) To collect, maintain, collate local literature and information and to organize and conduct local academic research, communication and advocacy;

(vi) Organizing the development of local resources;

(vii) Training of magistrate staff;

(viii) Other matters to be delivered by the Government of the people at this level and by local authorities of the Government of the High-level People.

Article 7. The provincial Government's local logic body is responsible for the preparation of the overall work planning for the local logs of the province, reporting on the implementation of the post-approved by the Government of the Provincial People, and reporting on the National Territorial Steering Body.

The local authorities of the provincial authorities, the city, the district, and the Government of the People's Government should compile overall work planning based on the provincial local logs, develop work plans for the local logs of the current administration, be implemented with the approval of the Government of the people and report back to the local logs of the Government of the people.

Article 8.

The local directory of more than the executive district at the district level and the local integrated Yearbook should be codified by the local logs of the current people's Government, and other organizations and individuals should not be codified.

Article 9, in accordance with the organ, cause units, State-owned enterprises, social groups and other organizations entrusted with the codification of the work plan (hereinafter referred to as a brief unit), should include the work of the local log in the annual work plan, identify institutions and personnel responsible for the codification of work and guarantee working conditions.

The unit responsible for the codification of the mandate shall, within the time specified, complete the preparation or delivery of a first draft of the local log or information, and be responsible for the quality of the first draft of the local log or the authenticity and accuracy of the information provided.

Local work agencies should strengthen operational guidance and oversight with regard to units tasked with codification.

Article 10. The content and process of the local log should be public.

The codification of local logs involves important matters of controversy, and local logic institutions should seek the views of experts, scholars or units and report to the people's Government and local working institutions at the grass-roots level.

Article 11. Local authorities of the Government of the above-mentioned population should establish a system of local logging, collect local logic information, including through access, excerptation, reproduction and purchase. In relation to State secrets, commercial secrets and personal privacy, and incompatible with the conditions of openness of the archives, implementation is carried out in accordance with the relevant provisions of the State and the province.

Agencies, utilities, State-owned enterprises and social groups should provide local signals to local constituencies without compensation. Private businesses and individuals can voluntarily provide local logic information to local constituencies without compensation, and local works agencies should pay adequate compensation.

Article 12 Integration of local codifyings in the exercise of pre-vocational responsibilities, with specialized codifyings receiving professional training and with corresponding expertise.

The codification of local logs should involve experts, scholars and could involve persons suitable for the preparation of local logs.

The local authors should be given due diligence, objectivity and integrity. No unit or person shall be required to make false statements in the local log.

In accordance with Article 13, the name of the regional name at the district level and in the local logic for the preparation of the work plan, a review of the receipt shall be made publicly available by the eligible party for review:

(i) Compilation of the Commission's review of the receipt of the local History of the province, which is named by the provincial executive region;

(ii) The local directory of the provincial administration, which was evaluated by the local authorities of the people's government, is reported to the provincial authorities to review the receipt;

(iii) The local directory of the executive regional name of the district (communes, districts) and, after the evaluation of the local authorities of the current people's Government, the identification of the top-level people's local work agencies.

In reviewing the receipt of the local book, experts in the areas of confidentiality, archives, history, law, national, social, economic, military etc. should be organized.

Article XIV is published in a local integrated Yearbook of the name of the local directory at the district level, with the approval of the Government of the current people or its local constituencies.

Article 15 has been adopted through a review of the local logs and the approved local consolidated Yearbook, without the consent of the body that has been collected or approved.

Article 16, local logs, local integrated Yearbooks should be sent within three months of publication to the local logs of the Government of the High-level People, and to do so without compensation to the present and the parent slogan.

The publication of local logs in the form of electronic publications, the local consolidated Yearbook, in accordance with the preceding paragraph.

Article 17

The local authorities of the people at the district level should actively open the way for social use, strengthen the integration, preservation and development of local logs, and create conditions conducive to the use of local literature by all communities of society.

Article 18 encourages citizens, legal persons or other organizations to do so to do so to local constituencies.

For the literature of the local logs with the value of the collection, the local authorities can issue a certificate of collection to the donor.

Article 19 provides units and individuals that have made significant achievements and contributions in the work of the local log, and the Government of the people at the district level should grant recognition and incentives in accordance with the relevant provisions.

The results of the local log could be used to participate in the award of scientific excellence in the country and in the province, in accordance with the relevant provisions.

Article 20 contains one of the following acts in violation of this provision, which is criticized by the Commission of Regional History over the district level, and by the local logs of the people's Government at the district level to promote their time-bound changes:

(i) Failure to complete, within the time specified, the preparation of the first draft of the local log;

(ii) Not to send or delay the submission of information to the local log;

(iii) The intentional provision of false local signals.

Article 21

(i) The intentional inclusion of false information in the codification of the local log;

(ii) After the examination of the receipt or approval of the local consolidated Yearbook, the local book is not agreed to add or modify its content.

Article 22, sectoral logs, communes (communes), street logs, is codified, taking into account the implementation of this provision, and the local logs of the Government of the above-mentioned people should be given operational guidance.

Article 23 of this approach is implemented effective 1 July 2011.
