Modalities for the implementation of the local logic regulations in the city of Shanghai

Article 1

To implement the Local Chart Work Regulations, this approach has been developed in conjunction with the realities of the city.

Article 2

The organization of local logs within the city's executive region is codified, managed, developed and used to apply this approach.

This approach refers to local logs, including local logs and local integrated Yearbooks developed by municipalities and districts.

Article 3

Governments of municipalities and districts should strengthen the leadership of local logs in the current administrative region, integrate local work into national economic and social development planning and include requirements in the current financial budget.

Article IV

The Government of the city is responsible for the work of the local logs (hereinafter referred to as the city's local logwork agency) and is responsible for local works within the Territory.

The relevant sectors, such as development reform, finance, confidentiality, archives, press publication, are guided by their respective responsibilities.

Article 5

The local logic institutions in the city and district should establish and refine local logic systems and operational norms, enhance training for codified personnel and ensure the quality of the local log.

Article 6 (Programme and programme)

The local communes of the city and the district are developing the local logs planning, which is approved by the Government of the Bench people, and local work agencies in the city and district areas should prepare local codification programmes and organize implementation, in accordance with the approval of local grams.

The local communes of the district should submit the post-approved local log planning for the local communes.

Article 7

In accordance with the local logic planning and codification of the units responsible for the codification mandate (hereinafter referred to as the sub-unitions), there should be a clear assumption of the institutions and personnel of the codification process to guarantee the conditions for codification and to complete the codification mandate on time.

Local logs in the city and the district should guide, promote and inspect the codification of the units.

Article 8

Local content should be comprehensive, objective and consistent with the provisions of legal regulations.

The local authors should be objectively fair and respectful of history and have the basic knowledge and basic methods developed by local logs, with corresponding language capacity.

Article 9

The local communes of the city and the district can provide information on local logs to agencies, social groups, business units, other organizations and individuals. Local logs in the city and district can be consulted, reproduced and replicated, except in relation to State secrets, commercial secrets and personal privacy, and incompatible with the conditions for the opening of the archives.

Information is available to all persons or holder of local logs, which can receive adequate compensation. Neither the owner nor the holder of the local log shall deliberately provide false information.

The subsidiaries should reproduce the electronic archival information generated during the preparation of the local logs to local constituencies.

Article 10

The directory of the city or district administration and the local logs included in the planning of local works should be reviewed, reviewed, and collected in accordance with the provisions for the submission of local logs.

Article 11

The directory of the city's executive region, which is included in the local logs planning, is presented directly by the sub-unit to the local communes; the local logs of the district administrative domain names, including local grams in local works planning are presented to the local communes, with the consent of the local communes' agencies.

The text of the local book was submitted to the local logic institutions in accordance with paragraph 1 of this article, after the evaluation of the sub-office. The commune should organize an expert in the relevant field to review the text within 45 working days from the date of receipt of the local book.

Article 12

The subsidiaries shall modify the local book in accordance with the views of the review and submit the revised local book text to the municipal work agency for review; the name of the regional names of the district administrations shall be submitted to the local authorities for the review of the municipal logs after a summary of the district local work agencies.

The commune should organize expert reviews to review the text in accordance with the quality standards and norms developed by the local log, within 45 working days from the date of receipt of the revised local book.

Article 13

In the case of the expert review of the local book submission of the basic DaO mark, the municipal log-working body should receive a collection within 30 working days from the date of receipt of the local book. The receipt was adopted, which could be published in public; the receipt was not adopted and the subsidised units should be modified to retrieval.

The text of the local book shall not be subject to any unauthorized change of content after the receipt. There is a need to change, with the consent of the municipal authorities.

Article 14.

The local consolidated Yearbook of the name of the city or district administration, which is approved by the local logic agency, may be published publicly.

Article 15

In three months after the publication of the local book and the local integrated Yearbook, the sub-units should send a message to the local log agencies.

Article 16 (Development of use)

Local communes in urban and district areas should organize and promote the development of local resources, strengthen local logic information and facilitate social use through local slogans (doors), information databases and local websites.

Article 17 (Responsibility)

In violation of this approach, there are one of the following acts, which are being converted by the municipal or district local logs to the time limit, and which are not later rectified to inform the following:

(i) To refuse to assume or fail to fulfil the codification mandate of the local log;

(ii) Changes in local book submissions have been made since the receipt was adopted.

Article 18

Local logs in the city and district can provide guidance and services for the compilation of other books and Yearbooks, as required by the relevant units.

Article 19

This approach has been implemented effective 18 May 2011.
