(Adopted at the 36th ordinary meeting of the People's Government of the city of Hert and Special, on 4 May 2011, No. 2 of the Order of the People's Government of the city of Hunger and Hui, which came into force on 1 July 2011)

Article 1 creates pollution from the environment, guarantees the physical health of the people, protects the urban environment, facilitates the safe handling and integrated use of cooking garbage and develops this approach in line with the relevant laws, regulations and regulations such as the People's Republic of China Act on Environmental Control of Solid Waste.

Article 2 of this approach refers to food waste, residues and long-term food generated by activities such as food processing, catering services, other than the daily lives of the population. (excluding residues)

Article 3. Access, disposal and related management activities for kitchen garbage within the city area apply.

Article IV. The municipal environmental protection administration is the competent authorities for the safe disposal of cooking garbage in this city, and the municipal office for the management of the daily supervision of catering for the safe disposal of garbage.

Ministries such as health, rural and urban construction, crop pastoral, meal control, urban governance, business and quality technical supervision, are working in collaboration with their respective responsibilities on the environmentally sound disposal of garbage.

Article 5

The Government of the city should grant recognition and incentives to units and individuals that make significant achievements in the disposal and resource use of cooking garbage.

Article 6. The kitchen garbage should be collected by the kitchen garbage and other living garbage, and no dumping of the garbage.

Article 7. The kitchen garbage units shall pay the catering and disposal fee in accordance with the prescribed standards, in accordance with the type and quantity of garbage.

The catering for the disposal of gargarbage is set up by the municipal finance, the development of a reform administration and the environmental protection administration.

Article 8. The municipal environmental protection administrative authorities shall determine, through public means, such as tendering, the delivery, disposal units, the granting of service permits, and the publication of the name and place of the receipt, disposal units to society.

Article 9

(vi) The products produced by the kitchen garbage disposal units should be consistent with the relevant national standards.

Article 10. The kitchen garbage must be made available to the competent disposal units for the meals generated and shall not be made available to units or individuals outside the provisions of article 8 of this scheme.

Article 11 prohibits the direct use of garbage as a livestock feeder.

All units and individuals are entitled to lodge complaints and reports of violations of the units and individuals set out in the catering system.

The executive authorities of environmental protection should, after reporting and complaints are received, promptly investigate, process and inform the reporting or the complainant of the results.

In violation of this approach, there is one of the following acts, and the time limit for the administrative authorities responsible for the protection of the environment is being changed and is not reformulated, with a fine of more than 500,000 dollars:

(i) The kitchen garbage units will confuse and confuse the meals with other living garbage;

(ii) The dumping of kitchen garbage;

(iii) The garage of the kitchen garbage units has not been targeted for the arrival of the point of departure and the daily garbage;

(iv) No receipts, disposal units have been established.

Article 14.

Article 15. In violation of this approach, there is no licence for catering services to carry out cooking garbage collections, forfeitures by environmental protection administrative authorities and a fine of up to $3000 million.

Article 16, in violation of this approach, provides for the use of closed-clocked vehicles for cooking or sequencing for cooking garage, which is addressed by urban management in accordance with the Regulations on Integral Sanitation Management and related provisions.

In violation of this approach, the products produced by the kitchen garage disposal units are not in accordance with national standards and are dealt with by quality technical supervision, agricultural pastoral services, in accordance with relevant laws, regulations.

Article 18, in violation of this approach, provides for the direct use of cooking garbage as a result of avian feeder, which is addressed by the agro-dustry administration in accordance with the relevant laws, regulations and regulations.

Article 19 Protection of the environment and other relevant sectors and their staff play a role in the management of catering for garbage, abuse of authority, provocative fraud, by virtue of law by their units or superior administrative authorities.

Article 20 provides that the executive authorities of the municipal environment may establish the rules in accordance with this approach.

The management of kitchen garbage disposal in the flag districts is implemented in the light of this approach.

Article 2
