Decision of the Government of the People of Blue Heavy Province on the revision of the Rural Shepherds of the Blue Heavy Province

(Adopted at the 90th Standing Meeting of the People's Government of the Blue Sea on 17 November 2011, No. 82 of 25 November 2011, published from the date of publication)

In line with the State Department's Rural Vivulnerable Work Regulation, in line with my province's actual practice, the provincial Government has decided to amend the five-pronged approach to rural pastoral areas in Blue Sea Province as follows:

Paragraph 3 of Article 3 amends to read: “The Village (Brazing) People's Committee assists the communes (communes) to carry out five maintenances in rural grazing areas and is responsible for the management and services of the five-providing target audiences in the village.

Paragraph 1 (a) of Article 7 reads as follows:

Article 8, paragraph 1, subparagraph (b), reads as follows: “The provision of living supplies, such as clothing, beds, and spare parts, cannot be given care for life”.

Article 8, paragraph 1 (c), was amended to read: “To provide housing that meets basic conditions of residence. Housing for dispersed quintiles should be renovated at the time of funding, and the Safeguarded Housing project in the agricultural pastoral area should give priority to the rehabilitation of nutrients, and housing provided by the five-care services in the rural pastoral area should be convenient to the survival of the five-provided target.

Paragraph 1 (iv) of article 8 reads as follows: The treatment of diseases for the benefit of the five insured persons should be linked to new local rural cooperative medical and urban and rural health care systems.”

Article 8, paragraph 2, was amended to read: “The five-year-old-care institution is still subject to compulsory education or has reached 16 years of age, enjoying the State's “doubling” policy to guarantee the cost of compulsory education. The executives such as education and poverty reduction should be funded in accordance with the relevant provisions.

Article 9 has been amended to read: “The five-proof-care standards in rural pastoral areas should ensure that the five-grid areas are required to live on a daily basis for the basic life of their breadwinners, without less than the average standard of living of the local rural pastoral population, and adjusted in accordance with the increasing standard of living of local farmers.

The five-profeeding criteria for rural pastoral areas are developed by the provincial Civil Affairs Department with the provincial finance sector, followed by the approval of the provincial Government. The Government of the State (land, city) may set up the criteria for the provision of five-size-growth for rural pastoral areas in this administrative area, but shall not be less than the criteria approved by the Government of the province and be published after the provincial civil affairs desk.”

Article 10, paragraph 2, was amended to read: “Decentralized for feeding, may be entrusted by the Village (Gazing) National Commission for the care of pastoralists, five-care providers or services provided by other social organizations and volunteers. Care is entrusted, the Village (Grazing) Committee, the commissioned escalators and the five-pronged-for-growth Tripartite shall enter into a book on five-prongagement agreements for rural pastoral areas, agree on their respective rights and obligations, implement service responsibilities and assist measures. The focus is on the provision of feeding services by the five-pronged service providers in rural pastoral areas. The five-care services in rural pastoral areas should be signed with the five-care-for-growth-care target and five-care-for-growth-care-raising agreements to clarify relevant rights and obligations.”

Article 11, paragraph 2, was amended to read: “The Government's financial sector should intensify its general transfer of payment subsidies, the State (terrioral, municipal), and the State's financial sector should fully arrange five maintenance funds, while providing financial support for the five-professional work. The Government's financial sector and the civil affairs sector are specifically responsible for the arrangements and management of the five-care funds.”

The individual text of the provisions was amended.

This decision is implemented since the date of publication.

The five-pronged approach to rural grazing areas in Blue Heavy Province was re-published in accordance with this decision.

Annex: five-pronged approach to rural grazing areas in Blue Heavy Province (as amended in 2011)

(Act No. 65 of 15 July 2008 of the People's Government of the Blue Heavy Province, pursuant to the decision of the 90th ordinary meeting of the People's Government of the Blue Heavy Province on 17 November 2011 to consider the adoption of the Decision No. 82 of 25 November 2011 on the publication of the People's Government of the Blue Sea of 25 November 2008 on the revision of the five-providing approach to rural grazing areas in Blue Heavy Province)

Chapter I General

Article 1 ensures the basic life of the five-pronged population in rural pastoral areas, establishes and improves the social security system for rural pastoral areas, in accordance with the State Department's Rural Vulnerable Work Regulation (hereinafter referred to as a minor regulation) and develops this approach in conjunction with the province.

Article 2 of this approach states that rural pastoral areas are hygienic, which refers to the provision of life care and material assistance to farmers in the areas of eating, dressing, burial, etc., in accordance with regulations and this approach.

Article 3

The Government of the commune (communes) manages five-pronged rural grazing areas within the current administration.

The Village (Grazing) National Commission assists the Government in the area of rural pastoral care and is responsible for the management and services of the five-providing target of the village.

Article IV encourages social organizations and individuals to contribute to and services for the provision of five caregivings in rural pastoral areas and five-grid areas.

Chapter II

Article 5

(i) No labour capacity;

(ii) A source of stable life;

(iii) The civil affairs component of the Government of the People of the District shall take the approval decision within 20 days of the date of receipt of the review and related material. The granting of five maintenance for the provision of care is granted free of charge to the five-professional certificate of the rural pastoral area, which is produced by the provincial civil affairs department; written statements that are not approved in accordance with the five-professional conditions should be made to themselves or to the applicant.

Article 7 provides for the treatment of five insured persons, with one of the following cases: the Village (Zoral) National Commission or the Rural Registance Agency for Vived Services shall report to the Government of the commune (communes), the People's Government of the commune (communes) and, after the approval of the Civil Affairs Department of the People's Government at the district level, write-off its Rural Registance Certificate, which terminates the provision of five care in rural pastoral areas:

(i) A source of stability;

(ii) Labour capacity has been available (with the exception of the age of 16 years, which has not been completed at the compulsory education stage);

(iii) The availability of statutory support, maintenance, maintenance and dependency obligations with the capacity to feed;

(iv) The death of the breadwinner, and the death of the funeral.

Chapter III

Article 8

(i) Provide food oil, sub-food, living water and living fuel.

(iv) Provide basic medical safeguards. The five-care-care-care-related diseases should be linked to new local rural cooperative medical and urban-rural health care systems.

(v) Distinguished. After the death of the five insured persons, a one-year burial subsidy for the feeding standard was paid, and the funeral was handled by the five-care service provider in the rural pastoral area or by the Village (Gazing) Committee.

The five insured persons who are under 16 years of age or who have reached 16 years of age are still subject to compulsory education, enjoy the State's “doubling” policy to guarantee the cost of compulsory education. The executives such as education and poverty reduction should be funded in accordance with the relevant provisions.

Article 9. The five-pronged-up criteria for rural pastoral areas should ensure that the basic life needs of the rural pastoral area for the day-to-day basic life of the breadwinner must not be lower than the average standard of living of the local rural pastoral population and be adjusted in accordance with the increasing standard of living of local farmers.

The five-profeeding criteria for rural pastoral areas are developed by the provincial Civil Affairs Department with the provincial finance sector, followed by the approval of the provincial Government. The Government of the State (land, city) can set up a five-professional standard for rural pastoral areas in this administrative area, but shall not be less than the criteria approved by the Government of the province and be published after the provincial civil affairs office is available.

Article 10 provides for decentralization for feeding and centralization. Vulnerable recipients may choose their own form of feeding, but mental diseases and severe infectious diseases are not easily concentrated and should be dispersed.

Decentralization can be facilitated by the Village (Brazing) People's Committee, which entrusts farmers, five-care-for-child care, or by other social organizations and volunteers. Care is entrusted, the Village (Grazing) Committee, the commissioned escalators and the five-pronged-for-growth Tripartite shall enter into a book on five-prongagement agreements for rural pastoral areas, agree on their respective rights and obligations, implement service responsibilities and assist measures. The focus is on the provision of feeding services by the five-pronged service providers in rural pastoral areas. The five-care services in rural pastoral areas should enter into feed-up agreements with the five-care target audiences and the village of the five-care-for-growth-care-up-care-up-up-up-care-up-up-to-size-fits-all.

Chapter IV Fund for feeding

Article 11 provides for five maintenance funds in rural pastoral areas, which is administered by land, sub-prime burdens, and arrangements for the financial budget of the Government of the county.

The Government's financial sector should increase its general transfer of payment subsidies, and the State (local, municipal) and the Government's financial sector should fully arrange for the provision of five maintenance funds, while providing financial support to the five-care service. The Government's financial sector and the civil affairs sector are specifically responsible for the arrangements and management of five-care funds.

Article 12 Funds for feeding are allocated annually by the district-level financial sector to the Principal level of Civil Affairs for the purpose of raising funds by the Civil Affairs Department. Recipient feeding is granted to five-care services in rural pastoral areas; dispersal forgiveness, direct distribution to five-care recipients, and the issuance shall be made in the VSV certificates for rural pastoral areas and signed by the consulate and the five-grant target or the licensee.

Article 13 has a collective operating income in rural pastoral areas, which can be financed from the collective operating incomes of the rural pastoral region, subsidies and improved life for the benefit of the five-career. The five-pronged target will refer to the contractor's land (billground) to another generation or use, with its benefits being attributed to all the beneficiaries.

The Government of the people at all levels may, with the exception of the donation of the donor's intentions, devote a proportion to five-care-for-sup-care-for-sup-care-for-saving-ups.

Chapter V

Article 14. Governments at all levels should increase the construction of five-care services in rural pastoral areas to integrate the construction of five-care services in rural pastoral areas into overall local economic and social development planning.

Article 15. The Government and the communes (communes) shall provide the necessary equipment and management funds for the five-care services in rural pastoral areas, with the necessary staff. The five-care services in rural pastoral areas are required to establish a sound internal system of democratic management and service management, with the necessary training of staff.

In rural pastoral areas, the day-to-day management of nutrient services, the provision of staff is made for the inclusion of the district-level people's Government in the financial budget and cannot be financed from the provision for feeding.

Article 16 provides for five-care services in rural pastoral areas that can be combined with their own practice to carry out productive activities aimed at improving the living conditions of the five-professional target, without using five-care funds in rural pastoral areas.

The production operation carried out by the Government of all levels of the population and the relevant sectors for the five-care services in rural pastoral areas should be given the necessary enabling and policy preferences.

Chapter VI Oversight management

Article 17 Governments of more than veterans at the district level and their relevant departments should strengthen, in accordance with the law, the supervision of the five-professional work in rural pastoral areas.

The financial sector should enhance the oversight management of the use of the five-professional funds.

The audit body should strengthen the audit of the use of five maintenance funds in rural pastoral areas in accordance with the law.

Article 18 Each year, verification of the changes of the five-care provider is carried out and dynamic management is carried out and should be secured.

Article 19

Article 20 provides for five maintenance in rural pastoral areas shall be open to information and government. The Government of the communes, the communes (communes) should send information such as the application for five care, the procedures for approval, the criteria for feeding and the distribution of funds to social announcements and social oversight.

Chapter VII Legal responsibility

Article 21, in violation of the provisions of this approach, provides for penalties under the regulations and relevant laws, administrative regulations.

In violation of article 6 of this approach, the village (grazing) consists of a member of the National Council of the village (Lords) who does not make public statements or give false opinions within the scope of the village, and is rectified by the Government of the communes (communes) or the territorial Government's civil affairs department.

Article 23 provides for the benefit of five farmers in rural pastoral areas, one of the following acts, who are criticized by the commune (communes) people's Government for the recovery of the five-professional funds and supplies:

(i) To deceive access to five-pronged treatment in rural pastoral areas by means of retreating, concealing, falsification, etc.;

(ii) The situation and the conditions of the family are changing after the enjoyment of the five-care services, without prejudice to the conditions set out in article 5 of this approach, without timely reporting, and, if any, the continued access to five-care services in rural pastoral areas.

Chapter VIII

Specific issues in the implementation of this approach are explained by the Department of Civil Affairs of the Provincial Government.

Article 25 The provisional scheme for the care of rural pastoral areas in Blue Heavy Province was repealed by the Government of the People's Republic of 23 November 2004.
