Integrated agricultural development funds and project management approaches in the town of Shein

(Adopted by the 59th Standing Committee of the People's Government of Shenung on 9 February 2012 No. 33 of 16 February 2011.

Chapter I General

Article 1, in order to enhance the management of integrated agricultural development funds and projects, ensure the safe operation and effective use of funds, ensure the smooth implementation of the project and develop this approach in line with the relevant laws, regulations and regulations.

Article II refers to the integrated agricultural development described in this approach, which refers to activities for the integrated exploitation of agricultural resources through projects such as land governance and industrialization, which have been approved by the National and provincial agricultural integrated development management agencies.

Article 3

Article IV Integrated agricultural development implements the agricultural Integrated Development Zone (hereinafter referred to as development districts).

The development of districts refers to areas, districts (communities) approved by the National Agricultural Integration Development Authority for the implementation of integrated agricultural development projects.

Article 5 Development of integrated agricultural development funds and project management within the Territory's Financial Department of the People's Government.

Within their respective responsibilities, sectors such as agriculture, water, forestry, land resources, environmental protection and electricity are well developed in agriculture.

Article 6. The municipalities and the development of county governments should organize the development of medium- and long-term planning for integrated agricultural development and integrate integrated agricultural development efforts into economic and social development planning within the present administration.

Chapter II Financial management

Article 8. Integrated agricultural development projects include:

(i) Specific funds for integrated agricultural development established by central, provincial and municipal finances;

(iii) Financial funds attracted through financial funding;

(iv) Social donations;

(v) Other related funds provided by States and provinces.

Article 9. The use of financial earmarked funds for the integrated development of agriculture is subject to a district-level accounting system. The development of district agricultural integrated development management institutions should implement the required reporting procedures and procedures. Integrated agricultural development funds should not be diverted in accordance with an integrated agricultural development finance, accounting system.

Article 10. Integrated agricultural development of land governance projects include:

(i) An amount of 1 per cent of the total financial resources for the integrated development of agriculture in accordance with the State's provisions for the development of counties in line with the annual plan for land governance projects;

(ii) The city, the development of district finances, in accordance with a total amount of 3 per cent of the total financial resources for the previous land governance project, respectively;

(iii) Income obtained through, inter alia, contracting, leasing, auctioning agro-industries;

(iv) People's Government, street offices, village councils, professional cooperative organizations for farmers and fund-raising.

Article 11. Integrated agricultural development works and escorts are used primarily for the day-to-day maintenance of integrated agricultural development works and equipment during the design of the project, as well as the acquisition of necessary small-scale simpler equipment and operating monitoring equipment. Expenditures for the acquisition of vehicles, salaries of personnel of administrative units, subsidies, etc.

Article 13

Chapter III Project management

Article 14. Integrated agricultural development projects include land governance projects and industrialization projects.

Article 15. The city and the development of district agricultural integrated agricultural development management institutions shall make annual project announcements on a case-by-tier basis, in accordance with the guidance on the declaration of the previous year project and the integrated agricultural development planning.

Article 17 declares that land governance projects should have the following conditions:

(i) Low-industry rehabilitation projects should be consistent with the overall land-use planning, with clear regional scope, and in line with watershed or slander planning, the project area has a guarantee of water conservation, drainage, basic availability of niche works, and the concentration of plots and potential for additional production. The year's single project has a relatively small area of development, which is not less than 1 million acres in principle than 5,000 acres;

(ii) The ecologically integrated governance project should have a clear regional dimension, the concentration of the governance sector, the development of governance conditions, and a clear effect on improving agricultural production conditions and the ecological environment. Article 19 declares that industrialization projects should have the following conditions:

(i) In line with national industrial policy and industrial development planning, there are clear resource advantages and features;

(ii) A declaration unit or its unit of control shall be independent legal personality;

(iii) An operating management mechanism consistent with market economic requirements has been established to ensure that the project is structured, safe and effective in use;

(iv) Establish close and reasonable benefits-based mechanisms with farmers;

(v) The duration of operation, economic indicators, financial indicators, etc., are in line with relevant requirements such as the annual project declaration guidelines of the National, provincial agricultural integrated development management bodies.

Article 20 Integrated agricultural development projects implement the solicitation system, the construction of a treasury, and the management system.

The procurement of survey designs, construction, treasury and major equipment for the land governance project is subject to open tenders.

The construction of the main single project on land governance is governed by units with corresponding qualifications or capacity.

Integrated agricultural development of financial funds, rural collective funds and the use of self-financing by farmers, the main elements of project construction, and the project construction units should be shown in the project area.

Article 21 project implementation units should be implemented in accordance with approved design organizations, and construction units should be strictly designed to change construction sites, scales, standards and key construction elements.

The comprehensive agricultural development project should be completed in accordance with the relevant provisions. The development of district agricultural integrated development management institutions should be prepared for pre-project receipt.

Article 23. The development of district agricultural integrated development management structures for the successful harvesting of eligible land governance projects should be clear-cut and the organization of handover procedures.

Article 24

(i) Cross-commercial hydrothermal works are determined by the development of the territorial Government;

(ii) Cross- Village engineering is the relevant management body for townships;

(iii) Work in the village is a village council or a collective economic organization of the village;

(iv) Single works involving a farmer to benefit farmers.

Chapter IV Oversight inspection

Article 25 The city and the development of district agricultural integrated development management institutions should strengthen monitoring inspections and supervision of the construction of integrated agricultural development works, the use of funds and the construction of post-primary care, etc.

The financial sector of the city and the development of the county governments should strengthen the monitoring of integrated agricultural development funds and financial work.

Article 26: The city and the development of the territorial Government's audit department shall carry out an annual inspection of the funds for integrated agricultural development, in accordance with its responsibilities.

Article 27 provides that the Integrated Agriculture Development Authority should conduct public proceedings and receive social oversight.

Reports of violations committed in the context of integrated agricultural development should be taken into account in accordance with the law and in accordance with their respective responsibilities, identifying facts on reporting matters and dealing with them by law.

Chapter V Legal responsibility

Article 28, in violation of this approach, provides that project declaration units or individuals are deceptive of financial earmarked funds for the integrated agricultural development of agriculture, are recovered by the Integrated Agricultural Development Authority and receive a fine of up to 50 per cent of the funds earmarked for financial purposes; and that criminal liability is lawful.

Article 29, in violation of this approach, provides that no land governance project shall be declared without the development of a sanctuary fund for the project in full compliance with the requirements.

In violation of this approach, a project implementation unit or a person has one of the following acts, which is being restructured by the development of an integrated agricultural development management authority in the district, and which cannot be declared an integrated agricultural development project within three years:

(i) The presentation of project declaration materials to be false;

(ii) Failure to implement construction standards or self-reform project implementation units or individuals, construction content, location and development scales;

(iii) There is no force majeure to extend the project construction period or the annual receipt of the project.

Article 31, in violation of this approach, deliberately undermines the destruction, destruction and destruction of the agricultural integrated development project construction facility, which is punishable by law by public security authorities.

Article 32 Abuse of authority, negligence, infrastructural fraud by staff of the Integrated Agricultural Development Authority and related sectors in the context of integrated agricultural development efforts, is governed by the law.
