Decision of the Government of the People of the Blackang Province to amend the Archives of Urban Construction in the Blackang Province

(Adopted at the 63th ordinary meeting of the Government of the Blackonang Province on 5 December 2011, No. 8 of the Order of the Government of the Blackron Province, which was published as of 1 February 2012)

The Government of the people of the Blackang Province decided to amend the Archives Management Approach to Urban Construction in the Blackang Province as follows:

A change of name is made to the “Rural planning”, urban construction” in “urban planning”, “urban planning”, and rural and urban construction”.

Article 1 amends to read: “In order to strengthen the management of rural and urban construction archives, to fully play the role of rural and urban construction archives in urban planning, construction and management, and to develop this approach in line with the relevant legal, legislative and regulatory provisions of the People's Republic of China Archives Act, the People's Republic of China Rural Planning Act, the Construction of Quality of Engineering Regulations”.

Article IV amends as follows: “The Provincial Authority is responsible for the management of the Archives in the province and is operationally subject to the supervision and guidance of the provincial archives administration.

The establishment of administrative authorities by the Government of the city (local), district (community) or the urban and rural planning administration authorities (hereinafter referred to as the urban Archives sector) is responsible for the management of the city's archives within the current administrative area, with operational oversight and guidance in the same archives administration.

The urban Archives sector should strengthen operational guidance for the construction of archives in small towns and rural new construction works and identify the communes (communes) for the collection of files, and the Government of the commune (communes) should identify the archival management responsible for local construction activities.

Article 6 has been amended to read: “The construction of the Archives shall be in line with the standards for the construction of the Archives and the Archives Architecture Architecture Architectures, which are financed by the local people's Government, in accordance with the relevant provisions of the State, the province.

The urban Archives Management Fund is included in the same-tier budget management.”

Articles 17 and 17 should be replaced with article 18, which reads as follows: “The persons involved in the construction of the archives in the city shall have the relevant expertise in the archives and construction of works, receive professional training in accordance with the relevant provisions of the State and are eligible for examination”.

Article 22 was replaced with article 23, paragraph 1, which reads as follows: “The construction units are not sent to the construction project archives in accordance with the prescribed period and scope, and are processed by the Archives of the construction of the Archives in the town of the district, in accordance with article 59 of the Construction Quality Management Regulations”.
