(Adopted by the 163th Standing Committee of the People's Government of the Grand State of 16 December 2011, No. 62 of 5 January 2012 of the Decree No. 62 of the People's Government Order No. 62 of 5 January 2012 (Act No. 62 of 1 March 2012)

Article I, in order to strengthen the construction management of the works of civilization, preserve the urban environment and develop this provision in line with the relevant national laws, regulations and regulations.

Article 2 states that the construction of civilization is referred to in activities such as construction and construction, construction and dismantling, and in accordance with the provisions for measures to guarantee the physical health of construction on-site operations, urban congested sanitation and construction personnel and to effectively reduce construction activities that adversely affect the surrounding environment.

Article 3. Activities relating to construction and construction, the dismantling of constructions and their supervision within the city's administration are applicable.

This provision is not applicable to the hijacking, railway and military construction works.

Article IV. The Urban Management Administration Department is responsible for the coordination of the organization responsible for the construction of civilization in the city and organizes the implementation of this provision.

The urban administration has established a civilized construction reporting line (12319) to establish a clearing-house mechanism between the engineering administration and the rapid processing of complaints.

Article 5

(i) The construction of the executive branch is responsible for the supervision of the construction of civilization works in housing buildings and municipal infrastructure.

(ii) The water administration sector is responsible for the supervision of the construction of civilization in water works.

(iii) The forest park administration is responsible for overseeing the construction of civilization works in the greening works.

(iv) The Transport Administration Department is responsible for overseeing the construction of roads in the cities (other than in human and related public sites).

(v) The Urban Management Administration Department is responsible for overseeing human exhumation and the construction of occupants.

(vi) The port administration sector is responsible for the supervision of the construction of civilization works at ports.

(vii) The Highway Administration Department is responsible for overseeing the construction of civilized road traffic works.

The integrated urban administration of law enforcement agencies and the engineering administration sector are responsible for administrative penalties for the offences committed under the law.

The works administrations of Article 6 should establish a civilized construction ombudsman system that will record the conduct of civilized construction management in the enterprise's integrated integrity evaluation system.

Article 7. The construction units shall perform the following management responsibilities:

(i) In construction of works and buildings, construction of works, or direct launch kits, the requirement and measures for civilization construction are clearly defined, and the cost of security civilized construction measures are included.

(ii) In the preparation of engineering estimates and budgets, in accordance with the relevant provisions of the State, the cost of security civilized construction measures in the contract and related requests, clearance, payment and settlement.

(iii) Provision of documents relating to construction contracts and security of civilization construction measures when the construction licence is handled.

(iv) Prior to the construction of the engineering design document, the organizational design cell conducts on-site surveys of buildings, constructions and various types of routing, facilities to present specific technical measures and requirements for the construction of civilization, and submits written advice from the construction, construction and routing, facilities management units and design requests from the environmental administration to design units, construction units and road maintenance units.

(v) Implementation of security, civilization construction measures, inspection, promotion and assistance to construction units in the implementation of civilized construction, without requiring the construction units to reduce the standards of civilization.

In preparing the design document, the design cell shall, in accordance with the written opinion of the construction of civilization construction provided by the construction of the engineering survey and construction units, provide protection requirements for construction of buildings, constructions and various pipelines, facilities and select, as a matter of priority, construction techniques, processes and construction materials that favour civilization.

Article 9

(i) To implement civilized construction management measures, as required by this provision, to implement civilized construction responsibilities and to establish a civilized construction inspection system.

(ii) The construction management of the total contractor should be carried out by the subcontracting units to comply with the management provisions of the overall contractor unit and to implement the responsibility for the management of the civilization construction of subcontracted works.

(iii) In accordance with the written advice and the design documentation requirements of the construction units, specific measures for the construction of civilization are identified in the construction organization design document and are carried out after the confirmation of the approval of the institution.

The construction unit should be restructured in a timely manner in violation of this provision in the construction activities.

Article 10 Implementation of the work of the prison system shall perform the following management responsibilities:

(i) Approval of the construction organization design document developed by the construction unit to implement civilized construction management measures and to review the cost of the construction of the construction unit's civilization measures.

(ii) In the course of the implementation of the institution, it was found that the construction unit was in violation of the provisions of civilized construction management and that the construction unit should be required to be restructured; the construction unit should be required to suspend the construction and report to the construction unit.

(iii) The construction unit, in violation of the provisions of civilized construction management, refuses to modify or stop construction, reports to the engineering administration in a timely manner.

In accordance with the law, regulations do not require the implementation of the treasury works, the construction units perform the management responsibilities set out in the preceding paragraph.

Article 11. The construction units shall be posted on the ground by 7 days of the start-up work and shall include the engineering profile, the construction plan, the name of the responsible units of the parties and the name of the project manager, the complaint telephone.

The construction of roads that affect the larger urban roads, and construction units should develop transport organization evacuation programmes, emergency prestigation and road rehabilitation programmes, and disseminate information such as construction announcements through media such as municipal TV, newspapers, radio stations, etc.

Article 12. The construction site shall establish the facilities in accordance with the following requirements:

(i) A construction motto at awakening location and post the relevant licence. The construction motto should clarify the name of the project, the name of the construction, construction, treasury units and project chiefs, the name of the oversight body, the date of the work planned and the monitoring of the complaint telephone.

(ii) The construction area should be separate from office and living areas, with adequate security distances and the corresponding isolation measures; occupation, excavation of urban road construction, and non-necessary regional and facilities such as office premises, accommodations, etc.

(iii) The construction site should be established for four weeks and closed. Road blocks should be used for work such as linear works, closed urban roads.

(iv) The garbage and sediment ponds should be set up at the workplace and equipped with high-pressed washing water guns; there is no pipeline works for the washing facilities, a closed urban road, and construction units should use mobile water sprayed vehicles and arrange workers' integrity.

(v) The use of steel slots in the field of work, the use of bamboo or bamboo blends, which should be painted and should not contain a clear suffrage, and the uniform application of a green-flight safety net.

(vi) Construction materials and equipment facilities on the construction site should be installed in the area determined in accordance with the overall picture of the construction and be labelled, and should not be placed on the ground.

(vii) Building on-site roads should be accessible and open drainage facilities and emergency facilities.

Article 13. The construction units shall prevent the contamination of the construction voice, in accordance with environmental noise, and shall not exceed national and local noise emission standards. The construction unit should monitor the noise generated by the construction site, in accordance with the automotive measurement method of the construction site.

Article 14. The construction unit shall comply with the following provisions for the prevention of dust:

(i) Construction work should be carried out either by distributing cement or by merging commodities; the use of bags, such as transportation, construction sites, should be approved by the construction administration.

(ii) The construction of ground-breaking material should be carried out by a precautionary measure such as seal or bunciation.

(iii) The prohibition of the vailing of sub-constructional waste, which should be met in a timely manner, in accordance with the relevant provisions of this city.

(iv) The transport of radioactive material shall be subject to the relevant provisions of the management of dischargeal material in the city.

(v) The demolition of work should be carried out with a nodule measure. The construction sites cannot be opened within 30 days of the completion of the construction work, and the construction units should take measures such as coverage, ground hardness, and micronutrient.

(vi) Removal of material from the building or in the area where the construction of the ground-breaking dust is to be carried out, inter alia, through measures such as cholera or spraying.

(vii) Prohibition of the burning of construction wastes and living waste.

Article 15. The construction units shall apply to the water administration for the procedures for carrying out the construction of drainage, and shall be subject to the provision for temporary drainage.

The construction site should establish a network of sediments and drainage (coups) to prohibit the direct placement of fervents into urban drainage networks or rivers.

Article 16 provides that the construction unit conducts the fertilization operation or the use of light light light light lighting at night construction, and should take effective measures to avoid the direct targeting of residential homes.

In addition to meeting the need for night safety at work, the use of powerful light sources should be stopped at night from 22 to 6 p.m.

Article 17 works on the road of cities, construction units shall operate in accordance with the approved road and in time, and take protective measures in the direction of safety distances from construction sites.

In the context of conservation, maintenance of construction operations on the urban road, safety alert signs and security protection facilities should be established in accordance with regulations. Vehicles for road conservation operations, machines should install a warning light, painting a clear logic case, which should start a warning light and a dangerous alert light.

The construction of the works adjacent to the road or the trajectory should be accompanied by a security protection facility along the road and a warning and guidance sign.

Article 18 Construction units and construction units should be well-established to build safety on the ground and to implement fire protection measures.

In the construction process, the construction unit should be able to carry out an accompanying visit to neighbouring units, community-related construction-related construction impacts and re-exploitation efforts to improve civilization construction based on feedback.

Article 20 should establish civilized construction files and record the construction of civilization.

The construction unit should dismantle the garbage, the security protection facility and other temporary facilities before the construction unit has completed the work.

After occupation, excavation of road construction works in cities, construction units should remove barriers on the road, remove security shocks and cleaning sites before the expiry of the approved construction period.

Article 22 Specific criteria for the construction of works of civilization are implemented in accordance with the criteria for the construction of civilization in construction works in the city of Hiroshima, annexed to this provision; adjustments are required and are organized by the municipal construction administration.

The city-building administration will establish a construction evaluation system with the various engineering administrations, organize an evaluation of the construction of the enterprise civilization and make the evaluation available to society after the review of the urban administration.

Any unit or person entitled to report on the violation of this provision.

Article 24 Construction units, design units do not fulfil the responsibility for the management of civilized construction under article 7, article 8, which is being restructured by the executive branch of the engineering administration; fines of over 5,000 dollars at the expense of the enterprise civilization construction evaluation file.

Article 25

Article 26 Construction units have not been notified in accordance with article 11 of this provision, which is being corrected by the executive branch of the engineering administration, which is less than 5,000 dollars overdue.

Article 27, subparagraphs (i), (ii), (v), (vi) and (vii) of this provision, is incompatible with the requirement for construction on-site facilities, which are converted by the responsibility of the engineering administration, which is later uncorrected, with a fine of up to $200 million.

Article twenty-eighth construction units violate the light lighting requirements set out in article 16 of this provision, which is being corrected by an integrated urban administration law enforcement authority, and a fine of up to $200 million for more than 5,000.

Article 29 of the construction unit violates article 12, subparagraphs (iii), (iv), 14 and 17 of the present article, administrative penalties for division of labour established by the integrated urban management law enforcement agencies in accordance with the Integrated Law Enforcement Rules of Urban Management in the State of Broadcast.

In violation of other offences under this provision, the laws, regulations, regulations and regulations have already been penalized by the relevant administration.

Article 31 concerning the administration of the administration and its staff members who do not perform their duties in accordance with the law, shall be administratively disposed of by the organ of the Exemptive Authority or by the inspectorate, in accordance with the authority of management, to the competent and other direct responsible personnel directly responsible; and constitute a crime, with the judiciary being held criminal responsibility under the law.

Article 31

Annex: Standards for the construction of civilization in the construction of works in the city of wide states

Construction blocks

(i) The wall.

(ii) The floor.

Industrial works, water works and dismantled works are likely to be closed by blocks over 15 years.

Absorium of light steel (pressions) or a bi-stop steel (botboard) is used, with a high altitude of 1.8 m, the peripheral steel is sustaining and, through the Cyber and the ground, the steel column is less than 3.3 m.

The peripheral line is uniformed by 20 cm high, 18 cm brick walls, preventing redundant diameters.

(vii) A closed management on the ground.

The entrance should be given a full-time escorter and a system of supervision, which is effective.

The personnel entering the construction site should be given a working card such as the construction of the Engineering Pinalka, which should be assembled.

(viii) Facilities such as office premises and accommodations shall not be established at the time of approval of the occupation of municipal roads.

Living facilities

(i) The area of living should be equipped with the following facilities: tea, behmet tanks and showers, water blocks or mobile toilets, sealed waste containers. During the summer construction period, the facilities for drought-prevalid equipment, such as tea water tanks and tea.

(ii) A kitchen.

Collective kitchens should be constructed on the construction ground away from the building blocks, operating places, sewage and other sources of pollution. (iv) toilets.

Green pollution control

(i) The construction site is stationed with storage equipment such as cement, fish tanks (coups) and the equipment owner is responsible for issuing the registration form to the dispersal management body.

(ii) The construction site should be concentrated and 100 per cent adopt measures such as coverage or sequencing.

(iii) The dismantlement of the work must be carried out by spraying measures, and the weather forecasts should be stopped when they reach a level 5. The residue will be completed within three days of the completion of the construction and shall be subject to the relevant provisions of the dismantlement.

Health first aid

(i) More than 500 construction sites should be established and other construction sites must establish effective medical emergency kits.

(ii) The construction site should be trained and qualified first aid workers to understand knowledge for general first aid.

(iii) To guarantee the health of operational personnel, health-related education should be carried out on a regular basis in times of epidemics and pinpoints.

ix, construction waste and living waste disposal

(i) A sealed garbage station was established on the construction site and a garbage classification was carried out in accordance with the relevant provisions of the municipal administration for the management of garbage management.

(ii) The garbage of living shall be cleaned in a timely manner, concentrate on the transport of containers and establish exclusive management.

(iii) There shall be no burning of toxic, hazardous substances on the ground and the disposal of toxic and hazardous substances is governed by the relevant provisions.

Temporary construction works, farmer subsistence and other gross investments in small-scale construction works of up to 300,000 dollars or building area of 300 square meters

(i) The use of a blueprint block to protect a green safety net.

(ii) The duration of construction operations is limited from 6 to 22 hours a day.

(iii) The emissions of residues or solid wastes should be subject to the relevant provisions of the city and the net cleaning of transport vehicles when they move to work. Public means: proactively speaking on the theme: building civilized construction orders in rural and urban areas
