Modalities for the management of the operation of the Syvannas project

(Health of 2 February 2012 at the 118th Annual Meeting of the People's Government to consider the adoption of the Decree No. 263 of 12 February 2012 for the release of the Government of the People's Republic of China, effective 1 April 2012.

Article 1 effectively protects and rationalizes the use of the metropolitan resources in order to regulate the operation of the project in the area of the landscape, and develops this approach in the light of the State Department's Regulations on the Lyuistic Region, the Regulations on the Resistance of the Metropolitan Region and the relevant laws and regulations.

Article 2 units and individuals involved in the operation of the wind area projects in the administration of the city should be respected.

This approach refers to the right of access to transport, services, such as accommodation, accommodation, sports, recreation, commodity sales, photographs, etc., in accordance with the relevant legal regulations and methods.

Article 3 governs the operation of the wind area project, which should be guided by the principles of scientific planning, strict protection, harmonization of management and the reuse of the land.

Article 5 Streams management should develop specific design programmes such as the types, standards, conditions, duration and scope of the operation of the wind elite project, based on the planning and development needs of the landscape area.

The LLG projects operate for a maximum period not exceeding 20 years.

The decision of the Greenhouse Authority and the executive authorities of the Länder (Autonomous Regions) shall be taken within one month to approve a programme for the operation of the Lyon project.

Article 7. The management structure of the wind landscape should determine the eligible operators in a manner consistent with fair competition, such as tendering, auctions, wall names, in accordance with the approved programme for the operation of the wind landscape. The LEOs should enter into agreements with project operators to determine their rights obligations under the law.

Residents in the wind area who use their own residence for business activities shall be subject to the consent of the LLRA.

Article 8 operators who have access to the operation of the project in the Yumkon area and those who have used their residences in the area of the landscape shall operate in accordance with the law.

Without access to the operational power of the wind poles project, the operation of the project shall not be carried out in the area of wind poles.

Article 9. The optimum resources of the landscape are owned by the State and are engaged in the operation of the project in the area of the landscape, which should be paid in accordance with the law.

Equitable competition, such as tendering, auctions, wallchmarks, has been determined by the operators, with the successful resources available for fair competition, such as tendering, auctions, wallboards.

The win-win resources are managed on a cost-of-payment basis.

Article 10 Competents of the Empretecity project shall have the following conditions:

(i) The corresponding qualifications and qualifications;

(ii) A good credit;

(iii) Practical business programmes;

(iv) There are corresponding financial guarantees;

(v) Other conditions set out in the laws and regulations.

Article 11. The operation agreement of the Yukon project shall include the following:

(iii) Safe production, resource protection and eco-building measures during the implementation of the agreement;

(iv) The termination and modification of the right to operate in the project;

(vi) Debt and asset disposal at the time of expiration or termination of the right to business;

(vii) The disposition of tenure and duration of operation in force majeure;

(viii) Liability for default;

(ix) Dispute settlement;

(x) Other matters considered by the parties to be agreed.

The greening authorities of the city plant will develop model text of the business agreement on the operation of the Yumkon project with the municipal business sector for the parties' choice.

Article 12 Operational agreements of the National Level and Trans-Sectoral (Autonomous Region) project, which should be presented by the Länder (Autonomous Region) management body in 10 working days; and other municipal landscapes project operating agreements, which are presented by the local landscape management body in the area where the agreement is signed (Autonomous Regions).

Article 13 involves projects such as public safety and the maintenance of the operation of tourists in the area of excellence, which should be taken over in a timely manner by the management agencies of the landscape, after the expiry of the operation or the dismissal of the law. In taking over over the management of the landscape, the operators should work together with the management of the Yukon region to maintain normal operations.

The claim liabilities of the original operator of the project taken over are not altered by the taking of the account.

After taking over the project by the LEO, the operators should be redefined in a timely manner, in accordance with the provisions of this approach.

Article 14.

(i) The use of inappropriate instruments such as misleading, deceiving, selling commodities or providing services;

(ii) At the end, the sale of goods or the purchase of the buyer;

(iii) To facilitate the operation of the law or other unlawful activities.

Over a period of one year, in violation of the preceding paragraph, the removal of its project operation authority and the termination of the project operation agreement.

Article 15. One of the actions of the Operators of the Yumkon project is to be converted by the management agencies of the landscape; to the end of their project operation agreement by the end of the project's business agreement:

(i) The absence of a development plan or a project operation within one year from the date of the acquisition of the operation of the Yukon project, with the exception of force majeure;

(ii) Removal of the scope of operation and the area of operation;

(iii) Reimbursement of royalties are not provided for.

Article 16 Operators of the Yumkon project took one of the following acts during their operation, and the management of the Lyuang area should remove its project operation authority and terminate the project business agreement:

(i) The unauthorized suspension, the influence on public interest or public safety;

(ii) The occurrence of security accidents, such as quality, production, food and sanitation, owing to mismanagement;

(iii) Other business activities prohibited by law and regulations.

In the course of investment, construction, operation, the Operators of the Lyang Metropolitan Zone project have caused damage to the surroundings, water, forest plantation, wildlife resources and the geospatial landscape, which are responsible for the suspension of the offence, the duration of the period of recovery or other remedies; the failure to recover the status quo or the effective measures taken, and the management of the Lyu region should remove its project operation authority, terminate the project's business agreement and punish it in accordance with the relevant legislative regulations.

Article 18, in violation of this approach, stipulates that citizens, legal persons or other organizations that do not have access to the operational power of the Yumkon project, do not have access to the operation of the project in the area of the landscape, are subject to punishment by the management body of the landscape, or by the relevant administrative authorities in accordance with the relevant legislation and regulations.

Article 19, the management of the landscape and other relevant administrative bodies operate in the area of wind poles and oversee management, abuse of their functions,ys of negligence, provocative fraud, conversions by their superior administrative organs or supervisory bodies; and, in the event of serious circumstances, by law of the competent and other direct responsible personnel directly responsible; and transfer of suspects to the judiciary.

Article 20 violates the provisions of this approach, and other laws and regulations provide for penalties from their provisions.

Article 21

The operation of the project, which was previously implemented in the area of wind poles, has not been completed, and should be concluded by the MSS and operators in accordance with the scheme in accordance with the original scope of operation and the remaining length of the operation; and the time period of operation has expired, and the operators should be re-established in accordance with this approach.
