Decision of the People's Government of Glin Province concerning the repeal and modification of the regulations of some provincial governments

(The 2nd ordinary meeting of the People's Government of Glin, 22 February 2012, considered the adoption of the Decree No. 231 of 29 March 2012.

In order to better build the rule of law government, to fully promote the administration of the law and to preserve the unity of the socialist rule, the provincial government has been cleared in accordance with the relevant requirements of the Department of State for regulatory clearance. After clearance, the provincial Government decided that:

repeal of six regulations of the provincial government

(i) Modalities for the management of road feeding in the provinces of Glinin (issued No. 62 of 29 July 1992 by the People's Government Order No. 84 of 15 December 1997, amendment No. 154 of 23 February 2004)

(ii) “Guilion and sanitation management approach in urban cities in Chilin Province” (No. 13 of the People's Government Order No. 13 of 22 May 1994 and as amended by the People's Government Order No. 85 of 26 December 1997)

(iii) The National Asset Management Approach (Time) of the Glin Province (Time) (Act No. 16 of 7 June 1994)

(iv) The Government of the People's Government of the Chilin province's provision for incentives to report on cases where there is merit in theft (issued No. 34 of 20 September 1995)

(v) Development of new wall management provisions in Glini province (published No. 137 of the People's Government Order No. 137 of 4 April 2002)

(vi) Approach to phasing out the management of ozone-depleting substances in Glin Province (published No. 183 of 14 April 2006)

Modification of provincial government regulations

A number of provisions were made for the award of socio-science excellence in the province of Chilin (issued No. 94 of the People's Government Order No. 94 of 18 June 1998) as follows:

(i) Amendments to article 8 to the selection of the “Greenhance of Social Science Awards”, and incentives for work are carried out every two years. Prior to the start of the award, the Evaluation Committee issued a notice in the media, such as the Glin Day.

(ii) Article 12 should be amended to implement a three-tier evaluation system for the “Health Achievement Award for Social Sciences in Glin Province”. According to the Social Science Institute, the first instance team was established by municipalities, state councils, and the results of the assessment were first instance. In the first instance, the evaluation committee organizes expert evaluation teams. Through review, the evaluation committee has finalized the proposed award results.

(iii) Amendments to article 13 as “the proposed award results are issued by the Evaluation Committee in the media, such as the Gylin daily newspaper”. No objection has been made within 15 days from the date of publication of the proclamation and may be submitted to the Evaluation Committee that the Evaluation Committee shall take a decision within 15 days”.

This decision is implemented since the date of publication.

Several provisions have been made for socio-science excellence in the province of Glin, which have been revised in accordance with this decision.

Annex: Several provisions for the award of socio-science excellence in Glin Province

(Act No. 94 of the People's Government Order No. 94 of 18 June 1998 No. 94 of 29 March 2012, in accordance with the Decision of the People's Government of the Chilin province on the Abolition and Amendment of Parts of Provincial Government Regulations)

Article 1, in order to encourage the active and creative conduct of scientific research by persons engaged in social scientific research, to promote the prosperity and development of the socio-science cause, to better serve the economic and social development of my province, and to develop this provision in accordance with the province's practice.

Article 2, which establishes the Social Science Award in Glin Province, rewards the collective and individual individuals that are consistent with the good results of social scientific research.

Article 3: The Social Science Evantage Award is divided into three categories:

(i) Books, including social sciences published by the official publisher, translations, tools, materials, archaeological collation publications, customs, research information, local logic;

(ii) Differences, including papers, survey reports;

(iii) Advisory results categories, including counselling programmes, advisory reports, and evidence reports.

Article IV The Social Science Evantage Award is divided into one such award, two awards and three awards. The award of awards and awards for the award of awards. The award was made by the provincial capital.

Article 5

(i) Publicly published social scientific works at home and abroad;

(ii) Reports on social sciences published in national, state newspapers or foreign newspapers;

Article 6

(iii) Tools (including research materials) scientific, reliable, knowledge-based and high reference values for academic studies;

(iv) The archaeological collation of publications, which are faithful to history and research and are innovative and have important learning and reference values for contemporary social scientific research;

(v) There is a strong scientific, knowledge-based nature of articulating and disseminating social scientific knowledge;

(vi) Reliable information on local logs, which are accurate and have high historical value;

(vii) The accuracy of the translations and the high reference value of researching major theoretical and practical issues in the modernization of our country, contributing to the deepening of academic studies;

(viii) The uniqueness of the paper, the innovative argument, creative, and the active role of addressing the major theoretical or practical issues of realistic life;

(ix) Investigation reports, evidence reports, counselling programmes, advisory reports adapted to the needs of social practice, are well-liable and more innovative, and are adopted in the direction of the city, the state and the direction of the decision-making process, making a clear role for promoting economic or social development in the province, the region.

Article 7. The evaluation and award of the Social Science Evangelical Achievement Award in Glinin Province is the responsibility of the Evaluation Committee for the Social Science Evangelical Achievement (hereinafter referred to as the Evaluation Committee).

The Evaluation Committee consists of experts, scholars and heads of relevant sectors engaged in social sciences, with less than two thirds of those who are serving high-level professional technical functions.

The day-to-day work of the Evaluation Committee is the responsibility of the Federation of Social Sciences in Glin Province.

Article 8 Prior to the start of the award, the Evaluation Committee issued a notice in the media, such as the Glin Day.

Article 9 awards for social sciences awards are carried out in accordance with the evaluation awards programme, which is developed and organized by the Evaluation Committee.

Article 10

Article 11 takes part in the collective and personalities of the Award for Social Ecological Evangelical Achievement in Glin Province, which declares its research results in accordance with the following provisions:

(i) The members of the various provincial institutes of social science have been declared to the Institute;

(ii) The declaration of the City, State Social Sciences Workers to the city, the Federation of Social Sciences of the State (hereinafter referred to as the city, the National Institute of Social Sciences);

(iii) The author of a declaration other than one or the second of this article is directly declared to the Evaluation Committee and transmitted to the relevant provincial institutes.

Article 14.

Article 15. Persons engaged in evaluation must uphold the principles of good governance, prohibiting misrepresentation, favouring private fraud and bribeing.

In violation of the provisions of this article, the administrative disposal of its units, superior organs or the relevant authorities is subject to the law of the organ concerned.

Article 16 imposes upon the evaluation committee the incentive and administrative disposition by its units, superior authorities or the relevant authorities, in violation of other relevant laws, regulations and regulations.
