(The third ordinary meeting of the Government of the Turkmen Republic of 9 April 2012 considered the adoption of the Decree No. 87 of 23 April 2012 concerning the Government of the Bobo People's Government of Bosnia and Herzegovina, No. 87 of 1 June 2012.

Article 1 provides incentives for organizations and individuals that make important contributions in promoting scientific and technological progress, enhancing technological innovation, mobilizing the active, creative nature of science and technology practitioners, accelerating the implementation of the Cyberculture Strategy, promoting economic development and industrial restructuring, empowering autonomous innovation, building innovative cities, and developing this approach in line with the provisions of the National Science and Technology Approval Regulations and the Regulations on the Progress of Science and Technology in Bobo City.

Article 2

Article 3 establishes a municipal science and technology award by the Government of the Turkmen people.

The municipal science and technology awards are divided into special science and technology awards, scientific and technical cooperation awards, scientific and technological advances awards, technical invention awards, and sporadic science and technology awards.

Article IV Science and technology incentives for the implementation of autonomous innovation, focus on cross-cutting, development-led and future approaches; upholding respect for knowledge, respect for talents; encouraging autonomous innovation and the integration of production studies, science and technology results promotion applications; focusing on science and technology levels and the achievement of autonomous intellectual property rights; and focusing on the contribution and benefits of science and technology in addressing the important issues of economic and social development in my city.

The recommended, evaluated and awarded awards of the municipal science and technology awards, upholding the principles of openness, equity, impartiality, justice, and administering them in accordance with the law, with a view to effectiveness, strict evaluation criteria, free from illegal interference by any organization or individual, and preventing misleading.

Article 5

The Committee for the Evaluation of Municipal Science and Technology Awards is responsible for the evaluation of municipal science and technology awards. The Evaluation Committee is composed of experts, scholars from the municipal science and technology administration.

Article 7 encourages social forces to establish social science and technology awards. The science and technology awards established by the social forces should be registered by the municipal science and technology administration and no fees should be charged in incentive activities.

Article 8

The Social Science and Technology Special Award was awarded to the following scientific and technical workers:

(i) A major breakthrough or a significant contribution to promoting science and technology development before contemporary science and technology;

(ii) In science and technology innovation, the transformation of scientific and technological outcomes and the industrialization of high-technical technologies, access to a series of or major technological inventions, technology innovation, industrialization and the creation of significant economic benefits or social benefits.

The Special Award for Urban Science and Technology has been granted up to 2 per year and no eligible candidates can be vacant.

Article 9. The Urban Science and Technology International Cooperation Awards the following foreigners or foreign organizations that make an important contribution to the scientific and technological cause of this city:

(i) Cooperate with this city in researching and achieving significant scientific and technological results;

(ii) The transfer of advanced science and technology, the development of talents and the effectiveness of them;

(iii) An important contribution to the promotion of international scientific and technological exchanges and cooperation in the city.

The Award for International Cooperation in Science and Technology in the city does not exceed 5 per year.

Article 10

(i) To apply to the promotion of scientific and technological outcomes with advanced national or autonomous intellectual property (including new products, new technologies, new processes, new materials, new designs, bionews and technological inventions), and to achieve significant economic benefits or social benefits;

(ii) In the construction of major engineering projects, the adaptation and introduction of enterprise technology, sterilization, and the inclusion of advanced technologies abroad, the overall technology meets national advanced levels and has achieved significant economic benefits or social benefits;

(iii) The important contribution made to the national security, socio-public science and technology work on the basis of science and technology, such as standards, measurement, information, scientific and technological management, and the achievement of tangible results;

(iv) To make an important contribution to the development of science and technology in the city as a whole, in cooperation with higher institutions, research development institutions, scientific and technological enterprises in research development, technology transfer, talent development and international scientific and technological exchange and cooperation;

(v) Other science and technology projects that are in line with the scope and conditions of incentives for scientific and technological progress in the province.

Article 11. The Municipal Technical Inventories award individuals who use scientific and technological knowledge to invent major technologies such as products, processes, materials and systems.

The main technological invention referred to in the previous paragraph should have the following conditions:

(i) Access to invention patents;

(ii) Significant economic benefits, ecological benefits or social benefits have been achieved after implementation.

Article 12. The Urban Stars Science and Technology Awards have made significant economic benefits or social benefits in the development, diffusion, application of advanced technologies and equipment applicable to agriculture and small and medium-sized enterprises, regional integrated technology development, Selangger Programme management and technical training.

Article 13 Special Awards for Science and Technology in the city, and the Award for International Cooperation in Science and Technology.

Urban Science and Technology Progress Awards, municipal technology inventories and municipal celestial Science and Technology Awards are awarded awards such as awards, II awards and three awards.

The number of municipal science and technology progress awards does not exceed 80, municipal technology invention awards for technology inventories of no more than 10, municipal fire science and technology awards for no more than 10 years, and in each award, no more than 10 per cent, two awards for each such award will not exceed 30 per cent.

Article 14.

The municipal science and technology administration should publish and inform the announcement of scientific and technical awards by 30 years of the start of the evaluation process.

In accordance with Articles 8, 9, 10, 11 and 12 of this approach, it may be declared to the district science and technology administration at the location of the project unit or to the authorities of the municipality, which shall be recommended by the above-mentioned sector to the municipal science and technology administration, or by units determined by the scientific and technological administration to be eligible to the municipal science and technology administration.

Article 15. The declaration of municipal science and technology awards should provide scientific and technical results-based certificates, studies, testing reports, identification of new reports, application certificates and other relevant proof materials, which must be authentic.

The science and technology results project with technical rights disputes may not be declared the municipal science and technology awards.

Article 17 receives national science and technology awards or provincial science and technology messaging projects that do not receive municipal incentives, which are rewarded by awards such as municipal science and technology progress.

Article 18 provides for a three-stage system for the evaluation of municipal science and technology awards and is subject to social oversight.

Article 19 The municipal science and technology administration has reviewed the evaluation findings made by the Urban Science and Technology Awards Committee, which is approved by the municipal government.

Article 20 of the Special Award for Municipal Science and Technology was signed by the Mayor and awarded the award and award of $500,000.

The Urban Science and Technology International Cooperation Award was issued by the Government of the city.

The Urban Science and Technology Progress Award, the Urban Technology Inventation Award and the City Starson Science and Technology Award were awarded by the Government of the city, of which 1 million was awarded, and US$ 5 million, and US$ 210,000.

Article 21 provides for municipal science and technology incentives.

The Government of the city may, in accordance with the development and fiscal income growth of this city, appropriately raise the incentives for science and technology awards, which are presented by the Municipal Science and Technology Administration in conjunction with the city's financial sector, and are implemented after the approval of the city's Government. Specific incentives may be applied in the form of municipal government documents.

Article 2

Article 23 obtained special awards for municipal science and technology, the highest number of provincial science and technology awards and the award of the post of poster of the provincial technology inventories, etc. vouchers such as the Provincial Science and Technology Progress Prize I, as well as the former six personnel who had received the National Science and Technology Award, which were granted a model of employment or the Honours of advanced municipal practitioners, as required by the Government of the city.

Article 24 deducts, expropriates the scientific and technological gains of others or decepts of municipal science and technology incentives by means of unjustifiable means, with the approval of the Government of the city's science and technology executive branch, reclaims, certificates and awards.

Article 25. Recommended units provide false data, material and assist others in defying incentives, which are criticized, suspended or cancelled by the municipal science and technology administration, and administratively disposed of in accordance with the law by the competent and other persons directly responsible for direct responsibility.

Article 26

The twenty-seventh Social Forces have been unregistered and have established social-oriented science and technology awards, which are banned by the municipal science and technology administration.

Social forces have been registered to establish social science and technology awards, paying fees in scientific and technical incentives, which are charged by the municipal science and technology administration forfeiture of the fees charged and may receive more than three times the cost charged; in the event of serious dismissal.

The second eighteen districts, as well as the High New Zone, the Science and Technology Award for the Lake Chung Lake, have been established by the Government of the District and the High-Level New Region, the Lake Chung Tourism Receipt Committee and reported to the municipal science and technology administration.

Article 29 of this approach is implemented effective 1 June 2012. The Bobo Municipal Science and Technology Award, issued on 18 January 2007, was repealed.
