Article 1, in order to enhance the management of the tunnels of the Mayor, to protect the security of the tunnel and its subsidiary facilities, to secure the operation of the tunnel and to develop this approach in the light of the relevant laws, regulations and regulations.

Article II applies to the operation and management of the tunnel and its subsidiary facilities of the Mayor.

The long-range tunnel referred to in this approach refers to the grievous tunnels and their ramifications from the Great Ethical Road to the Lake Suksha in the shore area.

This approach refers to the security, ventilation, the provision of drainage, fire, electricity, lighting, communications, maintenance, monitoring, fees, etc., equipment and its specialized construction (construction) for the safe and safe passage of long-range tunnels.

Article 3. The Urban Management Administration is the administrative authority for the Long Sheang tunnel, which is responsible for overseeing the conservation, maintenance and operation of the Long Sheang tunnel and for the day-to-day supervision management, which is assumed by its own road bridge management body.

The public security authorities are governed by law by the law on the safety of the transport tunnel, security, firefighting.

Sectors such as planning, construction, transport, safe production, water, finance, goods, parking, environmental protection, maritime, shipping, ports and ports should be managed in the long-range tunnel in accordance with the division of duties.

Article IV

(i) The creation of a security production management body with dedicated managers to secure production funding and to develop and strictly adhere to the security management system for the long-range tunnels and ensure safe production;

(ii) In accordance with management requirements, facilities, equipment, such as transport, fire, communications, monitoring, emergency disposal;

(iii) The conservation, maintenance, monitoring and integrity of the long-range tunnel and its subsidiary facilities;

(iv) Maintenance of the communications of the Long Sheang tunnel monitoring centre with the urban Government's emergency response agencies, public security agencies;

(v) To establish security alert markings at the corresponding location of the security protected areas and affected areas of the Long Sheang tunnel, to conduct regular inspections within the safe protected areas and affected areas of the Long Sheang tunnel, and to promptly detect, put an end to violations that affect the safety of the tunnel and its subsidiary facilities;

(vi) Other responsibilities identified in laws, regulations.

No units or individuals shall be damaged, damaged or illegally occupied by the longest tunnel and its subsidiary facilities.

Article 6. The time for the passage of the Long Sheang tunnel is from 5 a.m. to 1 p.m. There is a need to change the time of movement, which is developed by the transport management of the municipal public security authorities, which is approved by the Government of the city after consulting the concerned parties, and is published in advance.

During the passage of the long-range tunnel, the movement of the craft and the following vehicles was prohibited:

(i) More than 9 vehicles (excluding 9);

(ii) Non-moile vehicles such as their own vehicles, electric motorcycles, livestock vehicles, mobile chairs for persons with disabilities, chips and handwaways;

(iii) motorcycles, trailers, agricultural vehicles, trucks and wheels, specialised machinery;

(iv) Vehicles that exceed the length of the long-range tunnel (i.e. 20 tons), a high-level (3.8 m), a grace (i.e. 3 m);

(v) Other vehicles that affect the security of passage within the Long Sheang tunnel.

During the period of non-communation, no vehicle shall be transported without the approval of the transport management of the public security authorities, except for the maintenance and maintenance of the sanctuary vehicles operated by the Long Sheang tunnel.

Article 7. The vehicle shall be subject to the following provisions through the long-range tunnel:

(i) In accordance with traffic symbols, mark line limits, the opening of pre-emptive lights, outlines and lights, the prohibition of the use of remote lights and the prohibition of random change of vehicles;

(ii) The prohibition of ultra vehicles, laptops, hidings, reckless and unlawful parking;

(iii) Prohibition of smoking;

(iv) Other relevant provisions of laws, regulations and regulations.

Article 8. Transport management of the public security authorities should strengthen the safe management of the long Sheang tunnel and set the appropriate road traffic symbols; establish joint mechanisms with the operation units of the Long Sheang tunnel to ensure the safe flow of long tunnels in accordance with the actual situation of the roads and traffic flows of the long River.

Article 9 allows the vehicle to move from its own hands when the vehicle reaches in the Long Sheang River tunnel is malfunctioning or when there is a traffic accident that does not involve the injury or injury of the person, and the parties should immediately evacuate the long-range tunnel; the vehicle is unable to move, and the parties should report immediately on the transport management of the public security authority and the operation of the Long Sheang tunnel. The operation of the long-range tunnel should be in line with the timely departure of vehicles from the long-range tunnel by the transport management of the public security authorities and provide on-site video information in accordance with the requirements of the transport management of the public security authorities.

Article 10 of the Long Sheang tunnel road, severe damage to the facilities concerned, or severe weather, fires, major traffic accidents, geological disasters, and security authorities transport management can enforce transport controls in accordance with the law on the long-range tunnel.

When transport controls are put in place, the Long Sheang tunnel operating units should issue traffic control information in a timely manner, as required by the transport management of the public security authorities, and vehicles and personnel should be subject to command and orderly evacuation.

Article 11 prohibits:

(i) Caring of explosive items such as cigarette, flammable chemical items and dangerous items such as cigarette and radio;

(ii) Intrusion of the long-range tunnel;

(iii) Contempting the passage of tunnels in the Sheang River;

(iv) Consumption and use of fire;

(v) Instruction, inclination or throwing items to the vehicle;

(vi) Other practices affecting the safety and sanitation of long-range tunnels.

Article 12. Delimitation of the security protection zone and the impact areas of the Long Sheang tunnel.

The two shores of the long-range tunnel are in the area of security protection for the long tunnels within 50 metres of each of the 10 metres of each of the two sides of the Sangi Tangong region and of the structural trajectory line; the area of security protection for the long tunnel is affected by the two shores of the tunnel; and the area of security protection of the tunnel over 200 metres outside the two shores of the Long River.

The municipal planning administration should publish the specific scope of the security protection control area and impact areas of the long-range tunnel with the urban administration, the operation of the Long Sheang tunnel and the relevant departments. With regard to the demarcation of the area of security protection and the scope of the affected areas within the Long River River, it should be in line with the master basin planning and overall planning of the new port of Vhan.

Article 13 prohibits the following activities in the area of security protection of the Long Sheang tunnel, in addition to the regular maintenance operation and the disposal of the emergencies:

(i) Construction, alteration, expansion and dismantling of construction (construction) that affect the security of the long tunnel;

(ii) Distinction, severing, drilling, storing, storing and excavation (share), and extracting the ground;

(iii) dumping of waste;

(iv) Establishment of fuel stations and gas stations;

(v) Carrying, storing flammable and hazardous chemicals;

(vi) Actively engage in activities such as construction of water that endangers the safety of long-range tunnels and their subsidiary facilities, the regression of river beds;

(vii) Other activities that endanger the safety of long-range tunnels and their subsidiary facilities.

In the area affected by the security protection of the Long Sheang tunnel, activities under paragraphs 3 to 6 of the former paragraph shall be prohibited; activities under the first and second provisions of the former paragraph shall be carried out, the construction, operation units or individuals shall be entrusted with a security assessment of the design units with corresponding qualifications to be authorized by the operation units of the Long Sheang tunnel, subject to approval by the relevant authorities after the assessment.

With the approval of construction or operation, construction, operation units or individuals should develop security construction, operational programmes with the Long Sheang tunnel operation units prior to construction or operation; construction, operation, notification of the assignment of staff to field assistance and security protection of the long Sheang tunnel.

Article 14.

The long-range tunnel conservation operation is assumed by the operation of the Long Sheang tunnel, operating units with special conservation maintenance requirements do not have conditions for maintenance and should be delegated to units with corresponding qualifications to undertake conservation maintenance operations.

Article 15

(i) Take appropriate security protection measures to establish the necessary traffic safety facilities and safety alert signs;

(ii) Maintenance operators are bound by uniform security markers;

(iii) A clear operational mark for the maintenance of vehicles, mechanical equipment;

(iv) Conservation material should be stored in the area of operation and the timely removal of legacy after maintenance operations are completed;

(v) In addition to emergency hijackings, the maintenance of vehicles is carried out during periods of non-moval.

The conservation operation vehicle shall be equipped with the transport conciliator when carrying out an emergency raid. Subject to ensuring the safe operation of transport, the route and direction are not subject to traffic symbols, line limits. Vehicles in the Long Sheang tunnel should be used in accordance with information or symbols and to avoid conserving vehicles and personnel.

Article 16, the operation of the Long Sheang tunnel as the responsible person for hygienic sanitation in the municipality of the Long Sheang tunnel, should be implemented with the responsibility for sanitation, the establishment of a protective system and the maintenance of the integrity of the long-range tunnel road, footprint and related subsidiary facilities. The operation should be carried out within the period of non-moval of vehicles.

Article 17 The Urban Management Administration should prepare contingency scenarios with the relevant authorities for the outbreak of sudden public events in the Sheang tunnel, which are included in the emergency response to emergencies in the heavy urban infrastructure in Vhan City following approval by the Government of the city.

The operation of the Long Sheang tunnel should be based on the emergency prestigation of the unit and on the municipal urban management administration.

The relevant branches of the Government and the Long Sheang tunnel operating units should conduct regular emergency response exercises in accordance with the division of duties in the emergency pre-referral cases. In the event of a sudden incident, emergency response should be launched immediately, and risk relief and emergency security.

In the case of spoilers, fires and so forth, the operation of the Long Sheang tunnel should immediately open the firefighting equipment for the long-range tunnel and promptly report the police, organize the evacuation of the personnel and conduct on-site disposal in the relevant sectors. The firefighting agencies of the public security agencies should rapidly mobilize fire fire fire forces to recover fire and rescue on the ground.

Article 19 The Urban Management Administration should conduct regular oversight inspections on the conservation, maintenance, monitoring, etc. of the long-range tunnel and its subsidiary facilities and operating units, according to their responsibilities, and find problems to be replicated in a timely manner and ensure the normal functioning of the long tunnel.

Article 20 should establish appropriate measures to strengthen public security and road traffic safety management in the long River tunnels, to detect, deter and deal with dangerous items such as shipment, storage of cigarettes, flammable chemical items, trajectory and radio, and other dangerous items that affect the safety and security of longland tunnels.

Article 21, when the Long Sheang tunnel operates within the framework of the safe protection control area and the impact areas of the Long Sheang tunnel, found violations affecting the security of the long-range tunnel and its subsidiary facilities, which should be stopped in a timely manner and reported to the relevant authorities.

In the Long Sheang tunnel, the operation cell found violations that affect the security of the long-range tunnel and its subsidiary facilities, and should be informed and stopped in a timely manner, including through audio-visual broadcasts, to preserve relevant video material while reporting to the relevant sectors.

Any unit and individual found a violation affecting the security of the long-range tunnel and its subsidiary facilities, which is entitled to be discouraged, stopped and informed of the operation of the Long Sheang tunnel or to report, complain to the relevant authorities.

Article 23, in violation of article 6, paragraph 7, of this approach, is dealt with by the transport management of the public security authorities in accordance with the relevant laws, regulations and regulations, and is not provided for by the law, with a fine of over $50 million from the Transport Administration of Public Security.

Other acts that violate the provisions of this approach are dealt with by the relevant authorities in accordance with the relevant laws, regulations and regulations.

In violation of this approach, the parties should be liable under the law for damage to the long-range tunnel and its subsidiary facilities, which constitute a crime and hold criminal responsibility under the law.

Article 24 of the Long Sheang tunnel operation is in violation of this approach, and is not required to perform the maintenance, maintenance, operation management functions of the long-range tunnel, the urban management administration and the relevant sectors should be responsible for the transformation of their deadlines and, in the event of circumstances, be treated in accordance with the law.

Article 25. The urban management executive branch and the relevant sector staff abuse their duties, play negligence, favouring private fraud, are governed by the law by their units or superiors; and constitute criminal liability by law.
