Provisional approach to the management of tunnels by Mayor Vilhan

(Adopted by the 14th ordinary meeting of the Government of the Republic of Vavuhan on 21 May 2012 No. 227 of 18 June 2012 No. 227 of the Decree No. 227 of 18 June 2012.

Article 1, in order to enhance the management of the tunnels of the Mayor, to protect the security of the tunnel and its subsidiary facilities, to secure the operation of the tunnel and to develop this approach in the light of the relevant laws, regulations and regulations.

Article II applies to the operation and management of the tunnel and its subsidiary facilities of the Mayor.

The long-range tunnel referred to in this approach refers to the grievous tunnels and their ramifications from the Great Ethical Road to the Lake Suksha in the shore area.

This approach refers to the security, ventilation, the provision of drainage, fire, electricity, lighting, communications, maintenance, monitoring, fees, etc., equipment and its specialized construction (construction) for the safe and safe passage of long-range tunnels.

Article 3. The Urban Management Administration is the administrative authority for the Long Sheang tunnel, which is responsible for overseeing the conservation, maintenance and operation of the Long Sheang tunnel and for the day-to-day supervision management, which is assumed by its own road bridge management body.

The public security authorities are governed by law by the law on the safety of the transport tunnel, security, firefighting.

Sectors such as planning, construction, transport, safe production, water, finance, goods, parking, environmental protection, maritime, shipping, ports and ports should be managed in the long-range tunnel in accordance with the division of duties.

Article IV

(i) The creation of a security production management body with dedicated managers to secure production funding and to develop and strictly adhere to the security management system for the long-range tunnels and ensure safe production;

(ii) In accordance with management requirements, facilities, equipment, such as transport, fire, communications, monitoring, emergency disposal;

(iii) The conservation, maintenance, monitoring and integrity of the long-range tunnel and its subsidiary facilities;

(iv) Maintenance of the communications of the Long Sheang tunnel monitoring centre with the urban Government's emergency response agencies, public security agencies;

(v) To establish security alert markings at the corresponding location of the security protected areas and affected areas of the Long Sheang tunnel, to conduct regular inspections within the safe protected areas and affected areas of the Long Sheang tunnel, and to promptly detect, put an end to violations that affect the safety of the tunnel and its subsidiary facilities;

(vi) Other responsibilities identified in laws, regulations.

Article 6. (v) Other vehicles that affect the security of passage within the Long Sheang tunnel.

During the period of non-communation, no vehicle shall be transported without the approval of the transport management of the public security authorities, except for the maintenance and maintenance of the sanctuary vehicles operated by the Long Sheang tunnel.

Article 7. The vehicle shall be subject to the following provisions through the long-range tunnel:

(i) In accordance with traffic symbols, mark line limits, the opening of pre-emptive lights, outlines and lights, the prohibition of the use of remote lights and the prohibition of random change of vehicles;

(ii) The prohibition of ultra vehicles, laptops, hidings, reckless and unlawful parking;

Article 8. Transport management of the public security authorities should strengthen the safe management of the long Sheang tunnel and set the appropriate road traffic symbols; establish joint mechanisms with the operation units of the Long Sheang tunnel to ensure the safe flow of long tunnels in accordance with the actual situation of the roads and traffic flows of the long River.

(iv) Consumption and use of fire;

(v) Instruction, inclination or throwing items to the vehicle;

(vi) Other practices affecting the safety and sanitation of long-range tunnels.

Article 12. Delimitation of the security protection zone and the impact areas of the Long Sheang tunnel.

The two shores of the long-range tunnel are in the area of security protection for the long tunnels within 50 metres of each of the 10 metres of each of the two sides of the Sangi Tangong region and of the structural trajectory line; the area of security protection for the long tunnel is affected by the two shores of the tunnel; and the area of security protection of the tunnel over 200 metres outside the two shores of the Long River.

The municipal planning administration should publish the specific scope of the security protection control area and impact areas of the long-range tunnel with the urban administration, the operation of the Long Sheang tunnel and the relevant departments. With regard to the demarcation of the area of security protection and the scope of the affected areas within the Long River River, it should be in line with the master basin planning and overall planning of the new port of Vhan.

Article 13 prohibits the following activities in the area of security protection of the Long Sheang tunnel, in addition to the regular maintenance operation and the disposal of the emergencies:

(i) Construction, alteration, expansion and dismantling of construction (construction) that affect the security of the long tunnel;

(ii) Distinction, severing, drilling, storing, storing and excavation (share), and extracting the ground;

(iii) dumping of waste;

(iv) Establishment of fuel stations and gas stations;

(v) Carrying, storing flammable and hazardous chemicals;

(vi) Actively engage in activities such as construction of water that endangers the safety of long-range tunnels and their subsidiary facilities, the regression of river beds;

(vii) Other activities that endanger the safety of long-range tunnels and their subsidiary facilities.

In the area affected by the security protection of the Long Sheang tunnel, activities under paragraphs 3 to 6 of the former paragraph shall be prohibited; activities under the first and second provisions of the former paragraph shall be carried out, the construction, operation units or individuals shall be entrusted with a security assessment of the design units with corresponding qualifications to be authorized by the operation units of the Long Sheang tunnel, subject to approval by the relevant authorities after the assessment.

With the approval of construction or operation, construction, operation units or individuals should develop security construction, operational programmes with the Long Sheang tunnel operation units prior to construction or operation; construction, operation, notification of the assignment of staff to field assistance and security protection of the long Sheang tunnel.

Article 14.

Article 15

The conservation operation vehicle shall be equipped with the transport conciliator when carrying out an emergency raid. Other acts that violate the provisions of this approach are dealt with by the relevant authorities in accordance with the relevant laws, regulations and regulations.
