(Summit 9 May 2012 at the 99th ordinary meeting of the Government of the Greater Sichuan City to consider the adoption of Decree No. 4 of 15 May 2012 by the Government of the Greater Sichuan City of 15 May 2012 for publication of the implementation of 15 June 2012.

Article 1, in order to encourage organizations, citizens that contribute to scientific and technological progress, to mobilize the active and creative nature of science and technology personnel, to accelerate the development of science and technology in the city, to promote economic and social progress, to develop this approach in line with the relevant provisions of the Law on Science and Technology Progress of the People's Republic of China, the Act on Science and Technology Progress of the People's Republic of China.

Article 2 Science and technology innovation incentives for the implementation of the “respect for labour, respect for knowledge, respect for talent and respect for creation”.

Article 3. The Government of the city has established the following scientific and technical innovation awards:

(i) A special contribution award for science and technology in the city of Sichuan;

(ii) Medalities for science and technology outcomes in the city of Sichuan;

(iii) The Special Award for Science and Technology Innovation in the Sichuan City;

(iv) The Gichuan Memorial Education Cooperation Award.

A special contribution award for science and technology in the city of Sichuan has been evaluated every four years, and the other Metropolitan City Science and Technology Innovation Awards have been evaluated every two years.

The establishment of the Urban Science and Technology Innovation Award Evaluation Commission, which is specifically responsible for the evaluation of the Metropolitan City Science and Technology Innovation Award, was presented by the Office of the Urban Science and Technology Leadership Team and approved by the Urban Science and Technology Leadership Group.

Article IV grants to projects with the following conditions:

(i) Focus on the development of new types of industries and play an important role in driving and promoting the industrial strategy in the city;

(ii) A breakthrough in the implementation of science and technology innovation, scientific and technological results-based transformation activities, science and technology levels are predominant in the country's domestic position, have made notable achievements in promoting the upgrading of the industrial structure in the city and have achieved special economic benefits and social benefits.

Article 5

(i) In research and development in the application of technology, the use of scientific and technological knowledge research, development, introduction of new products, new technologies, new processes, new materials, flora and fauna and new varieties, and innovation points highlight the significant economic benefits or social benefits of implementation;

(ii) In the transformation and diffusion of scientific and technological outcomes, advanced scientific and technological outcomes, in particular those of high-technical technologies, should be used for the construction and social development of the city's economy, industrializing and achieving significant economic, social or ecological benefits;

(iii) In the implementation of social good projects, long-term scientific and technical work on the basis of science and technology and socio-public goods has resulted in tangible social benefits through practical tests;

(iv) In soft scientific studies aimed at scienceizing and managing modernization in decision-making, there is an important guiding role for the economic and social development of the city, which has proven to be effective in practice.

Article 6. The Special Award for Science and Technology Innovation in the Galichuan City granted the following conditions for the registration of independent corporate entities in the city's administrative area:

(i) There are clear annual, medium- and long-term scientific and technological developments and objectives;

(ii) Enterprise research and development inputs account for more than 5 per cent of corporate sales revenues and an annual growth in enterprise research development inputs;

(iii) A research centre for self-government and above-focused laboratories or engineering technologies was approved;

(iv) Focus on promoting the management of innovation and the development of creative culture;

(v) STI activities highlight the assumption of national science and technology support plans, major national science and technology specificities, national high-technical research development plans (863 plans) during the evaluation and the application of national invention patents;

(vi) High-level new technologies have a value of more than 60 per cent of total corporate production.

Article 7. The Sichuan Metropolitan Memorial Cooperation Awards to work with niche enterprises in this city to address key technical issues that limit the industrial development of the city and promote cross-cutting development of technology in this area and create scientific institutions, higher institutions and institutions that have great economic benefits or social benefits.

Article 8 gives priority to incentives for projects with core intellectual property under equal conditions.

Article 9. The Government of the city has made a special contribution to science and technology in the city of Galichuan, the Memorial Science and Technology Achievement Award, the Special Award for Science and Technology Innovation in the Galichuan City, and the Memorial Certificate and Award.

Article 10. The Sexistence of Science and Technology in the Galichuan City was chosen by two awards each year to reward 500,000 dollars at all levels. Projects that were not eligible for the selection period could be vacant.

Article 11. Organizations and citizens who have obtained the Gichuan Memorial Science and Technology Achievement Awards, which are rewarded by the level of science and technology, economic benefits, social benefits and the scale and size of the role of science and technology progress, each of which is the award of $40,000, the award of $2 million, and the award of $1 million.

The award for the Gichuan City Science and Technology Achievement Award does not exceed 25 per cent of the total number of applications for evaluation awards, and the award can be vacant without eligible projects.

Article 12. The Special Award for Science and Technology Innovation in the Galichuan City has been selected for five times each year, rewarding the amount of 100,000 dollars at all levels. Enterprises without conditions during the selection period may be vacant.

Article 13, the Gangon Metropolitan Metropolitanus, three times each year, awards of 50,000 dollars, regardless of hierarchy. There are no eligible scientific research institutions, higher institutions and institutions for the selection period.

Article 14. The incentives for the Gichuan City Science and Technology Innovation Awards are earmarked for the city's finances, and the provision for the evaluation of the Metropolitan City's Science and Technology Innovation Awards is reflected in the incentive funds.

The award for science and technology innovation in the city of Sichuan should be scaled up with economic and social development.

Article 15 Recommendations and declarations of the Gichuan City Science and Technology Innovation Awards, in accordance with the following provisions:

(i) Recommendations of the Special Award for Science and Technology in Galichuan: organizations that meet the request for incentives or citizens, which are accredited by the scientific and technical authorities in the district (zonal, municipal) and the scientific and technical authorities in the Galichuan economic development area, and projects that have been jointly completed by the two units, which are declared by the first completed unit;

(ii) The declaration of the Metropolitan City Science and Technology Achievement Awards: organizations and citizens in line with the request for incentives are reported by the office of the executive branch (the Committee), the district (zonal, municipal) science and technology authorities or the scientific and technical authorities of the Bank's Economic Technology Development Zone, following the review of the signing of the observations by the scientific and technical authorities; scientific and technical results achieved jointly by the two units are declared by the organization of the first completed unit;

(iii) Recommendations of the Special Award for Science and Technology Innovation in the Galichuan City: enterprises that meet the request for incentives are recommended by the scientific and technical authorities in the district (zone, city) and the Sichuan economic technology development area;

(iv) Recommendations of the Metropolitan Metropolitan City Cooperation Prize: scientific research institutions, higher institutions that meet the request for incentives, are recommended by the scientific and technical authorities in the provinces (zonal, municipal) and scientific authorities of the company of the Statistical Cooperation, the scientific and technical authorities of the Sichuan Economic Technology Development Zone.

Article 16 provides for the evaluation of declared and recommended scientific and technological innovation incentives projects, which should be made public in the public media for 30 days.

The evaluation results were contested by the objector, which was reviewed by a written assessment board of municipal science and technology innovation awards. The Government of the city was invited to grant awards without objection.

Article 17 awards for the Gichuan City Science and Technology Innovation Awards should be disbursed in accordance with the size of the contribution, with no averageism.

Article 18 isolate, intrusive of the discovery, invention or other scientific and technological outcomes of others, or by other unjustifiable means of extracting the Sichuan Metropolitan City Science and Technology Innovation Awards, which are validated and recover all awards.

Article 19

Article 20 The incentives for scientific and technological progress in the city of Sichuan, issued by Decree No. 18 of 29 June 1991, were also repealed.
