Safe management of vessels and crossings in the town of Yunnan

(Summit No. 78 of 24 May 2012 of the People's Government of Yunnan considered the adoption of the Decree No. 175 of 3 July 2012.

Chapter I General

Article 1, in order to strengthen the safety management of ships and crossings in town, implement the responsibility for security management, maintain water transport and guarantee the life, property security of the people, and develop this approach in line with the provisions of the relevant laws, regulations, such as the Water Safety Management Regulations of the People's Republic of China.

Article 2 Safety management activities involving navigation, parking, operating town vessels and crossings within my province's administration should be observed.

Article 3 Governments of more people at the district level should strengthen their leadership in the management of ships and crossings in townships and establish a responsibility for sound security management.

The commune (communes) Government is specifically responsible for the safe management of ships and crossings in town.

Article 4

Other relevant sectors are responsible for the management of ship and trajectory safety in townships, in accordance with their respective responsibilities.

(vi) Provision of security equipment, such as firefighting, life-saving;

(vii) Insurance under the relevant provisions.

Article 15 shall have the following conditions for the use of ships:

(i) A certificate of self-ustainable ship registration produced by provincial transport authorities, subject to review and qualifications;

(ii) The self-ustainable vessel of more than 15 metres of the vessel shall be inspected by law;

(iii) The name of the vessel and the word “ownership”.

Article 16

Article 17 Changes in the ownership of ships in townships should be registered by the parties in accordance with the law.

Chapter IV

Article 2 should be established in line with relevant planning such as urban and rural construction, land use and river rehabilitation. The local maritime administration should be consulted before the approval of the territorial Government.
