(The 106th ordinary meeting of the Government of the fertile city of 24 September 2012 considered the adoption of the Decree No. 163 of 26 September 2012 on the date of publication of the date of publication)

It is now decided to amend the fertilization city's science and technology incentives as follows:

The second amendment reads as follows: “The Government of the commune set up a fertile city science and technology award, including the award of excellence in science and technology in the fertile city, the award for scientific and technical cooperation in the fertility city”.

Delete article 6.

Replace Article 7 with Article 6, paragraph 1, with the following scientific and technical practitioners and their teams:

“(i) Create creative and significant scientific findings in science and technology development and make a prominent contribution to promoting scientific and technological progress and economic development in the city;

“(ii) Stressed contributions in the area of science and technology innovation, the transformation of scientific and technological outcomes, strategic emerging industrial development and high industrialization of new technologies, creating enormous economic benefits and social benefits;

“(iii) The introduction of industries and enterprises, the improvement of industrial chains and innovative chains and the promotion of industrial development performance.

V. An increase in article 8 as follows: “The fertilization city's scientific technical cooperation awards are granted outside the city or abroad:

“(i) In cooperation with my city, the development of technology and the transformation of scientific and technological results and the creation of significant economic, social benefits;

“(ii) To promote scientific and technical cooperation outside and outside metropolitan areas, with a notable contribution.

“The fertile city's scientific technical cooperation awards are granted to persons or organizations not more than two to be vacant”.

Article 12 should be amended to read: “The Evaluation Committee shall communicate the evaluation findings to the Social Proclamation and seek the public's views on awards, awards and awards. The time for public consultation is 10 days.

Annex: Commodity Means of Science and Technology (Amendment of 2012) (No. 102 of 19 October 2003 No. 102 of the People's Government Ordinance No. 102 of 8 December 2005 Revision of the Decision of the Government of the fertilities of 8 December 2005 on the revision of the fertilization city's science and technology incentives scheme, in accordance with the Second Amendment to the Decision of the Government of the People of the fertilities of 26 September 2012.

Chapter I General

Article 1 promotes economic and social development in the city, in line with the National Science and Technology Approval Regulations and the Science and Technology Awards of the Gulf, in order to encourage scientific and technological personnel, organizations that make a prominent contribution in the scientific and technological progress activities of the city, to mobilize the active and creative nature of science and technology practitioners.

Article 2. The Government of the city has established a fertile city science and technology award, including the award of excellence in science and technology for fertilization, the Metropolitan Science and Technology Progress Award, and the Metropolitan Science Technical Cooperation Award.

Article 3. Science and technology incentives for the implementation of approaches that respect knowledge, respect talent, encourage innovation and promote the transformation of scientific and technological outcomes.

Article IV evaluates, awards of municipal science and technology awards, upholds the principles of openness, impartiality and equity and is free from illegal interference by any organization or individual.

Article 5. The municipal science and technology administration is responsible for the organization of the evaluation of the fertility city science and technology awards.

The Government of the communes has established the Commission for the Promotion of Science and Technology in the City, which is responsible for the management and guidance of scientific and technical incentives throughout the city. The composition of the Urban Science and Technology Approval Committee was presented by the Municipal Science and Technology Administration and was approved by the Government.

The Urban Science and Technology Approval Committee employs experts, scholars to form evaluation committees to conduct the evaluation of municipal science and technology awards in accordance with the provisions of this approach.

Chapter II

The following science and technology practitioners and their teams are awarded by the United Nations Metropolitan Science and Technology Award:

(i) creativity and significant scientific findings in science and technology development, making a prominent contribution to promoting scientific and technological progress and economic development in the city;

(ii) Stressed contributions in science and technology innovation, the transformation of scientific and technological outcomes, strategic emerging industrial development and high industrialization of new technologies, creating enormous economic benefits and social benefits;

(iii) The introduction of industries and enterprises, the improvement of industrial chains and innovative chains, and the promotion of industrial development performance.

The award of excellence in science and technology in the fertile city is granted to individuals and their teams for no more than two vacancies.

Article 7

(i) The use of scientific and technological knowledge to make significant technological inventions in products, processes, methods, materials and systems, and to achieve significant economic benefits;

(ii) To complete the transformation of major scientific and technological innovations, scientific and technological outcomes and to create significant economic benefits in the implementation of technology development projects;

(iii) In the implementation of social good projects, long-term scientific and technical work on the basis of science and technology and socio-public science and technology are tested through practical tests to create significant social benefits;

(iv) In the implementation of major engineering projects, advanced technical approaches are used to secure the completion of the work at the domestic level;

(v) In soft scientific research projects, applications have been made to promote the scientificization and management of decision-making, to promote science and technology, economic and social coordination and to create significant social benefits;

(vi) The introduction of advanced technologies, innovative teams, the transformation of scientific and technological outcomes, and economic benefits are significant.

The fertilization of the fertile science and technology progress awards is divided into one, two and three awards, with an upper limit of six, 14 and 28 respectively.

Article 8

(i) In cooperation with my city, the development of technology and the transformation of scientific and technological results, with significant economic, social benefits;

(ii) The promotion of scientific technical cooperation outside and outside metropolitan areas.

The United Nations fertilization of scientific technical cooperation awards for each individual or organization may be vacant.

Chapter III Evaluation and award of municipal science and technology awards

Article 9.

Article 10

(i) The municipalities, the people of the region;

(ii) The composition of the municipal government and its immediate institutions;

(iii) Other organizations identified by the municipal science and technology administration;

(iv) Candidates for the award of excellence in science and technology in the city may also be recommended by more than three experts in the same industry.

Article 11 recommended that candidates for municipal science and technology awards be recommended by the organization or by the individual, and that they should be completed in the harmonized format. It was recommended that people organizations should provide the first instance of scientific and technological results; the recommendation of individuals should provide an evaluation of scientific and technological outcomes.

Article 12. The Evaluation Committee shall inform society of the results of the evaluation and seek the public's views on the candidates, the awards, the types of awards and the award levels. The time for public consultation is 10 days.

The Committee on Science and Technology Awards, in accordance with the recommendations of the Evaluation Committee, made awards, awards and awards.

The municipal science and technology administration has been reviewed by the municipal science and technology awards committees, the award project, the type of awards and the award level of awards.

Article 14. Municipal science and technology awards are awarded by the Government of the city. Among them, the award of excellence in science and technology in the city was signed by the Mayor and awarded by the municipality.

The award for the award of excellence in science and technology in the city amounted to 500,000 dollars.

The award for the municipal science and technology progress prizes I, II and III was $100,000, 60,000, and 30,000.

The award for the Municipal Science and Technology Cooperation Award was $100,000.

The municipal science and technology awards are financed by municipal finances.

Article 16

The following persons may participate as a matter of priority in municipal labour models or in the selection of advanced workers in accordance with the conditions and procedures set out:

(i) The first to receive the award of excellence in science and technology in the city;

(ii) recipients of major scientific and technological achievements awards in the provinces;

(iii) The first of the provincial natural science awards, provincial science and technology advancement awards, etc.;

(iv) The first member of the National Science and Technology Award.

Chapter IV Legal responsibility

Article 18 deducts, expropriates the scientific and technological gains of others or deducts the municipal science and technology awards by providing false data, materials, etc., with the approval of the municipal government of science and technology, the award is cancelled.

Article 19 recommends that organizations or individuals provide false data, materials to assist others in decepting municipal science and technology awards, which are criticized by the municipal science and technology administration, in the event of serious dismissal of their recommended qualifications, and that they be treated seriously by law with the competent and other direct responsibilities that are directly responsible.

Article 20 Persons involved in the evaluation and related activities of the municipal science and technology prizes are treated by law in the course of evaluation.

Chapter V

The evaluation rules of the municipal science and technology awards are developed by the municipal science and technology administration.

Article 2

Article 23 of this approach is implemented effective 1 December 2003. The Government of the commune set of incentives for progress in science and technology in the fertile city, issued on 8 February 1996, was also repealed.
