Two water management options for the residence of the urban inhabitants of South Kyoto

(Summit No. 84 of the Government of the South Kyoto Republic of 14 November 2012 for the consideration of the adoption of the Decree No. 286 of 19 November 2012 on the Government of the South Kyoto People, which came into force on 1 January 2013)

Article 1, in order to strengthen the management of two water supplies for urban residents, to guarantee the quality and safety of drinking water, to preserve the legitimate rights and interests of the resident user, water supply units and construction units, to promote water savings, to build a water-based society, and to develop this approach in line with the laws, regulations and regulations, such as the Urban and Rural Water Management Regulations, the Water Supply and Water Management Regulations of the city of Nanjin.

The second water supply facility referred to in this approach refers to facilities such as pumps, water tanks (boxs), water pumps, lorages, electrical control devices, poisoning equipment, stress containers, water pipelines, etc.

Article 3 provides for the construction, rehabilitation, operation maintenance and supervision of two water supplies for urban residents in the city's administration area (hereinafter referred to as two water supplies) and their facilities.

Article IV provides for the supervision of the second water supply management in the city by the municipal housing and urban-rural construction administrative authorities (hereinafter referred to as the Water Supply Administration) and is responsible for the day-to-day monitoring management.

The Health Administration is responsible for the health supervision of two water supplies.

In the Jenin region, the Psychia region, the six zones, the watershed and the higher-listed district water administration authorities are responsible for the management of two water supply within the Territory.

Other relevant administrative authorities are responsible for the management of two water supplies, in accordance with their responsibilities.

Article 5 states that new residential homes require more water pressure than the normal service of the urban water supply network, and construction units should complement the construction of two water supply facilities. The second water facility should be designed in parallel with the construction of the main generators, while at the same time being delivered.

When the water supply unit takes over the construction of two new water supply facilities, construction units should bear specific costs in accordance with the costing standards for the operation, maintenance and management of the facility.

The costing criteria for the operation, maintenance and management of two water supply facilities are developed by the price administration authorities.

The design, construction and rehabilitation of the second water supply facility should be in line with the national, local and industrial health norms, the second water supply engineering technology course and be assumed by units with corresponding qualifications.

The design, construction and rehabilitation of two water supply facilities should be subject to the following provisions:

(i) Housing and commercial, office buildings are in the same building, and the two residential water facilities should be installed separately;

(ii) The material used is in accordance with national quality and health standards and shall not be used to prohibit and phase out consignments, consignments and equipment;

(iii) One household table, copyed to the household;

(iv) Water pumps living in drinking water and firewater, storage water tanks should be installed separately, and pipelines should not be intertwined, with different colours of water pipelines and equipped with the necessary prevention of water contamination;

(v) Accumulate water facilities, plus pressure facilities, plumbing should meet water needs and facilitate management;

(vi) The top of the water facility and the surrounding drainage, which shall not be directly connected to the drainage, with the head of the ventilation, with protective devices to prevent the entry of differentiation.

Article 8

The second water supply facility, which had been completed, had not been managed by the water supply unit, had been developed by the municipal water supply administration authorities to prepare annual rehabilitation plans, to be made available to society and to organize water supply units.

Article 9. The cost of renovating the second water facility, which is closed, insolvency, is borne by special funds for the rehabilitation of the second water supply facility, for reasons such as the closure of construction units and the insolvency.

The second water facility for the development of commodity buildings by agencies, businesses, utilities units, self-established buildings and real estate enterprises, is covered by the second water facility property owner or shared personnel, construction units and water supply units, and the second special funds for water facility rehabilitation are provided.

In the second water facility rehabilitation process involving the rehabilitation of a resident household, the water supply unit should collect a household adaptation cost to a resident user in accordance with the criteria approved by the price administration authorities.

Following the completion of the second water supply facility, construction units should invite water supply management agencies, health administration authorities, and water supply units. Access to urban public water pipelines is eligible. The construction unit will transfer two completed works paper and the original full transfer of relevant information to the water supply unit, which is responsible for the operation, maintenance and management of two water supply facilities.

The water supply unit shall not receive the water supply of two water facilities that are not experienced or are not eligible.

Article 11. Two water facilities have been taken over by the Water Supply Unit, which operate, maintain, manages the property owner, sharers or operators entrusted with them, or is responsible for the operation, maintenance, management costs. Funds for special housing maintenance are required for two water supply facilities, in accordance with the relevant provisions and procedures.

Nothing in the annual rehabilitation plan has been included, but two water facility titles have been established or a total of people have decided to transfer facilities management rights to the water supply unit, with water supply, sanitation administrative authorities organizing water supply units to receive national technical standards and professional technical norms. Access is qualified and the water supply unit should take over and be responsible for operation, maintenance and management; the collection is not qualified, and the water supply unit proposes a rehabilitation programme in accordance with national technical standards and professional technical norms, which are transferred after being reliant. Reimbursement costs for the quality of the work were also borne by the construction unit, which was assumed by the owner or the owner over the maintenance period.

Article 12 Water supply units shall operate, maintain and manage the second water supply facility that is taken over in accordance with the relevant provisions of the State and the provincial, municipal and municipal authorities, implement the logging to the household and perform the two water facilities management obligations.

The second water supply facility taken by the Water Supply Unit is integrated into the urban water supply network system. Article 13, paragraph 2, shall establish a system and operating protocols for the sound management of the second water supply operation to ensure that water quality is in line with the standard of living for drinking water and is ready to work as follows:

(i) Regular water quality testing shall not be less than once a quarter. There should be no self-assessment capability and the corresponding quality of water quality testing institutions should be commissioned. The testing project is a mandatory project for the second Water Supply Facility (GB 17051) water quality indicators, which should be published to users;

(ii) Regularly organize laundering of two water facilities. Each half year may not be less than once, the laundering of poisons and the testing of water quality by the appropriate quality testing body can be used;

(iii) Identification of health certificates for the laundering of poisoned persons and supervision of the laundering of the entire drug process;

(iv) The establishment of the second water supply facility laundering of the drug files, which will be archived and made public;

(v) Upon reactivation of the water facility, cleaning, poisoning, testing and water quality are in line with the national standard of living for drinking water;

(vi) Those directly involved in the second water conservation management should be given professional training to participate in health inspections every year and to receive medical certificates.

The second occupants of the operation of the water supply facility should ensure that two water facilities are not interrupted.

Since construction, equipment maintenance, water box laundering require the cessation of water supply, it should be communicated to the user for the storage of water by 24 hours in accordance with the reporting process, as well as by equipment failures or emergency seizures that cannot be notified in advance, and should be accompanied by the refurbishment in order to release water information in a public sense, restore normal water supplies as soon as possible and report to the water supply management authorities.

The failures of the second water supply facility, such as water spills, affected water supply, and the two water facility operators should be repaired in a timely manner, excluding failures and ensuring normal water supply.

Twenty-two water quality contaminated or water quality is not in accordance with the State's standard of living for drinking water, and the second water facility operators should be informed of users in a timely manner, reporting to the water and sanitation administrative authorities and taking measures to address them in a timely manner.

No unit or individual may damage two water facilities and affect drinking water security.

Any unit and individual have the obligation to protect two water facilities and have the right to investigate and prosecute acts of destruction, damage to two water facilities.

The re-engineering units of Article 17 II water facilities should be civilized during the construction process, in compliance with the relevant provisions for the management of construction sites at the national and provincial levels.

Residential home users and property-service enterprises should cooperate with the operation, maintenance, management and maintenance of the second water supply facility, and rehabilitation, without disrupting the normal work order of the water supply unit or impeding the maintenance of secondary water supply facilities by the water supply units. Management in the streets and industry should be actively engaged in coordination.

Article 18 shall be subject to screening of the water quality, water pressure, and the establishment and implementation of the two water facility operation maintenance management system, and the laundering of two water supply facilities shall be carried out in accordance with the provisions.

The health administration authorities should monitor the quality of the second water supply in accordance with the relevant provisions of the management of drinking water.

The financial sector should arrange, allocate and supervise the use of earmarked funds, in accordance with the two water facility rehabilitation programmes approved by the Government of the city, as well as the sources of funding.

Article 19, in violation of the provisions of this approach, stipulates that the provisions of the law, legislation and regulations have been imposed and are in accordance with their provisions.

The water management authorities can commission administrative sanctions under the laws, regulations and this approach.

One of the following acts is the responsibility of the administrator of the second water facility, which is to be converted by the administrative authorities of the water supply and may be fined by more than 5,000 dollars:

(i) No water quality testing or inspection, as prescribed;

(ii) Constraints, debriefings, presupences or water quality information.

Article 21 Administrative authorities for water supply, staff in the relevant sectors, in violation of the provisions of this approach, criminalize abuse of authority, provocative fraud, sterilization, etc., by law, and criminalizes by law.

Article 2 provides that the Water Supply Unit should be financed on its own initiative to rehabilitate two water supply facilities within its water supply area.

Article 23 of this approach is implemented effective 1 January 2013.
