Integrated management approach to the South Kyoto South-South Station

(Summit No. 87th ordinary meeting of the Government of the South Kyoto Republic of 12 December 2012 to consider the publication, effective 1 January 2013, of Decree No. 290 of 18 December 2012.

Chapter I General

In order to strengthen the integrated management of the southern part of the railway station (hereinafter referred to as the South Station area), to maintain public order, to guarantee the dynamic function of the transport hub, to build a model region of the window, and to develop this approach in line with the relevant laws, regulations and regulations.

Article 2 implements integrated management activities in the South Station area and applies this approach.

The area of integrated management in the South Station area includes the southern crossing of the urban roads, the north-east of the Kimyi, the south-west neighbourhood and its ricks, the airport, the sea, the east of the airport, and the region west of the route. The Government of the urban population can adapt to the specific scope of integrated management in the South Station region, based on the reality.

The management of the area of railways in the South Station is carried out by the railway administration in accordance with the relevant laws, regulations and regulations.

Article 3. The Government of the city, the Government of the people of the rainy season, which incorporates the construction and management of the South Station area into national economic and social development planning, guarantees the financing of construction, management and enforcement in the South Station region.

Article IV sets up the Committee for Integrated Management of the South Station Region (hereinafter referred to as the Committee), which is responsible for the integrated management of the South Station region. The Integrated Management Office in the South Station region (hereinafter referred to as the IMS) is led by the Commission and the Government of the People's Government of the rainfast Region, with specific responsibility for the regular integrated management of the South Station area and related organizations, coordination.

Sectors and units such as housing and rural and urban construction, public safety, finance, prices, planning, business, urban management, transport, sanitation, environmental protection, food medicine surveillance, articulation, tourism, parking forests and land iron (hereinafter referred to as relevant management) perform management responsibilities in the South Station area in line with the division of labour.

Urban inspection, the rule of law sector should strengthen integrated management and administrative law enforcement oversight in the South Station region.

Article 5 People's Government of the rainy season prepares regional planning for the South Station with sectors such as urban planning, followed by the approval of the Government of the city. Regional planning for South stations should seek the views of the relevant departments, expert scholars and the public.

The city-related sector organizations prepare specific planning for areas involving South stations and should seek the views of the people of the rain-fed zones and be aligned with the planning of the South-Station region.

Article 6 provides recognition or incentives to units and individuals that have made significant achievements in building and managing the South Station area.

Chapter II

Article 7. The South Station region has established a unified leadership, a combination of articles and a centralized integrated management system.

The South Station area should meet the objective of integrated environmental integrity, order regulation, transport accessibility and good service management.

Article 8

(i) Integrated management in the South Station area will be led by the Government of the people of the rainy season;

(ii) Develop integrated management programmes and annual implementation plans for regional governors;

(iii) Coordination and decision on important matters for integrated management in the South Station region;

(iv) Establish and organize responsibility for the implementation of the Integrated Management Appraisal Evaluation System and the objectives of the South Station area;

(v) Other work carried out by the Government of the city.

Article 9

(i) Coherence in building the foundations of the South Station;

(ii) Organizing regional planning for South stations;

(iii) Develop and organize implementation of major security programmes and emergency preparedness cases in the South Station area;

(iv) The supervisory authorities in the area of integrated management in the South Station area;

(v) Regular administration of the Office;

(vi) Other work carried out by the Government of the city.

Article 10

(i) Specific responsibility for the implementation of routine integrated management in the South Station area;

(ii) Organizing the conduct of the evaluation of the integrated management of the South Station area, evaluating the nuclear level and approval by the Committee;

(iii) In accordance with the law, the management and administrative penalties entrusted or authorized by the relevant management bodies and the identification of offences in the South Station area;

(iv) Coordinating the organization of joint law enforcement in the South Station area;

(v) Establish a day-to-day inspection system in the areas of transport order, facilities maintenance, urban sanitation, market order;

(vi) Health care and conservation of urban infrastructure for municipal facilities;

(vii) Establish a joint mechanism for the integrated management of the South Station area;

(viii) To review the follow-up to the deployment of integrated management laws, regulations, regulations and regulations in the South Station area;

(ix) Develop concrete measures for the development of the Integrated Management Programme and the Annual Implementation Plan for the Regional Directors of the Commission's South Station;

(x) Other work carried out by the Commission and the Government of the people of the rainy season.

Article 11 establishes a specialized law enforcement force responsible for daily inspections and related administrative enforcement in the South Station region.

The Office may hire administrative law enforcement officers in accordance with the work needs. The Administrative Law Enforcement Consular Officers have assumed work in the course of law enforcement under the authority of administrative law enforcement officials, discouraged and stopped the offence.

Article 12. Article 13 may organize joint law enforcement by relevant law enforcement agencies, as required. Relevant law enforcement agencies should cooperate in the exercise of their administrative functions under their respective mandates and in making administrative decisions.

Article 14. The relevant law enforcement agencies may exercise common jurisdiction over the identification of regional mobility offences in the area of South Station. Violations committed within the common jurisdiction are identified by law enforcement agencies.

Article 15 Law enforcement agencies, management units, operating units in South Station areas are jointly responsible for the conduct of the examination, which serves as the basis for the evaluation of their work by the dispatchor.

Article 16 should define and strictly perform law enforcement responsibilities in accordance with the law, establish law enforcement positions, regulate law enforcement procedures; strengthen oversight management of law enforcement officials and improve the operational quality and enforcement levels of law enforcement personnel.

Article 17 should be made available to the community for the publication of a uniformed complaints report in the South Station area and for the timely processing of complaints reports under the law. Complaints are reported by the relevant management and should be transferred in a timely manner and are responsible for the process.

The relevant management should establish a petition for complaints from this sector and deal with complaints in a timely manner by law. Complaints are related to the management responsibilities of a number of departments, which should be dealt with or stopped in the context of their duties and communicated to other responsible departments in a timely manner in accordance with the law.

Any unit and individual have the right to complain and report on violations committed in the South Station area. The relevant management and UNIPSIL should be treated in accordance with the law and will receive feedback to the complainant.

Chapter III Regulatory norms

Article 18 should establish an Integrated Management Programme for the Regional Directors of South Station to clearly manage objectives, manage norms, manage responsibilities and promote the normative, long-lasting and humanization of integrated management in the South Station region.

Article 19 should be constructed in the South Station area as a key subject of orbital transport, with multiple levels, polarization, organic interface, coordination of development passenger transport hubs and switch centres, and the achievement of organic links between public passenger transport and passenger transport, such as railways, roads, etc., reflecting the important transport hub functions of my city.

Article 20 of the Transport Administration of the Public Security Authority is responsible for the maintenance of road safety management and transport order in the South Station area, the delineation of temporary parking parks within the urban road, the establishment of a barracks and time frames, the strengthening of vehicle traffic and order management and the investigation of road traffic safety violations by law.

UNOPS should strengthen the delineation of parking order management in the region beyond urban roads in the South Station area.

Article 21 New construction, alteration, expansion and construction projects in the South Station area should be in line with the requirements for planning and urban design in the South Station area and in coordination with the surrounding landscape and the environment.

The construction and maintenance of facilities for units such as electricity, gas, heating, drainage, communications, cable television should be in line with the criteria for planning and urban profiling in the South Station area. It is not in line with the criteria for planning and urban profiling in the South Station area and should be adapted in a timely manner.

The construction project involves rail and ground iron safety, and should be developed, implemented and implemented in accordance with the provision for prior solicitation of views from railway and land administrations, implementation of construction safety management provisions, and prevention of rail and geospatial operating security as a result of construction.

The conservation, maintenance, operation and management of public facilities attached to passenger transport, rail and land shall be held by the owner or the manager of its asset; the conservation, maintenance, operation and management of all its facilities shall be in line with the uniform requirements of the South Station area and subject to the supervision of the pipeline.

Article 23 Regional units and individuals in the South Station should implement the responsibilities for sanitation and be clean-up in the area of responsibility, establish environmental sanitation in accordance with the provisions and receive oversight and inspection by the Office.

Units and individuals entering the South Station should be self-speaked to maintain environmental integrity in the South Station area.

The establishment of public service facilities in the South Station area should be scientifically sound and accessible to the general public, direct signs to be clear, integrated and concise; architectural landscapes, greening, night-sizeing, outdoor advertisements, and the designations of units and operators should be consistent with urban profile standards.

Sections and individuals entering the South Station shall be subject to the transport management order, the social management order, the commercial business order, the municipal order of management and the environmental protection order, without the following:

(i) Removal, relocation, occupation and destruction of municipal facilities, unauthorized occupation, excavation of roads, square brackets;

(ii) The vehicle shall not be allowed or discontinued as prescribed;

Chapter IV Legal responsibility

(iii) At the outset, it was found that law enforcement agencies that had jurisdiction over offences in the region did not perform their duties under this approach;

(iv) Law enforcement agencies do not carry out their management responsibilities in the area of South Station and are still unfulfilled by the dispatching sector and the conduct of inspections.

Article 37, in violation of this approach by the relevant management and the staff of the Office of the United Nations High Commissioner for Human Rights, provides administrative disposal in accordance with the law, in violation of the provisions of this approach, and constitutes criminal liability under the law.

Chapter V

Article 338 The Government of the people of the rain-fed areas may develop an integrated approach to integrated management in the South Station area, in accordance with this approach.

Article 39 of this approach is implemented effective 1 January 2013.
