Decision of the Government of the Honduran regarding the revision of the Horizon and the protection of the provisional approach

In order to increase the incentives and protection of the heroic people, the Government of the city decided to amend the provisional approach to rewarding and protecting the memory of the city (Government Order No. 17 of 2005) as follows:

Article 2, paragraph 2, was amended to read: “The present approach refers to acts of criminal offences or exclusion or mitigation of the harm to a public incident where there is no statutory responsibility, a specific obligation, and in the case of an ongoing criminal offence or a sudden public incident, to protect the State, the public interest or the legitimate rights and interests of others from or mitigate violations, to fight against criminal offences or to exclude or reduce the harm to a public incident”.

Article 3 amends “the principle of government ownership and social participation, spiritual incentives and material incentives for the chewing and protection of people”.

In addition, article 4 reads as follows: “There is the responsibility of the Government of the city, region (communes, districts) for the promotion and protection of human beings, the integrated governance body at this level is responsible for organizing, coordinating, mentoring and guiding the heroic institution established under the law (hereinafter referred to as a chewing institution) for the day-to-day work in accordance with its statute and entrusted by the Government.

The Public Security, Finance, Administration of Justice, Civil Affairs, Health, Human Resources and Social Security, Education, Business, Tax, Audit and Disabled Persons' Union should be guided by their respective responsibilities by heroic work on incentives and protection.”

Article IV, as article 24, was amended to read: “The establishment of a special and dedicated funding.

The Government of the city, the city, the district and the district should include heroic funds in the current financial budget in the light of the heroic incentives and protection efforts in the current administrative region.”

Delete article 5.

Amendments to the “public security dispatch” in article 9 to “public security authorities”, “The street offices, the communes (communes)” were replaced by the “commune government, community service administration”.

The words “see heroic office” in article 9 and other articles were amended to read “see heroic institution”.

Article 10, paragraph 1, reads as follows:

Article 14.

A one-time award of $30,000 was paid to meet the disability criteria for grade 5 (with five levels); the following five were disabled, respectively, at the sixth level of $25 million, $72 million, 85,000 yen, 91,000 yen yen and 0.5 million at ten level, and a one-time award, respectively;

(iii) See the heroic slogan and make a greater contribution to the briefing, which receives a one-time award of 0.25 million to 1 million dollars for contributions.”

Amendments to article 15, “Application of the Municipal People's Government” are “approved by the Government of the Municipalities”, “Recommendations approved by the Committee on the Promotion and Protection of Work” are replaced by the words “communes, districts, districts (communes)” and “communes, districts, districts (communes)” as a result of the courageous recognition by the Commission of the approval of the Commission for the rewarding and protection of the authorization” as “in the area, districts, counties (community) where the act is committed”.

Article 17, paragraph 2, was amended to read: “The expenses incurred by a disease that is not the result of heroic illness shall not apply to the above-mentioned provision.”

Article 12, paragraph 2, was amended to read: “A person who is a victim of injury shall be treated in accordance with the following provisions:

(i) In accordance with the conditions for the assessment of disability, the relevant provisions are in place.

(ii) The civil affairs sector, with the confirmation of labour capacity at the municipal level, has one of the following conditions, either in its place of origin or in the area where it is known as the poles, the district (commune) and in accordance with the following criteria:

Losss of labour capacity, which refers to a minimum standard of living at the local level, is paid to the cost of living;

In part, the loss of labour capacity is paid at 50 per cent of the local minimum standard of living.”

Amendments to the “Military, Labour and Social Security Sector” in article 19, paragraph 1 are “Human resources and social security sectors”.

In paragraph 2 of article 19, the Civil Affairs Department should be given priority to the employment of the civil welfare enterprise, as amended by the Civil Affairs, Human Resources and Social Security and the Disability Federation should give priority to its recommended work.

In paragraph 3 of Article 19, the words “see heroic birth of a person in the city” were amended to read as follows:

The headings of chapters XIV and IV are revised as “Financial security”.

Articles 15 and 25 were amended to read: “to encourage the mobilization of multiple channels to be a special resource. See the heroic resource mobilization through the following:

(i) Financial allocations: The city-level fiscal arrangement of $500,000 per year, the city sector (markets, districts) finances of $30,000 per year is earmarked for the inclusion and disbursement of the current financial budget, respectively;

(ii) Social donations;

(iii) See heroic organization to collect funds;

(iv) See the heroic origin of earmarked funds.

Chapter I General

Article 1, in order to build a socialist harmonious society, to promote social integrity, to reward heroic, to protect the legitimate rights and interests of heroic and to develop this approach in the light of the relevant laws, regulations and regulations.

Article 2, this approach applies to the incentives and protection of heroic behaviour that occurred within the city's administration. The law, legislation and regulations provide otherwise, from their provisions.

Article 3 sets the principles of government ownership and social participation, mental incentives and material incentives for those who are heroic.

Chapter II

Article 6 recognizes as one of the following cases:

(i) In cases where State, public interest or the legitimate rights of others are subject to ongoing non-legal violations, they lead to active protection or rescue;

(ii) To actively assist public security, the judiciary in the pursuit of fugitives or suspects, which are highlighted;

(iii) The protection of national, public interest or the legitimate rights of others against or mitigate damage is highlighted in the exclusion of sudden public events, irrespective of personal security;

(iv) Other manifestations of the maintenance of social order and the suppression of crime are highlighted.

Article 7 gives the following three or more incentives to the person who is heroic, in accordance with his or her performance and contribution:

(i) A briefing;

(ii) Grants;

(iii) To grant Honours No. “Health as Producers”;

(iv) Honours for the “Health for Special Contribution” of Honour.

Article 8. See the heroic recognition of the declaration by a unit or by a person to the conduct of a public security agency, the communes (communes), the community service administration, which is declared by a public security authority, the commune government, the community service management body to the location.

Article 9 read as follows:

Article 12. The author's objection to the heroic recognition and incentive decision shall be subject to review by the body of the decision within 15 working days of the date of receipt of the notification, and shall apply for review at the highest level within 15 working days of the date of receipt of the review decision.

The review and review decisions shall be made and communicated to the applicant within 30 working days of the date of receipt of the request.

Article 13 provides incentives for a person who is heroic to implement the criteria set out below:

A one-time award of $30,000 was paid to meet the disability criteria for grade 5 (with five levels); the following five were disabled, respectively, at the sixth level of $25 million, $72 million, 85,000 yen, 91,000 yen yen and 0.5 million at ten level, and a one-time award, respectively;

(iii) See the heroic slogan and make a greater contribution to the briefing, which, depending on the contribution of a lump sum of US$ 250,000 to US$ 1 million.

Article XIV awards to the “Health for Significance” by the chezer, which should be brought to the approval of the Government of the communes; to grant the Honours No. “Health for Evangeles” to the Honours of the Honours, which are carried out by the city; to the extent that, in accordance with article 13, paragraph 3, of the present approach, are rewarded by the heroic, district (court) of the act.

Chapter III Protection

Article 15 is due to the heroic injury to be rescued by the conduct of public security bodies, the communes (communes) or the community service administration. Medical institutions should take care of patients at the time of the cure, and the medical institutions that have received initial care are unable to continue their treatment and should be transferred in a timely manner to health-care institutions with the corresponding medical qualifications.

Medical institutions receive a heroic injury and may not give any reason for precision, refusal and delay.

Article 16 reads as requiring first aid or inpatient treatment for the injured person, free of charge, screening fees, beds, royalties, operating expenses. Other medical costs are treated in accordance with the following provisions:

(i) The law of the victim;

(ii) Beneficiaries by law;

(iii) Funding by the unit;

(iv) Inadequate or be seen as part of the heroic inability to afford the injured person, payments are made from the special funds.

As identified by the above-level medical accreditation body, the costs incurred by a disease that is not considered as a result of heroic illness are not applicable.

Article 17 is dealt with in accordance with work injury by a person who is heroic to be a member of State organs, group staff and cause, enterprise (including State-owned enterprises, joint ventures, civil enterprises and other economic organizations). See the heroic incentives and related treatment provided by this approach, in addition to the enjoyment of the State's work-related injury treatment.

See other persons who have suffered injury, according to the following provisions:

(i) In accordance with the conditions for the assessment of disability, the relevant provisions are in place.

(ii) The civil affairs sector, with the confirmation of labour capacity at the municipal level, has one of the following conditions, either in its place of origin or in the area where it is known as the poles, the district (commune) and in accordance with the following criteria:

Losss of labour capacity, which refers to a minimum standard of living at the local level, is paid to the cost of living;

Part of the loss of labour capacity, which refers to the local minimum standard of living, is paid to the cost of living.

The recruitment of staff by State organs, groups and undertakings, corporate units should be given priority under the same conditions as the oral booby, visual sacrifice or immediate family of persons with disabilities, and the human resources and social security sector should be recommended as a matter of priority.

Article 23 should take effective measures by the public security authorities to strengthen the safety protection of the bellic and their immediate family. Legal aid institutions should provide legal assistance to persons who are heroic.

Chapter IV Financial security

Article 24 establishes a special provision.

The Government of the city, the city, the district and the district should include heroic funds in the current financial budget, in the light of heroic incentives and protection efforts in the current administrative region.

Article 26 provides for the collection, management and use of opioids under the law and in accordance with the provisions of the Act.

See the management, use of special funds, the same level of financial, auditing and social oversight should be accepted and the use of them is regularly published in society.

Article 27 reads as the use of special funds:

(i) To reward heroic;

(ii) Required to be heroic, disabled or relatives;

(iii) To grant a booic assistance based on this approach to sacrifices, disabled persons or their relatives;

(iv) The medical expenses of persons who have suffered as a result of heroic and heroic funds under this scheme;

(v) Other oral incentives and protection expenditure.

Chapter V

The twenty-eighth approach was implemented effective 1 February 2006.
