Evaluation of non-material cultural heritage experts in the Rejugation City

(Consideration of the 138th Standing Committee of the People's Government of the Republic of 21 November 2012 for the adoption of the Ordinance No. 268 of 5 January 2013, which was published from the date of publication)

Article 1 establishes this approach in order to strengthen the protection of non-material cultural heritage, in accordance with article 14 of the Ordinance on the Promotion of the Non-Controlal Cultural Heritage.

Article 2. This approach applies to the evaluation of experts who recommend the inclusion of the directory of the project on the representation of non-material cultural heritage in the Reclamation, the identification of representative writers and protection units of non-physical cultural heritage in the city.

The evaluation of non-physical cultural heritage experts is guided by the principles of openness, equity and justice.

Article IV.

Article 5. The municipal cultural authorities are responsible for establishing a pool of non-physical cultural heritage experts, composed of experts with higher academic levels and good professional ethics.

Article 6

The four-year period of appointment of non-material cultural heritage experts at the municipal level is open to continuous employment.

Article 7 experts included in the expert pool of non-material cultural heritage should have high-technical technical functions in the relevant professions, which are not less than five years, familiar with the non-material cultural heritage in the relevant professional areas, with good professional ethics, with higher academic levels and social implications.

The members of the Article 8 expert evaluation committee on non-material cultural heritage (hereinafter referred to as the expert evaluation board) and the non-physical cultural heritage expert evaluation team (hereinafter referred to as the expert evaluation team) are composed of experts from the city-level non-material cultural heritage expert pool, with a number of odds through random selection or designation.

Article 9

The expert evaluation team consists of more than five experts and is chosen or designated by the municipal cultural authorities in the Professional or close fields.

The members of the expert evaluation team shall not serve as members of the expert evaluation committee in principle.

The Director of the Expert Evaluation Committee and the Head of the Panel of Experts are appointed by the municipal cultural authorities to preside over the evaluation.

At the beginning of the expert evaluation team, after the full comments of the members of the expert evaluation team, a vote was taken by secret ballot and more than half of the members agreed to be adopted.

The expert evaluation committee's deliberations on the initial evaluation opinion, which was fully expressed by the members of the expert evaluation committee, took a vote by secret ballot, with more than half of its members agreeing to be adopted.

Article 11 lists of items included in non-material cultural heritage that should focus on assessing the history, culture, art, scientific values, and the transmission of protection.

The determination of the representative of the non-material cultural heritage project should focus on the evaluation of the spectrometer system, the author's horticulture experience and sensitivities, the horticulture characteristics and achievements, the impact of the area and the information on the project held.

The determination of the non-physical cultural heritage representative project protection unit should focus on the ability of the assessment unit to implement protection planning, the ability to carry out transmission and demonstration activities and the conditions available, and the information on the project held.

Article 12. The expert evaluation team initially assessed opinions and the expert evaluation committee's views, which, with the signature of all members, were archived by the municipal cultural authorities and could be provided externally.

The recommended name of the non-material cultural heritage project, which was evaluated, was approved and published by the municipality after the first instance of the municipal cultural authorities and a presentation.

The protection unit of the project on representativeness of the non-material cultural heritage adopted by the evaluation was approved and published by the municipal cultural authorities.

The evaluation of non-material cultural heritage experts in each district of Article 14.

Article 15. This approach has been implemented since the date of publication.
