Chapter I General

Article 1, in order to enhance the safety management of ladder, prevent and reduce accidents, guarantee the lives and property security of the people, develop this approach in line with the People's Republic of China's Safety Production Act and the State Department's Safety Monitoring Regulations on Tropical Equipment.

Article 2

The gradients described in this approach include passenger ladder, cranes, automatic gradients and automateds.

Article 3 Governments of more people at the district level should strengthen leadership in the management of ladder safety, promote and support the ladder safety monitoring management in compliance with its oversight responsibilities under the law, and coordinate and address critical issues in the management of the ladder.

Article IV is responsible for the management of ladder safety oversight within the current administrative region, in the area of quality technical supervision.

More than the people at the district level are subject to an integrated monitoring management of gradient security by law.

The relevant sectors of the population at the district level should be in line with their respective responsibilities for the safe management of the ladder.

Article 5 The main heads of the ladder production and use units are responsible for the safety of this unit.

Sections such as schools, the media should conduct awareness-raising efforts on ladder safety knowledge and relevant laws, advocate for civilization multipliers and increase security awareness.

Article 7 encourages the implementation of scientific management methods to increase the level of safe ladder management and to enhance the capacity of ITU production, use of units to prevent accidents.

The ladder use units are encouraged to implement special equipment liability insurance and to enhance the capacity to pay for accidents.

Article 8.

Chapter II

Article 9. The ladder production units shall be eligible by law and the practitioners shall obtain the corresponding qualifications certificate in accordance with the law.

The name of the ladder production unit and the change of address shall be submitted to the receiving body within 30 days for a replacement certificate application.

Article 10 ladder manufacturing units should be responsible for the quality and quality of products produced, in accordance with the relevant provisions, and in accordance with the accompanying documentation requested by the safety-technical norms, to ensure the availability of the ladder.

Article 11. The installation, rehabilitation and major maintenance of the ladder shall be communicated in writing in accordance with the relevant provisions.

Article 12. The ladder Maintenance Unit (hereinafter referred to as the veterans) shall be responsible for the safety of the ladder of the day-to-day maintenance, in accordance with the relevant safety technical norms and requirements:

(i) The development of a ladder maintenance programme to implement safety protection measures;

(ii) The development of emergency relief advances and the conduct of emergency response exercises for all types of ladder of maintenance in a semi-annual period;

(iii) Disadvantages in the ladder, the maintenance of the personnel should be provided in a timely manner, with no more than 30 minutes in the urban area, and in other areas not more than l hours;

(iv) Establishment of a maintenance file for each cradle and long-term preservation;

(v) To assist the use of units in the development of a ladder security management system and emergency relief scenarios;

(vi) A maintenance of the ladder of maintenance is carried out every 15 days and a self-excise inspection is conducted every half year;

(vii) The identification of accidents to inform the ladder in a timely manner and effective measures to eliminate accidents and ensure the safe operation of the ladder;

(viii) The safety of the new ladder responsible for maintenance.

The ladder maintenance fee should be applied to the fees set by the provincial price sector.

Article 13. The installation, rehabilitation and maintenance units of the ladder shall establish archives by providing for the safe education and technical training of the personnel of this unit. The duration of the archives is not less than four years.

Chapter III

Article XIV ITU use units include the following:

(i) The ladder of self-managed power and the ownership of the use unit;

(iv) The ladder of shared property rights and the owner should use units explicitly through written agreements;

Article 15. Article 16 ITU use units shall be subject to the procedures for gradient registration in accordance with the ladder safety supervision management established to the establishment area.

The ladder use units should be entrusted with the day-to-day maintenance of the ladder units that are eligible for the maintenance of the licence and the signing of the day-to-day maintenance contract.

In the event of changes in the veterans, the use of units should be subject to a maintenance contract and, within 30 days of entry into force of the new contract, to the processing of changes by the original registration authority and to the replacement of the relevant identifiers of the CNDP.

Article 17

(i) Develop a safety management system for the ladder and conduct regular inspections;

(ii) In the ladder, the visible location of the entrance is posted on security concerns, warning signs and effective safety features;

(iii) Maintain the ladder of emergency police units and access devices and ensure access;

(iv) Regular security education and training for ITU safety managers and operators;

(v) The establishment of a ladder security technical file, as required by national security technical norms;

(vi) To assist in the testing of ladder tests;

(vii) The development of emergency relief scenarios, at least one emergency relief exercise per year;

(viii) In the event of failures or abnormalities in the ladder, the timely notification of the failure or abnormal circumstances of the vincial units, which may endanger the safety of passengers, should cease immediately the operation of the ladder;

(ix) When passengers are left behind in the ladder, timely assistance is organized;

(x) Incidents in the ladder, accident relief under the law, loss of life and property, protection of accident sites and timely reporting to the relevant sectors.

(xi) Legal, regulatory, or other ladder security management under national security technical norms.

Article 18

Article 19 Builds, airports, underground corridors, commercial sites, sports stations, exhibitions, etc., and the use units should establish specialized personnel for peak periods:

(i) To promote safe access to knowledge and encourage civilization to gradient behaviour;

(ii) To steer passengers in order;

(iii) To foster the safe passage of young, young, pregnant and disabled persons;

(iv) To discourage adverse actions affecting the safe operation of the ladder.

Article 20 provides for special passengers who require assistance, patients, persons with disabilities and pregnant women, and the ladder use units should be provided in a timely manner.

Article 21 renovates within the ladder and, after the completion of the renovation, the ladder's use unit should be informed of the testing of the veterans that are tested in compliance with the State's relevant safety technical norms.

Article 22 Renewed, renovated, major maintenance costs are raised by the ladder's owner, in accordance with the relevant provisions, from the dedicated maintenance funds for the home, inadequacies or special residential maintenance funds.

The ladder's daily maintenance and testing costs are paid by the ladder use units.

Article 23 ITU conducts a regular test year.

The ladder use unit shall submit a regular test application to the ladder inspection body by 30 days prior to the expiration of the ladder safety test.

The ladder use units should restructure the unqualified projects identified in the ladder's regular test within the prescribed time frame and will provide feedback to ITU test agencies in writing.

Article 24 of the ladder has been discontinued for more than one year or more for the next regular test date, and the ladder's use units should be installed and equipped with a warning signal, and in 15 days to the management of the ladder's safety monitoring management responsible for the use of registration.

Article 25. The ladder has one of the following cases, and the ladder's use units should inform the ladder's units to conduct a comprehensive inspection and maintenance of maintenance and apply for regular testing or monitoring tests:

(i) The occurrence of natural disasters, fires or equipment accidents, which may affect the safety of the ladder;

(ii) In one year, ITUS received more than three reports of gradient failures and confirmed that there was an impact on the safe operation of ITU;

(iii) The suspension of more than one year or more of the next regular test date will require relaunch.

The circumstances listed in the previous paragraph are not untested or unqualified.

Article 26

(i) The day-to-day inspection of the operation of the ladder and record the daily use of the ladder;

(ii) Develop and implement the ladder's regular testing plan;

(iii) Maintain a clear signal of the safe use of the ladder;

(iv) Maintenance of the ladder key and safety signals;

(v) The discovery of the concealment of the operation of the ladder requires the cessation of use, which should cease immediately and report on the head of the unit;

(vi) A failure to report the police immediately to the site and to inform the head of the unit, the CNDP or the fire-fighting sector to implement rescue;

(vii) On-site collaboration with the ladder test, rehabilitation, maintenance and maintenance of maintenance is confirmed by the signing of the record.

Article 27 ladder uses a 15-year limit, and the ladder use unit should entrust ITU with technical assessment of safety. The ladder test body should provide advice on continued use, maintenance, rehabilitation or release.

Article 29 should establish a ladder security technical file. Security technical files should include the following:

(i) The registration form for the use of special equipment;

(ii) Technical documents for equipment and its spare parts, security protection devices;

(iii) The installation, rehabilitation and major maintenance information, reporting;

(iv) Daily check and use records, maintenance of maintenance records, annual self-assessment records or reporting, and an effective record of emergency relief;

(v) The installation, rehabilitation, major maintenance inspection reports, and periodic inspection reports;

(vi) Loss of equipment and accident records.

Daily inspection and use records, annual self-assessment records or reports, emergency relief performance records are not less than four years, and other information should be kept on a long-term basis.

In the event of changes in the use of units, the safe technical files should be transferred on an random basis.

Chapter IV Tests

Article 33 ITU test institutions and test personnel carry out gradient testing activities, which should be guided by the principles of integrity and popularity, provide reliable and accessible testing services for ITU production, use units, and have confidential obligations with respect to commercial secrets of the inspection units involved.

The ladder test test test fee is used to implement the charges set by the provincial price sector.

Article 31, the ladder test body shall not carry out regular testing of the ladder in the following cases:

(i) No registration;

(ii) No maintenance contract with the Guard;

Article 32 ITU should conduct testing within 10 working days of the date of receipt of the test application.

Upon completion of the test, the inspection body should have a test report within 10 working days. The test was qualified and was marked by the Safety Test qualification.

Article 33 ITU test bodies and test personnel using testing tests are deliberately disruptive of the ladder production, use units, and the ITU Safety Monitoring Management may designate another gradient inspection body to undertake the inspection of the unit's ladder.

Chapter V Oversight management

Article 34, ITUS found that gradient production, use units or gradient testing agencies had violations of legal, regulatory and security technical norms and had been restructured by law. The identification of spoilers should be immediately dismissed by law; major accidents are precluded, the suspension or cessation of the use of a warrant, and after the identification of a major accident, the recovery of production and use is agreed upon.

Article XV of the industry authorities and the ladder safety monitoring management should implement priority safety oversight management for schools, hospitals, airports, airports, car stations, underground corridors, shops, sports houses, exhibitions, and gradients in other personnel-intensive places.

Article 36 ITUS should establish a ladder safety monitoring reporting system, publish a telephone, communication address, and receive reports of violations committed in ITU production, use and testing.

Article 337, the communes of the provinces and establishments should encourage and support the establishment of the passenger ladder remote monitoring system, and the introduction of a network of control over the ladder safety operation.

The construction and management of the passenger ladder remote monitoring system is vested in the ladder's safety oversight management.

The new passenger ladder of article 39 should have the terminal and its equipment required to establish a remote monitoring system. The use of passenger ladder should be accompanied by an end-of-mission equipment for the ladder remote monitoring system.

Article 40

Chapter VI Legal responsibility

Article 40, in violation of article 9, paragraph 2, of the present approach, is supplemented by an order of responsibility for the management of the ladder's safety monitoring at the district level and with a fine of up to 5,000 dollars.

Article 42, in violation of article 12 of this approach, does not perform the maintenance function, is corrected by the responsibility of the management responsible for the security supervision of the ladder at the district level and by the fine of €50 million above.

Article 43, in violation of article 16, paragraph 3, of this approach, is being corrected by the management responsibility for the safety supervision of the ladder at the district level, which is not reformulated and is fined by more than 5,000 dollars in 2000.

Article 47, in violation of article 27 of this approach, does not carry out a technical assessment of the ladder safety, which is redirected by the management responsible for more than gradient security supervision at the district level, which has not been reformulated for the long term, with a fine of €50 million.

Article 48, in violation of article 31 of this approach, is a change in the management responsibility of more than gradient security supervision at the district level and a fine of €50 million above.

Article 49 violates the provisions of this approach, and other laws, regulations and regulations impose penalties.
