Backle management approach in Sichuan Province

Chapter I General

Article 1 ensures the quality of maps, preserves the sovereignty, security and interests, and establishes this approach in line with the relevant laws, regulations, such as the People's Republic of China Mapping Act.

The map referred to in this approach includes maps that are open to society as follows:

(i) paper quality maps, electronic maps, maps, video maps, Internet maps, etc.;

(ii) maps accompanying books, newspapers, audio-visual products, electronic publications and advertisements, videos;

(iii) maps with various products.

Article III applies to activities such as map preparation, clearance, Internet map services and monitoring management, which are public in the administration of the province.

The management of maps is implemented in accordance with the relevant national provisions.

Article IV is responsible for the uniform supervision of all provincial maps by the provincial authorities for the management of the management of the management of the management of the management of the maps in this administrative area.

The Publication Administration is responsible for the supervision of the publication, printing and distribution of maps within this administrative area.

In accordance with their respective responsibilities, the other relevant departments at the district level are responsible for the management of maps related to this sector.

Article 5 Civil affairs authorities in the province are responsible for the preparation of a map of the regional boundaries of the province and for the publication of the Government of the province.

More than 6 people at the district level should establish national mapping awareness-raising mechanisms, promote educational activities, and increase citizen literacy.

The executive authorities for education at the district level should incorporate national mapping awareness education into the secondary school curriculum.

Any unit or individual has the right to report on the violations of the map.

The relevant sectors reported should be dealt with by law and kept confidential.

Chapter II

Article 8. The units involved in the preparation of maps shall be subject to a corresponding mapping of qualifications by law and to the development of maps within administrative licences.

Geographic information-gathering personnel should obtain mapping operational documents in accordance with the law.

Article 9. Foreign organizations or individuals engaged in map preparation activities shall be subject to the relevant national provisions.

Article 10 engages in the development of maps and should comply with national laws, regulations and relevant provisions to implement national standards and norms for the production of maps. No reference shall be made to the State's secret and endangering the national security of the State and shall indicate the following:

(i) To endanger national unity and sovereignty, territorial integrity;

(ii) The content of defence security, including unpublic airports, the internal structure of the public airport and its transport capacity, the specialized railway and intra-station route, railway formations, and the dedicated roads, etc.;

(iii) Various military facilities, military restricted zones, and defence, military management zones, racked units and their internal facilities;

(iv) units and facilities relevant to public safety, including prisons, criminal detention facilities, and weapons and ammunition, explosives, bleaching, jeopardy, radioactive items, including storage sites;

(v) Civil facilities, including large hydroelectric facilities, electricity facilities, communications facilities, oil and fuel facilities and critical strategic reserve reserves, which have a significant impact on people's productive lives;

(vi) Including geo-information data, including heavy data, measurement control points, and unpublished space-call data and high-range data;

(vii) Geographical information data not published by law, including details of the sea, ports, terminals, coastal humid areas, high-pressed power lines, communication lines, the attributes of pipelines, the sea's navigation capability, water depth, drainage, bottom and coastal attributes, the treasury data, etc., the length, breadth, purification and slope of the bridge, the structure of the roadside materials, the form of the tunnel;

(viii) Laws, regulations and regulations prohibit other relevant elements indicated.

Article 11 sets out units for maps within the provincial administrations, which should be registered in the project file by law before the preparation of the geoinformation administrative authorities.

The mapping project involving more than two municipalities (States) administrative areas and the posting of geographic information units within the province's administration area should be registered with the provincial mapping of geo-information administrative authorities; the development of maps within the administrative areas of the city (States), counties (communes, areas) should be registered with the local mapping of geographic information administrative authorities.

Article 12. The provincial education administrations organize maps attached to primary school teaching maps and textbooks in the province with the provincial mapping of geographic information administration authorities.

Any unit shall not publish, demonstrate, maintain maps attached to primary and secondary school teaching maps and textbooks that are not validated.

Article 13 produces maps, internal maps, which should be manifested at a level of precision or “in-house use maps”, and shall not be published, issued, displayed or loaded in any form. The maps involved shall not be replicated.

Article 14.

(i) The selection of up-to-date geo-information as a basis for the preparation of information;

(ii) To correctly reflect the geographical location, form, name and interrelationship of the elements;

(iii) Relevant data and professional content that meet map usage purposes, with reference to public service information.

Article 15 Governments and relevant departments at the district level should issue timely public information relevant to maps, including maps, in accordance with the law. The mapping of geo-information administrative authorities should collect relevant information in a timely manner and organize public good maps such as base geodesy maps in the current administrative region, basic maps (prints) and maps in the political area.

The departments and units concerned should provide the map-out units with the required updates.

Article 16 states on maps that the boundaries of the People's Republic of China, the historical boundaries of China, the borders of the States of the world and the provinces, the self-government area, the city of direct jurisdiction, the administrative boundaries of the special administrative area, as well as the expression of geographical names, island names and important geoinformation data, are implemented in accordance with the relevant national provisions.

Article 17 states, in maps, that the administrative regional boundaries of the district level have been mapped in accordance with the standard maps of the administrative regional boundaries approved by the Department of State, indicating that the regional boundaries of the provincial communes and town administration are mapped in accordance with the standard maps approved by the Government of the province.

Article 18 publishes advertisements in map products and shall be subject to the relevant provisions of advertising laws, regulations and regulations, without prejudice to the correctness and subjectivity expressed in the map, which shall not exceed one quarter of the map.

Chapter III

Article 19 publishes, displays, maps and produce maps containing maps, import and export maps, and shall be pre-empted by the competent administrative authorities to map geoinformation.

The personnel involved in the map review should have the relevant professional technical qualifications.

Article 20

(i) World and national indicative maps;

(ii) All-provincial maps;

(iii) maps of the administrative region of the province involving more than two municipalities (States);

(iv) The Department of State maps the geography information administrative authorities and provides for other maps that should be reviewed by the provincial mapping of geographic information administrative authorities.

Article 2

In the case of the second article, the applicant shall submit, in accordance with the law, relevant information, such as the application for map clearance, map templates and the base information certificate.

Publicly published maps should be submitted to the publication of a single approval document for the publication of maps approved by the administrative authorities or for the publication of maps.

Article 24 Production of public maps involving national secret mapping results should be treated with confidential technology by the provincial mapping of geoinformation administrative authorities.

Article 25. The administrative authorities that map the geographical information shall complete the process of clearance within 20 working days of the date of receipt.

In accordance with the conditions of the review, the Mapping of Geographic Information Administration has sent approval documents to the applicant and a nuclear launch map.

Prior to the clearance of approved map use, the mailing unit shall transmit map samples or electronic data to the authorized authority for the clearance of maps.

Article 26 Changes in the content of the approved map should be sent to trial in accordance with the provisions of this approach.

No units or individuals may publish, demonstrate, publish, export, introduce and sell unauthorized maps.

The map should be published by a unit with publication qualifications.

Activities in the publication, display, loading, export and introduction of maps should be made available for the approval of the relevant maps and for the use of the map of a marked mark, which is a publication and should be subject to the copyright page note.

Chapter IV Management of Internet map services

Article 28 units engaged in Internet map services should be subject to a corresponding mapping certificate under the law and engage in Internet map services in the context of administrative licences.

Article 29 units operating in the publication of Internet maps should be legally granted Internet publishing permits.

Article 33 units working on Internet maps should be equipped with facilities, equipment and technical conditions established by the State, the establishment of a safety management system and safeguards for Internet map data, and the safety of air maps accredited by the geoinformation administrative authorities.

Article 31 No citizen, legal person or other organization shall be prohibited from transmitting the content of laws, regulations and regulations on the Internet map service website.

No unit or individual may unauthorized release important geo-information data that are not reviewed by law.

Sections working on Internet maps should be reviewed in accordance with the relevant national provisions.

The Internet map service unit shall not be loaded, replicated, links, dispatched, referenced to maps that are not subject to trial and shall not provide links to Internet map services outside the country.

The database for Internet map services must not be stored, record the information provided under article 10 of this approach.

Chapter V Oversight management

Article XV of the geography of information at the district level should be monitored by the relevant authorities in accordance with the law relating to the production, publication, printing, display, loading, sale, export and introduction of activities and Internet map services databases.

Article XVI above is responsible for supervision of the production of enterprise registration in the current administration area, map products in the area of circulation and the use of map advertisements.

Article 337 In the process of processing trade operations for map products, the business authorities should validate the clearance of the maps of the GIS administrative authorities.

Article 338 The communications management authorities should deal with the Internet map service websites that endanger the sovereignty, security and interests of States by law.

Article 39 of the Mapping of Geographic Information Administration shall oversee the maps involved in teaching, tourism, introduction of books and maps of media journals.

Chapter VI Legal responsibility

Article 40, in violation of this approach, does not obtain a glossary certificate or exceed the scope of a mapping licence to conduct map preparation activities and Internet map services, and is punished in accordance with the provisions of the People's Republic of China Mapping Act.

Article 40, in violation of article 11 of this approach, provides that the preparation of maps in the administrative area of the Sichuan Province has not been registered under the law for the mapping of geoinformation administrative authorities, and is governed by the provisions of the Regulations on Mapping Management in the Sichuan Province.

Article 42, in violation of this approach, provides that one of the following acts is rectified by the responsibility of the administrative authorities for the mapping of geo-information, warnings and fines of more than 1 million dollars in 2000.

(i) Advertising in map products, affecting the correctness and subjectivity of maps and advertising more than one quarter of the map;

(ii) Changes in the content of approved maps and failure to reproduce them;

(iii) Internet map services provide links to Internet map services outside the country.

Article 43, in violation of this approach by the executive branch and its staff, is one of the following acts, which is rectified by the executive branch of the executive branch or by the supervisory authority; in the event of a serious nature, the administrative disposition of the direct responsible person and other direct responsibilities constitutes an offence under the law and criminal responsibility.

(i) Staff members of the executive organs abuse their functions and play a role in conducting map clearance decisions;

(ii) In violation of the statutory procedures, a map for the approval of the decision;

(iii) The receipt of the applicant's property in the map;

(iv) Other acts that should be taken administratively by law.

Chapter VII

Article 44 The Government of the Four Sichuan Province issued a publication management approach to maps in the Sichuan Province on 29 December 1997.
