Specialized fire fleet management approach in Yunnan

(Consideration of the 91th ordinary meeting of the People's Government of Yumnang on 19 December 2012 for the adoption of the Decree No. 184 of 7 January 2013 of the People's Government Order No. 184 of 1 March 2013)

Article I, in order to strengthen and regulate the construction and management of the dedicated firefighting force, enhance the capacity of the specialized firefighting fire prevention and extinguishment, develops this approach in line with the provisions of the laws, regulations and regulations such as the People's Republic of China Fire Act, the Yumnan Fire Code.

The full-time firefighting force referred to in this approach includes dedicated fire brigades and specialist firefighters, firefighters.

The special firefighting teams described in this approach include the Government's dedicated fire brigades and units. The Government's dedicated firefighting team means a dedicated fire brigade established by all levels of people, with the exception of the public safety fire fire brigade, which is a dedicated fire brigade established by the enterprise unit.

The approach refers to special-time firefighters who are dedicated to firefighting teams and are supplemented by public safety fire brigades for fire prevention, firefighting and emergency relief.

The approach refers to non-in-service specialized personnel performing fire safety activities, such as fire safety advocacy, social training, archives management, window receipt services, and assistance in fire safety monitoring.

Article 3 is dedicated to the construction and management of firefighters as a normative, professional, professional and socialization objective, and upholds the principles of government ownership, cluster integration, urban and rural areas and integrated development.

Article IV. Governments at all levels should incorporate dedicated firefighting forces into national economic and social development planning, urban and rural planning, fire-fighting planning, as prescribed by the Government's dedicated firefighting fleet infrastructure and fire equipment-building, which can be managed by the Government's dedicated fire brigades in public service units.

The Government's dedicated fire fleet-building requirements, day-to-day operating public funds, fire operations costs and Government-wide firefighters, firefarers are covered in the same financial budget. The requirement for a dedicated firefighting force is guaranteed by the enterprise's unit.

Article 5. Public security authorities and their firefighting agencies are responsible for specialized operational guidance, professional training and harmonization.

The human resources social security sector, within its mandate, is responsible for the recruitment of special firefighters (using), social insurance, vocational skills identification and labour inspection.

The development reform, finance, housing and urban-rural construction sector, within their respective responsibilities, is responsible for the specific management of planning, facilities equipment construction and financial security under article IV of this approach.

The sectors such as industrial and informationization, civil affairs, transport and tax are governed by the law, within their respective responsibilities.

The relevant industry authorities should monitor the implementation of public fire safety responsibilities by units such as water supply, electricity, gas and communications, and ensure that specialized fire brigades perform fire safety duties in accordance with the law.

The following areas where a public safety fire brigade is not established should be established:

(i) The number of firefighting stations has not reached the town of the city and the veterans of the State's Urban Fire Safety Standards;

(ii) The establishment of more than 2 square kilometres or more of the population, town, street offices and other economies, the more developed population, town, street offices;

(iii) communes, towns, street offices that are vulnerable to the production, operation and labour-intensive enterprises;

(iv) National and provincial focus towns, historic cultural occupants, fervents, tourism small towns;

(v) More than provincial economic technology development zones, high new technology development zones, tourist holidays, wind poles, border crossings.

The following Article 7 units shall establish a dedicated unit fire brigade:

(i) Large nuclear facilities units, large power plants, civilian airports, major ports;

(ii) The production, storage of large businesses that are vulnerable to explosive hazards;

(iii) Large warehouses, bases that can fuel important supplies;

(iv) First, second, third, larger risk of fire and other large enterprises far from the public safety fire fleet;

(v) Backage management units that are far from the public safety fire fleet and are designated as the national focus protection unit;

(vi) The management units of the tunnel or the tunnel block;

(vii) The provincial public security agency fire agency has established a high altitude of more than 100 m or more than 100,000 square meters, or a management unit with a field of more than 1 million square metimetre buildings.

Article 8. The Government's dedicated fire brigade established by the Government of the people at the district level, which plans to select sites, construction standards and fire vehicles, equipment materials, special firefighters protection equipment standards, are implemented in accordance with or taking into account the national Urban Fire Station Standards.

The Government's dedicated fire brigades established by communes, the town's people and the street offices are implemented in accordance with the Town Fire Team standards.

The unit established by the enterprise service unit is dedicated to firefighting teams, and its personnel and equipment standards are implemented in accordance with the standards of the national and relevant units in the province.

Article 9. The establishment of a dedicated firefighting cell shall be reported to the public security agency fire agency in accordance with the following provisions:

(i) The full-time firefighting units established by the Government of the people at the district level and by the enterprise's units, which are reported to be collected by State, municipal public safety authorities fire agencies;

(ii) Government-wide firefighting units established by communes, the communes and the street offices, which are reported to be collected by fire agencies in district, city, district public security agencies.

The provincial public security agency firefighting agencies have provided guidance on the identification of a special fire brigade established under the previous paragraph.

The full-time firefighting teams that have received experience cannot be rescinded; there is a special case to be rescinded and should be reported to the agreement of the body responsible for the inspection.

Removals, adjustments, releasing, etc. of the heads of specialized fire brigades should be reported to the inspection body fire agency.

Article 10

(i) Conduct fire prevention inspections, possess the basic conditions for fire safety in the area of responsibility, and establish the necessary operational base files;

(ii) Improve the system of performance, maintenance, maintenance of firefighting equipment, development of fire-saving, emergency relief advances, and regular organization of performance;

(iii) To assist the public security authorities in carrying out fire inspection and fire safety awareness training;

(iv) A unified movement control movement control by the public security authorities fire agencies, participation in emergency relief for fires and other disaster accidents, protection of disaster accidents on the ground, and assistance in the relevant sectors in investigating the causes of disaster accidents.

Article 11 Government agents, firefighters, should be admitted through public recruitment, in accordance with the uniformed recruitment scheme; in accordance with actual needs, they may be staffed through the redeployment of agents by the agency's units or through other means.

The unit-specific firefighters are self-staffed by the enterprise cause unit or are recruited through public recruitment.

Article 12

(i) Voluntary firefighting efforts and good goods;

(ii) The age of 18 years and under the age of 28;

(iv) Physical health and compliance with the standards of medical examinations for recruitment.

The unit-specific firefighters should have basic conditions to be performed, taking into account the provisions previously provided.

Priority has been given to the recruitment (used) of former soldiers and those with fire skills.

The following basic conditions should be available to the firefarers admitted in Article 13:

(i) Voluntary firefighting efforts and good goods;

(ii) Age of 18 years of age and under 35 years of age;

(iii) The number of university-specific colleges;

(iv) Physical health, with reference to the standard of medical examination of recruits.

Article 14.

After having reached the highest age of work or for other reasons, a dedicated firefighter or firefarer shall be properly arranged in accordance with the relevant laws, regulations and labour contracts.

Article 15. The Government's full-time fire squad, firefarers shall not be paid less than the average wage level of the employees of the regional units and receive a comparable benefit with the employees of the cause unit; the unit's full-time fire squad shall not be paid less than the average salary level of the employee and receive benefits for the production of a line worker or a high-risk industry.

The user units should be provided with the law as a special firefighter, firefarers for old-age, medical, work injury, unemployment, maternity, etc., and for the payment of housing benefits, as well as personal accident insurance for the dedicated firefighting team personnel who are extinguishing the fire.

Article 16 is dedicated to the injury, maimation, death and injury of members of the fire brigade, and the relevant administrative authorities, business units shall be identified in accordance with the provisions of the Labour Injury Insurance Regulations, to carry out work injury treatment; and to assess in accordance with the provisions of the Code.

Article 17 should organize dedicated firefighters to participate in fire safety operations training and obtain qualified training certificates. Special firefighters engaged in fire extinguishing should also participate in vocational skills training to obtain occupational qualifications for the extinguishers.

Article 18 provides for the maintenance of fire-fighting equipment and the maintenance of personnel equipment in good emergency situations by including firefighting agencies in local public security agencies.

The full-time firefighters should be structured and marked during their work.

Following instructions from the specialized fire brigades received from the police or the fire agency of the public security authorities, immediate removal should be made to the site for disposal; in activities such as fire rescue, emergency response assistance, the uniform command of the fire agency of the public security authorities should be subject to.

Article 20 firefighting vehicles dedicated to fire brigades are included in the scope of special vehicle management, special vehicle licences are processed and are equipped with alarms, markings in accordance with national standards.

The firefighting vehicles dedicated to fire brigades must not be used for matters that are not relevant to fire recovery and emergency relief efforts; they should not be used as a warning tool, a marker, and be in compliance with road traffic safety laws, regulations and regulations.

Article 21, dedicated fire brigades to firefighting and emergency relief, shall not be charged with any cost.

Article 23, the executive branch and its staff, in violation of the provisions of this approach, hold legal responsibility in accordance with the relevant provisions of the People's Republic of China Fire Act, the Yunnan Fire Code.

Article 24 does not establish a dedicated fire squad or establish an expediency, in accordance with article 6, paragraph 7, of the present approach, which is modified by the deadline of responsibility of the Government of the High-level People or the public security agency for firefighting agencies; and is not later rectified, and disposed of by law to the competent and other persons directly responsible.

Article 25

(vii) Fire vehicles are used in the non-implementation of fire strikes, emergency relief missions, as well as warning equipment, markings or in violation of road traffic safety laws, regulations.

Article 26 dedicated firefighters, firefarers, in violation of the provisions of this approach, are lawfully disposed of by their units or by the organ entitled to handle them.

Article 27 provides for specific management approaches, such as dedicated firefighting teams, training, day-to-day management, dressing and marking, to be developed by the provincial public safety agencies firefighting agencies.

The twenty-eighth approach was implemented effective 1 March 2013.
