Loyal conservation management approach

(The 19th ordinary meeting of the Government of the Liveli city of 12 September 2012 considered the adoption of the Decree No. 119 of 18 September 2012 concerning the adoption of the Decree No. 119 of 18 September 2012 of the Order of the Government of the People of Livestock on 1 November 2012.

In order to enhance the effective protection and scientific use of the river heritage, this approach has been developed in accordance with the relevant laws, regulations and regulations, such as the Law on the Protection of Cultural Property in the People's Republic of China and the Loyals Conservation Regulations of the Liveli City.

Article 2 of this approach refers to the large-scale river heritage, including the storage sites in the Live-community area, which are closely linked to the hidings, bridges, water work remains and cultural landscapes.

Article 3 protects the Earth's legacy by upholding the principles of planning, effective protection, rational use and ensuring the authenticity and integrity of the river heritage and its historical landscape and the natural environment.

Article IV. The Government of the city should strengthen its leadership in the protection of the river heritage. The municipal property administration is the administrative authority for the protection of the Earth's legacy and is responsible for the protection of the river's heritage within their respective responsibilities.

The Government of the people at the district level of the SMS should cooperate with the protection of the river heritage in the current administration.

The important legacy of the Article 5 river includes:

(i) Acknowledgement of a warehouse site;

(ii) Removal sites;

(iii) The registration, scientific research or archaeological excavations under the census, and other important heritages determined by law by the property sector.

Article 6. The scope of protection of important river heritage and the construction of controlled areas are:

(i) The scope of protection of the warehousing sites: north-east to equal streets, south-central states, north-west to the south-west of the city, and 200 metres north-west of the route.

(ii) The area of protection of the Loo Station site: north-west of the Heavy Warning Material, east-west of the village of Sue Liu, south-310, south-west to the west of the seamount fire material plant.

The protection line has been extended to 100 metres outside four weeks to build control areas.

According to archaeological discoveries or research results, important sites should be updated in a timely manner by law. The scope of the important legacy protection and the construction of control zones have been redefined by law, from their new provisions.

Article 7. The Government of the commune should include provisions for the protection of large-scale river heritage in the current financial budget and increase with the growth of financial revenues; encourage voluntary contributions from citizens, legal persons and other organizations for the protection of the river heritage; and the funds for the protection of the Great Canal Heritage should be earmarked and should not be transferred and subject to supervision in the sectors of the city's finance, audit.

Article 8. Civil, legal and other organizations have the legal obligation to protect the inheritance of the river. The destruction of the river heritage and its historical landscape are entitled to stop, report. There should be recognition, incentives for units or individuals that have made significant achievements in the protection of the river heritage.

The master plan for the protection of the legacy of Article 9 should be prepared by the Municipal Property Administration in conjunction with the relevant sectors, in accordance with the needs of the preservation of the heritage, and published by the Government of the city.

The Government of the people of the heritage sites should coordinate with them in the development of national economic and social development planning, land-use master planning and rural-urban construction, water conservation and environmental planning in this administrative region.

Article 10 Governments should pay attention to research studies and archaeological exhumations of the Great Canal Heritage, and to the development of their protection demonstration planning, which will be valued, functionally improved, to visit the cruise or site museums.

Article 11 prohibits:

(i) Stake of regional or material containing a ban on the marking;

(ii) Difficulties, cereals, counselling and posting on artefacts;

(iii) Violations of dumping, garbage and drainage, drainage;

(iv) Streams, monuments;

(v) The construction of houses, the construction of kilnapped, drilling, ponds, holes, exhumation, access to land and reclaims;

(vi) The storage of safe items of sites such as fuel, prone and corrosion;

(vii) The unauthorized collection of documents;

(viii) Other hazards to the safety of sites.

Article 12 shall not carry out construction or damage, drilling, excavation, etc. that is not relevant to the protection of the important heritage of the Great Car River. There is a need for engineering construction, which should be in accordance with the Loyal Conservation Plan and the reporting process in accordance with the law.

Article 13 builds on the construction of works within the major legacy of the river, which should be in line with the conservation planning of the Grande Canals of Loans, without disrupting environmental landscapes and historical landscapes of the river.

Article 14. In violation of this approach, there is one of the following acts, which are being redirected by the executive branch of the municipal property and are severely punishable by the following provisions:

(i) In violation of article 11, subparagraphs (i), (ii), a fine of up to 200 dollars; in violation of article 11, subparagraphs (iii), (iv), a fine of up to $50 million; in violation of article 11, subparagraphs (v), (vi), a fine of up to $100,000 for 2000; and in violation of article 11, subparagraph (vii), a fine of up to $5000 million.

(ii) In violation of Article 12, construction of works that are not relevant to the protection of sites within the context of the protection of the Grand Canal Heritage, or damage, drilling, excavation, etc., endangering the safety of the sites, causing damage to the large arsenal and historical landscape, with a fine of more than 500000 dollars.

(iii) In violation of article 13, when construction of construction within the controlled area is under way, the engineering design programme does not perform the reporting process, causing damage to the large arseas and historical landscape, with a fine of 500,000 dollars.

In violation of this approach, damage to sites and their protection facilities should be compensated. The construction of works has caused damage to the large arsenal and historical landscape, responsible for the removal of illegal buildings or constructions, the rehabilitation of sites and the administrative disposition of those responsible; and for the commission of criminal liability by law.

Article 15 relates to the non-implementation of the functions of the executive branch, which is corrected by a superior administrative authority to inform criticism; the responsible supervisors and other direct responsibilities are treated by the competent organ in accordance with the law.

Article 16 is implemented effective 1 November 2012.
