Article 15, paragraph 1, was amended to read: “In violation of Articles 5, 10, 12, paragraph 1, 13, article 14, of this approach, the executive authorities of the provincial, municipal government of transport in the area or the administrative authorities entrusted to them shall be responsible for redressing the offence, pay compensation for the actual loss and impose a fine of five thousand dollars.”
