Provisional provision for the transport of vehicles by the fervent

(Summit 7th ordinary meeting of the Government of the People of the fertilities of 2 May 2013 to consider the adoption of Decree No. 168 of 9 May 2013 of the Order of the Government of the fertilities of 9 May 2013, as of 1 July 2013)

Article 1 provides for the safety of passengers in order to regulate the delivery of the market order and to ensure the safety of passengers, operating illegally by means of a vehicle under the law, regulations, regulations and regulations.

Article 6 establishes a joint mechanism for the Illicit Cargo, where members of the Joint Meeting regularly communicate and share information on the work of the Illicit Cargo, to study and coordinate the work of the Illicit Visitors Control Service.

Sectors such as transport, public safety, urban management should establish a law enforcement intermodal mechanism to enhance the delivery of critical regional vehicles such as airports, vehicle stations, hospitals, commercial networks, tourist dispersion sites.

In the course of law enforcement, sectors such as transport, public security, urban management found that they were suspected to be illegal or other offences, but not within the scope of the management of the sector, should preserve or collect information on the ground and transfer the relevant material to the competent authorities in accordance with the law.

No unit or individual shall be permitted to engage in illegal passenger transport activities and shall not provide conditions for the illicit passenger movement.

The absence of a licence for the operation of a renter is prohibited.

The use of rented vehicles from the passenger transport market is prohibited for passenger operations.

The use of motorcycles, specialized cars for persons with disabilities, electric bottles and other non-motive vehicles is prohibited.

Article 8 Rental vehicles from the passenger transport market, which do not meet the criteria for debriefing, may be voluntarily disbursed by the operator; they should be removed from the reporting criteria. Losss from the passenger market will need to be reported and the operators should be disbursed at specified locations, and the removal of fuel devices (including bottlenecks) may be registered by the vehicle.

Those who do not meet the criteria for the rental of passenger vehicles from the passenger transport market shall remove, under the supervision of the road transport administration, the exclusive mark and facilities for passenger rental vehicles under the supervision of the transport management of the public safety authority, the replacement of vehicles under the supervision of the transport administration, the removal of fuel devices shall be carried out under the supervision of the municipal flammatory management body, and the vehicle bottle is handled by the municipal quality technical supervision sector.

Article 9. In addition to passenger rental vehicles, other vehicles shall not be installed with the exclusive mark and facilities for passenger vehicles.

No unit or individual may be forged, converted or used to falsified, converted passenger vehicles without the use of other passenger carriers to rent the vehicle's brand, operating documents.

The sectors receiving the report should be confidential.

The Road Transport Authority or the inspection department should conduct an immediate investigation and, within one month, receive feedback from the surveyor; and, if valid, the reportor's incentives are granted by law.

Article 12. The road transport management body shall register the list of illegal passenger vehicles and persons engaged in illicit passenger transport, establish illegal passenger vehicles and record files for unlawful passenger carriers.

The law enforcement authorities should have more than two law enforcement officials to collect the relevant evidence in accordance with the law when they detect illegal passenger shipments.

Law enforcement officials may collect evidence, including on-site photographs, audio-visuals, videos, on-site photographs, but may not use illegal means to collect evidence. When law enforcement officials carry out oversight inspections, the relevant units and individuals are informed, consulted and replicated.

Article 14. The employment of others in the use of motorcycles, specialized cars for persons with disabilities and other non-modile vehicles for illicit passenger shipments is punishable by article 14, paragraph 2, of this Article; and a fine of more than one thousand dollars for the employed person by road transport management agencies.

Article 16, in violation of article 9, paragraph 1, of the present article, provides that a specialized identifier or facility, such as the non-significant vehicle, has been installed by a road transport agency to be corrected and fined by tens of thousands.

In violation of article 9, paragraph 2, of the present provision, the falsification, conversion or use of the false and transcendant vehicle was collected by the transport management of the public security authorities, the seizure of the motor vehicle, the detention of the XV day and fine of five thousand dollars, suspected of committing crimes, criminal liability under the law; the use of other passenger vehicles, the seizure of the motor vehicle by the transport administration, the seizure of the motor vehicle and the imposition of fines.

Article 17, in violation of article 10, paragraph 1, of the present provision, provides that a non-signant vehicle is parked in the exclusive area of passenger vehicles, such as roads, public places, and is dealt with by the transport management of the public security authorities in accordance with the relevant provisions of the People's Republic of China Road Traffic Safety Act.

In violation of article 10, paragraph 2, of the present provision, passengers are solicited in public places such as airport, vehicle stations, ports, hospitals, commercial networks, tourist dispersion points and roads, with a fine of up to 2,000 dollars in the Road Transport Authority.

The solicitation of passengers disrupted the order of public places and was punished by the public security authorities in accordance with the relevant provisions of the Law on Security of the People's Republic of China.

Article 18 Drivers, motor vehicles that have been reported or have reached the standards of invalidity are illegal on the road, and the road transport administration should transfer cases to the public security authorities' transport management to collect and enforce the release of illegal passenger vehicles by the transport management of the public security authorities; and the driver's motor vehicle was revoked by the transport management of the public safety authority.

Article 19 The road transport administration, in accordance with the relevant laws, regulations, may temporarily deduct illegal passenger vehicles and inform the parties to receive treatment within the specified period of time.

In accordance with the relevant provisions, the authorities of road transport may auction the vehicle in accordance with the law, deduct the costs of the auction, the amount of the fines that have been left behind, and the road transport administration shall notify the parties accordingly.

The illegal passenger carriers have escaped punishment or other objective reasons that cannot be contacted, and the transport administration law enforcement agencies may, in accordance with the relevant provisions, be able to auction the vehicle by law.

The temporary vehicle has been removed by law by virtue of the condition of the release.

Article 20 re-exploited persons in the criminal records files for illegal passenger shipments or vehicles to be used again for illicit passenger shipments, by law enforcement, in accordance with this provision, and criminal responsibility is transferred by law to the judiciary.

Article 21 Staff of the State engaged in illegal passenger transport, punished in accordance with this provision by law by the inspectorate, suspected of committing crimes, and transferred criminal responsibility by law to the judiciary.

Law enforcement officials favour private fraud, refer to the conditions for the unlawful delivery of a person or the provision of conditions for the illicit passenger movement, which is dealt with by law by the inspectorate, suspected of a crime, and are transferred to the judiciary by law.

Article 22 is one of the following acts committed by a party suspected of being committed by an illegal passenger, which is dealt with by law by a public security authority, and is suspected of committing an offence and criminally liable by law:

(i) To humiliate, persevere and harm law enforcement officials;

(ii) The seizure of illegal passenger vehicles;

(iii) Damage to law enforcement facilities, law enforcement vehicles;

(iv) Other obstacles, resistance to justice.

Article 23 ovies, fertilities, fertilities, fertiles, long-lasting counties, tinyal vehicle illegal passenger and related management activities can be implemented in the light of this provision.
