Management of major activities in the city of Zihar

~10 (Summit 10th ordinary meeting of the Government of the 15th meeting, held on 26 February 2013, to consider the adoption of Decree No. 1 of 2 April 2013 by the People's Government Order No. zazihar, effective 2 May 2013)

In order to regulate the management of the major activity files in this city, article I guarantees the integrity and integrity of the major activity files, and to develop this approach in line with the laws and regulations such as the archives of the People's Republic of China, the Archives Management Regulations of the Blackang Province and the Communiqual Archives Regulation.

Article 2 of this approach refers to historical records of the various forms, such as languages, maps, voices, electronics, symbolic in kind, which are directly generated in major activities.

Article 3.

(i) The central, State and the national ministries ( bureaux) convened important meetings in the city;

(ii) Activities of party and national leaders, such as inspection, investigation and work guidance in the city;

(iii) High-level politicians, such as Heads of State and Government, and personalities of the various communities outside the country, the study of friendly groups in the city, and the visit of important external activities;

(iv) The important meetings of the Party at all levels of the city, the Grande, the Government, the Parliament and the Committee;

(v) Activities such as the High-level Party, the Humanity, the Government, the principal heads of the Committee, and the prominent scholars participating in important meetings, studies, research and work guidance in this administrative region;

(vi) Visits, visits, etc. from the main heads of the National Party at all levels of the city, the Grande, the Government, the Parliament, the Committee on the Elimination of Racial Discrimination;

(vii) Major economic, scientific, cultural, sports, extermination and religious activities in the present administration;

(viii) Storage of serious natural disasters and major responsibilities in the current administrative region;

(ix) Other activities in the present administration have a significant or larger scale.

Article IV governs the management of major activity archives in accordance with the principles of harmonization, strengthening oversight, accountability and central management.

Article 5 Governments of municipalities, districts (markets) should coordinate key issues in the management of major activity archives, establish work mechanisms for the sound archival administration to participate in major activities and include requirements for the management of major activity files in the current financial budget.

Article 6. The municipal archives administration is responsible for overseeing, guiding the management of major activity archives throughout the city, and the management of major activity archives in the district (market) area is governed by the division of duties.

Article 7. Hosting, collating and transferring major events files.

Article 8. Hosting, executing units, when designing implementation plans for major activities, should be accompanied by the development of major activity archives management programmes that clarify the responsible departments and personnel for the management of major activity archives, and the development of measures to collect, collate, transfer, maintain and ensure full, complete, accurate and systematic ownership of major activity files. Within 10 days prior to the start of the major event, significant activity files are registered in the same archival administration.

Significant activities relating to national interests, such as defence, diplomacy, national security, and temporary emergency activities, shall be registered in accordance with the relevant provisions within 10 days of the end of the event.

Article 9. Staff responsible for the management of major activity files should have professional integrity in the archives and perform their duties seriously and maintain secret work.

Article 10. The administrative departments of the communes, districts (markets) should proactively engage in major activities organized by the hosting units to strengthen the collection, collation, archiving and guidance of major activity files; and host, depository units should implement major activity archives management measures as required by the archives administration sector and provide relevant archival information.

The archival administration needs to be involved in the gathering and collection of archival information, and the hosting or hosting units shall notify the current Archives administration in a timely manner after the identification of major activities, and the archives administration shall arrange the participation of professionals in the film and archival information collection.

Major activities are videos, audio recordings and photographs by designated media, and the media should be transferred to the National Integrated Archives Archive Archives at this level within 30 days of the end of the event.

Article 11. The major activity files shall be collected by the Archives Administration in conjunction with the host or sub-office.

Article 12. Attribution and handover of files after major activities:

(i) Hosting or hosting units shall, within 10 days of the adoption of major activity files, send a full range of archives to the same-level archival administration, containing a directory, and make a written statement on the collection of major activity files.

(ii) The establishment of a temporary office and the transfer of major activity files to the National Integrated Archives.

(iii) No temporary office was established and the major activity files were transferred to the hosting and hosting units' archives.

Article 13. Hosting, hosting units shall regulate the scientific management of major activity files in accordance with national archives standards; the absence of a custody condition shall be transferred to the national Integrated Architecture within 30 days of the end of the activity.

In accordance with laws, regulations, units and individuals that do not transfer archives obligations to the National Integrated Archives shall be kept in good custody of the major activity files, without the approval of the administrative departments of the Government of the People's Archives at the district level, shall not be sold, transferred, granted to any unit other than the National Integrated Archives, or to the individual. In order to ensure the integrity and security of archives, such as maintenance, acquisition, requisition, etc., the archives administration can take measures in accordance with the law to ensure the integrity and security of the archives.

Article 14.

The transfer of units and individuals to the National Integrated Archives, the donation, the placement of a major activity file enjoys the right to use the archives as a matter of priority, and may make a limitation on the part of the State's secrets, commercial secrets, personal privacy, etc., and the State's Integrated Archives should preserve their legitimate rights and interests.

Article 15. The important archives of activities maintained by national integrated archives at all levels should be accessible to society in accordance with national provisions.

Article 16 states that all levels of national integrated archives can be made available to society through publications such as newspapers, books, and the media, such as radio, television, computer networks, etc., as well as by stereotypes, exhibitions.

The National Integrated Archives at all levels should establish a network of major activity archival information services, simplify access procedures and facilitate access to major activity archives.

Article 18 organs, groups, business units or other organizations and individuals shall be subject to the relevant provisions of the archives and shall not be altered, damaged, lost, forged or otherwise reproduced or replicated major activity files.

Article 19 provides incentives for units and individuals that have been highlighted in the management of major activity archives by the Government of the People's Republic, the archives administration sector.

In violation of this approach, one of the following acts shall be responsible for the administration of the archives of the Government of the above-mentioned people at the district level, for the period of time being corrected, for criticism and for the administrative disposition of the responsible personnel or other direct responsible personnel who are directly responsible, and, in the light of the gravity of the circumstances, the administration of the archives of the Government of the more than 100,000 dollars of the Office of the United Nations High Commissioner for Refugees at the district level may be granted a fine of hosting, hosting more than 100,000 dollars.

Article 21, in violation of this approach, provides that one of the following acts shall be criticized by the administration of the archives of the Government of the more than 10,000 people at the district level and subject to a fine of more than 500,000 dollars for the individual, in accordance with the application of the Archives Act of the People's Republic of China and in accordance with the value and quantity of the relevant archives; the liability for loss shall be borne in accordance with the law:

(i) Restructification, falsification, destruction and loss of the archives of all major activities of the State;

(ii) To provide, copy, publish and destroy all major activity files belonging to the State.

Article 2 deals unlawfully with the sale or sale of major activity files, grants to foreigners, in accordance with the relevant provisions of the laws, regulations and regulations, such as the People's Republic of China Archives Act.

Article 23 of this approach is interpreted by the Government of the city.
