In article 23, “[t]he penalty shall be a fine of up to three times the proceeds of the offence, but shall not exceed three thousand dollars.”

Article 24 amends to read: “In violation of article 17, article 18 of this approach, the receipt and use of satellite television programmes is subject to a fine of up to three thousand dollars of the proceeds of the conflict, in accordance with the provisions of article 17, article 18 of this scheme, and the alleged offence, which is dealt with by the judiciary in accordance with the law.”
