Horizon trade management approach

Article 1

In order to regulate the dynamic market order in the city, to prevent and control the occurrence and dissemination of epidemics such as avian flu, to protect public health and to guarantee public health safety, and to develop this approach in line with laws, regulations and regulations such as the Invalidity Act of the People's Republic of China, the People's Republic of China Act on the Control of Infectious Diseases, the Shanghai City Ordinance.

Article 2

Avian transaction management within the city's administration applies.

Article 3 (Sectoral responsibility)

The city's business authorities are responsible for industrial management of the active trade market in the city's administration; and the business authorities in the district (zone) are responsible for industrial management in the veteranized trading market.

The municipal agricultural administrative authorities are responsible for the management of animal protection in the area of poultry transactions within the city's administration; the district (zone) agricultural administration or the department responsible for animal health surveillance, which is responsible for the management of animal protection in the area.

In accordance with their respective responsibilities, the sectors such as business, urban law enforcement, food medicine regulation, hygienic, quality technicians have been able to oversee the management of active and poultry transactions in the city.

Article IV

The establishment of a poultrying market should be consistent with the standards established in the current city's active and poultry market.

Article 5

The city is active in the production of avian market and is operating in avian retail trade point. Article 6

Article 12

Avian operator should perform the following obligations:

(i) An effective quarantine certificate, a retroactive document at the operational location.

(ii) The establishment of a purchase order and the daily transaction record. The record is kept for at least two years.

(iii) Accommodation on the basis of sales, avoiding a large backlog in the market and lagry.

(iv) Removal of places such as poultry storage, dynamism, sale of occupants, and hidings, dominers, etc., after a daily harvesting of the city, as well as the environmentally sound treatment of poisoning and waste by market operators.

(v) The operators operating in the manufacturer of the manufacturer in the manufacturer should be sent to the operators of the manufacturer of the staple retail trade points.

Article 13

Article 14.

Article 16

Staff in the sectors such as commerce, business, urban administration and food medicine regulation do not perform the planning points, regulations, etc. of the scheme, toys negligence and mismanagement, and to hold administrative responsibility in accordance with the relevant provisions of the Civil Service Disposal Regulations.

In accordance with the relevant provisions of the Act of the People's Republic of China on Animal Protection, the institutions and their staff have not fulfilled their responsibilities, such as the monitoring of animal diseases.

The disease prevention control agencies and their staff have not fulfilled their responsibilities, such as the monitoring of infectious diseases, and are held accountable for administrative responsibility in accordance with the relevant provisions of the People's Republic of China Act on the Control of Infectious Diseases.

Article 17

In violation of article IV of this approach, the fixed-range market or the location of avian retail transaction point is not in accordance with the requirement of the establishment, and the business authorities are responsible for a period of time renovation, which is still incompatible with the requirements and closed.

Article 18

In violation of article 5, paragraph 2, of the present approach, active in a manufacturer of a poultry market or active avian retail trade point is being converted by a business administration order that imposes a fine of up to 3,000 dollars for market operators.

Article 19

Article 20

In violation of article 7, paragraph 2, of this approach, during the suspension of the transaction, the manufacture of a poultry-provoting market or the entry of a manufacturer retail trade point is still under way, with the responsibility of the business administration and the imposition of a fine of over 3,000 dollars for market operators.

Article 21

In violation of article 9, paragraph 2, of the present approach, the fixed-range market, the subsistence retail trade point or the active merging operators do not use a safety information retroactive system for the production of avian movable market, the sterilization market and the unused retail trade point, imposes a fine of up to 5,000 dollars for market operators; and the active occupants are not used by the business administration sector and fines of over 500,000 dollars.

Article 2 (Application of untested and documented penalties)

In violation of article 11, paragraph 1, paragraph 2, of this approach, market operators of the manufacturer of a poultry market have not been identified as a laboratory certificate, which is fined by the business administration sector for more than 5,000 dollars; and market operators who have targeted a manufacturer of avian retail trade point have not been able to test the sanctuary, have been released back-to-back documents and are fined by more than 500 thousand dollars in the commercial administration.

Article 23 (Curr's infraction with the provision for the acquisition of avian penalty)
